Position Title: Technical Unit Manager, Clinical Services

PROJECT DESCRIPTION:

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities.

 

The EpiC team's approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.

 

JOB SUMMARY:

 

Under the responsibility of the Associate Director - Clinical Services, and with the support of the National and Provincial Coordinators, the Technical Unit Manager will have five technical and managerial specialists under his/her direct supervision. He/she will contribute to the implementation of the Clinical Services Unit (CSU) strategies and activities. He/she will ensure optimal quality and impact of the strategies and activities implemented under CSU at national level, Jakarta, and Greater Jakarta, through a coordinated efforts, communication, and delegation system with appropriate control mechanisms. He/she will share with all CSU Team Leaders the responsibility of a sound management and successful functioning of the CSU's division of labour, through joint planning and after-action review.

 

DUTIES AND RESPONSIBILITIES

1/ Team Management and Coordination:

·       Unifying, integrating, and synchronizing of the efforts of CSU team members to provide unity of action in the pursuit of workplan objectives.

·       Supervising the design and implementation of the CSU activities.

·       Facilitating routine joint planning among CSU team members.

·       Assisting Associate Director – Clinical Services in overseeing the delivery of projects/CSU activities and making adjustments as necessary to ensure they are delivered to specifications and high standards.

·       Managing deadlines and progress across the team to ensure the project is delivered on time and on budget.

·       Ensuring a permanent and transparent communication within the CSU team and dynamize team collaboration.

·       Facilitating after-action review among CSU team members for each activity.

·       Assisting Associate Director – Clinical Services in delegating tasks to appropriate team members.

·       Conducting regular analyzes of processes and procedures, making adjustments when necessary.

 

2/ Documentation and Reporting Management:

·       Ensure a steady information on activities progress and challenges.

·       Collecting, structuring, and completing any required reports for donor and technical counterpart agency.

·       In collaboration with Communication and Knowledge Management Officer, advancing development of knowledge products inventory e.g. SBCC materials, job aides, tools, SOPs, guidelines, blurbs, success stories, fact sheet, etc.  

·       Collecting and analyzing feedback from donor, partners, and EpiC's TA recipients to gauge satisfaction and success.

·       Under direction of Associate Director – Clinical Services, presenting progress and results of tasks and/or CSU activities results to Senior Management Team and all EpiC staff and other interested parties in person or in digital format.

·       Review materials created by CSU team members and offer suggestions for improvement.

 

3/ Budget Management and Controlling:

·       Assisting in formulating, analyzing, verifying, and consolidating the draft of the budget proposals.

·       Assisting in monitoring the approved budget on a continuous basis and participating in the preparation of relevant financial reports.

·       Preparing budget forecast and ensuring its consistency with planned procurements, activities, and operational decisions within CSU.

·       Controlling funds availability under the programmes and preparing general expenditure and budget statements with an simple financial analysis for Associate Director – Clinical Services.

·       Drafting correspondence and responding to queries on budget related issues as required.

4/ Subaward Management:

·       Motivating all sub awardees for guaranteeing a balanced participation, avoiding any inactivity during subaward period.

·       Establishing monthly meetings with all sub awardees to monitor the progress/SOW deliverables.

·       Monitor transversally the compliance of each sub awardee and assess whether the activities are balanced or not, and in this case allowing to jeopardize the performance of the sub awardee.

·       Ensuring quality working procedures, oriented to results and aims, transparent and balanced within the sub awardee scope of work.

 

5/ Strategic Partnership Management:

·       Managing existing strategic partnerships by developing new ideas for collaboration and monitoring performance.

·       Identifying potential partners based on project needs, goals, and current partnerships.

·       Establishing "new business" relationships with potential partners to create mutually beneficial arrangements.

·       Negotiating terms of partnership agreements to ensure that both parties are meeting their obligations and benefitting from the relationship.

·       Organizing third-party providers and vendors to deliver elements that can't be produced in-house.

·       Establish contact lists of collaborators and partners and update information periodically.

 

QUALIFICATIONS

·       Verbal and written communication for understanding project requirements and explaining these needs to team members and third-party providers.

·       Attention to detail to ensure all specifications are met.

·       Problem-solving abilities to correct any challenges or inefficiencies for the best results.

·       Decisiveness and good judgment to address pressing project matters when time is limited.

·       Organization and time management to manage multiple tasks, sometimes for multiple projects, at once.

·       Leadership and motivation to guide team members in making consistent progress.

·       Goal-setting to set realistic deadlines and strategize daily, weekly, monthly and quarterly progress.

·       Knowledge and practice of public health and clinical services.

·       Excellent and demonstrated organizational and presentation skills.

·       Excellent and demonstrated capacity building skills.

·       Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia.

·       Ability to travel within country or region and internationally if needed.

 

MINIMUM REQUIREMENT STANDARDS:

·       Clinical degree, with minimum three to five years of relevant work experience.

·       Demonstrated ability to work effectively with diverse team, health providers, local/national government representatives and other stakeholders.

·       Demonstrated ability to coordinate and/or deliver health services interventions across multiple teams, local stakeholders, and geographic regions.

·       Well-developed written and oral communication skills in both Bahasa and English
