Term of Reference

 

Background

At the end of 2017, a Global Bellagio Joining Forces Initiative comes with a strong determination by six Child Focus Organization (CFO) - World Vision International, Save The Children, Plan International, ChildFund International, SOS Children's Village International, and Terre des Homes - to work together and create a greater impact on improving the lives of children around the world. One of the initiatives is on Ending Violence Against Children (EVAC).

In alignment to the Global Bellagio Joining Forces Initiative strategic direction, the six CFAs based in Indonesia, reformulated the strategy based on the national-local context. The six child-focused INGO in Indonesia are Wahana Visi Indonesia (WVI), Yayasan Sayangi Tunas Cilik Partner of Save the Children (YSTC), Yayasan Plan International Indonesia, SOS Children's Villages Indonesia, ChildFund Indonesia, and Terre des Hommes (TdH Germany with Centre for Child Study and Protection/ PKPA). The six child-focused INGO agree to have Indonesia Joining Forces on Ending Violence against Children (IJF) as the name for this movement.

As IJF has been working for the last 4 years, it has not yet getting funding from any donor agency. Three concept note/proposal have been developed and submitted:

1.     GPEVAC 2019 proposal on Online Sexual Exploitation

2.     Dorothea Haus Ross on EVAC at Schools

3.     GPEVAC 2021 proposal on Online Sexual Exploitation

During the regular monthly meeting in April 2022, in, IJF ExCom has agreed that the focus of IJF for the next five years are:

1.     Advocacy works for any derivative regulations of UU TPKS and RUU Pengasuhan (Family Care Bill)

2.     Increased children participation for advocacy and campaign on EVAC

Meanwhile, as follow up of those strategic decisions, IJF technical team members have been working on developing strategic plan for FY 22-23 and milestones for the next five years (2022 – 2027), it has been recognized since the formation of IJF that it has challenges to specific funding for any program on EVAC.

During the IJF ExCom strategic meeting in January 2022, it has been recognized that one of weaknesses is the lack of clear directions for fundraising. It has missed its potential opportune to approach local corporate, as IJF is too much depending to global funding. The corporate funding is probably small, but it is probably more contextual than the global funding. The challenge to pursue this, that it has also been seen in fundraising efforts so far, is the need to nurture trustful partnership as fundraising effort is connected to the funding intel information.  As to achieve this, IJF ExCom has agreed for IJF to conduct donors/fundraising assessments to map out potential both local and global alternative funding[1] for EVAC in Indonesia. 

 

Objectives

·       To get better landscape overview on alternative funding opportunities (with minimum amount of grants equal to or larger than USD 500,000) for EVAC both local and global fund agencies

·       To identify Donors' focus, trend and interest at national, Reginal and Global to support the IJF's fund raising strategy

·       To obtain any recommendations for program strategic directions with greater funding supports opportunities

·       To identify any possible funding agencies (min. 2 agencies) to be approached for funding supports for IJF program on EVAC

Output

·       One assessment report on funding landscape both local and global funding agencies.

·       One recommendation of fund raising strategy for IJF

Activities and Expected result

This assessment will be assisted by the hired consultant. She/he will help the research of any funding agencies for EVAC/children's right (private and non-private, both global and national level (with minimum amount of grants equal to or larger than USD 500,000). This assessment will also look for varieties of funding institutions such as institutional donors, foundations, corporates, or other forms of funding. The research will be done both desk research as well as interviews.

Considering those roles, the consultant should have:

i. having good knowledge on the issues surrounding EVAC and children's right

ii. having experiences on conducting funding or fundraising assessment

iii. having work experiences on business developments department of CSOs/CFAs in her/his professional background will be a leverage.

The consultant will provide his/her consultancy for the maximum amount of service is 12 (twelve) working days. This assessment will be done between 10 – 30 Nov 2022.  The details of activities and expected results from the consultant are below:

[1] Alternative funding here is referred to other than known global funding such as DFAT, EU, etc.. It is also referred to potential donors both private and non private including institutional and corporates at national and global levels who have not been mapped/targeted by global JF.
