Better Investment for Stunting Alleviation (BISA) Project in Indonesia
Background
The Better Investment for Stunting Alleviation (BISA) programme is an integrated nutrition-specific and nutrition-sensitive programme designed jointly by Save the Children (SC) and Nutrition International (NI) to assist the Government of Indonesia (GoI) to realise the goal of the National Strategy to Accelerate Stunting Prevention (2018-2024). BISA targets two Provinces – West Java and East Nusa Tenggara Timur.
To support the GoI's ambition to reduce stunting, BISA will:
1. Implement a Social and Behaviour Change Communication (SBCC) Package focused on improved maternal, infant, and young child nutrition (MIYCN) and water, sanitation, and hygiene (WASH) practices of adolescents, pregnant and lactating women (PLW), and caregivers of children under two;
2. Provide technical assistance to District and Provincial government and health service providers to improve the delivery and enhance access to and use of Iron-Folic Acid for pregnant women and pregnant adolescent girls; Weekly Iron Folic Acid for adolescent girls; vitamin A supplementation, zinc, and oral rehydration salts for children under five, and MIYCN counselling for pregnant and lactating women, adolescent girls and caregivers;
3. Provide technical assistance to the national, Provincial and District government to improve the allocation and effective use of funding and human resources at Provincial, District, and Village levels.
Over five years (2019-2024), BISA will enable 3.3 million people, including 734,100 women, 489,343 children under two, and 1.45m adolescent girls to access high impact nutrition services. BISA will test, and scale-up two packages of interventions: (1) The 'Essential' Package focused on strengthening the supply side of nutrition service delivery; and (2) The 'Essential+' Package that combines supply-side services with demand-side services through the provision of direct support to communities. The two packages will be tested in four districts (two per Province) to assess the impact and generate evidence.
Districts Coordinator of West Java will be placed at Sumedang district with frequent travel West Bandung district or West Java province to implement BISA program activities. NI District Coordinator will work together with the Provincial Coordinator to provide technical assistance to District and Provincial government and health service providers.
The District Coordinator will provide technical assistance to two districts to strengthen the capacity of the District Health Offices (DHOs) in delivering Vitamin A Supplementation (VAS) for children age 6 to 59 months; zinc and LO-ORS in the treatment of childhood diarrhoea; Iron and Folic Acid (IFA) supplementation for pregnant adolescents and women. The District Coordinator will also provide technical assistance to district health offices, district education offices and district religious offices on Weekly Iron and Folic Acid (WIFA) for adolescent girls' supplementation programs and the District Government Officer in improving the allocation and effective use of funding and human resources at district and village levels.
The District Coordinator will report to the Provincial Coordinator and work closely with NI's Maternal and Child Nutrition Adviser

District Coordinator Qualification:
· At least a Bachelor's degree in any of the following disciplines: Public Health, Nutrition, Medicine
· A minimum of three years nutrition program experience at district or province level with government or NGOs (experience in health systems management is an advantage)
· Proficient in MS Word, Excel and PowerPoint and use the internet to browse and research
· Possess analytical skills and strong attention to detail
· Willing to travel extensively
