This Opportunity:

Palladium is seeking finance and administration experts for the anticipated USAID Indonesia PRIMATA Activity. The project will focus on conserving Indonesia's orangutan populations through three objectives: 1) Effective implementation of incentives for the co-management of orangutans and their habitat 2) Strengthen local stakeholders' capacity and commitment for orangutan protection and human-wildlife conflict management 3) Strengthen evidence-based decision making on orangutan population and habitat management. 

The Finance and Administration Director will oversee all finance, administrative, human resource, and operational activities of the project and a team of support personnel. This includes developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the COP, s/he will develop annual budgets that are aligned with the project work plan. S/he will also ensure compliance with contractual, USAID/USG, and local requirements for reporting, finance, and administration. S/he will also ensure payroll processes and adherence to local human resources policies.

This position will be based in Jakarta and is contingent upon contract award to Palladium.

Primary Duties and Responsibilities:

  • Manage all project finances to ensure effective use of resources to achieve project objectives in compliance with all donor requirements.
  • Ensure completeness of financial, procurement, and HR records retention and security.
  • Oversee and ensure sound management of human resources, financial management, and procurement and grants functions for the project.
  • Oversee HR systems, processes, and documentation according to USAID and Palladium requirements.
  • Oversee implementation of all operational systems as per USAID and Palladium requirements as well as Indonesian laws.
  • Ensure that corrective action plans approved by Palladium in response to external or internal audits and other monitoring reviews are implemented as planned and scheduled. 
  • Monitor annual budget and financial projections and develop realistic financial forecasts for proper project planning.
  • Ensure accurate tracking and recording of project expenditures and development of all required financial, operational, and risk mitigation reports required by the client or Palladium headquarters.
  • Guide and assist program staff in preparing, revising, and monitoring budgets for ongoing activities.
  • Travel to conduct due diligence, risk management, and training as required.

 

Key Competencies Required:

  • Master's degree in business administration, finance, Accounting, project management, public policy and management, statistics or other related field.
  • Thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as principles and accepted procedures associated with USAID regulations is highly desirable.
  • Demonstrated familiarity with USG financial reporting and compliance requirements.
  • Previous experience preparing project/company financial reports, reconciling project/company bank statements, managing bank accounts, managing and monitoring petty cash, preparing payroll, tracking expenses according to budget, maintaining records to meet tax requirements including payroll, customs and Value Added Tax (V.A.T) taxes.
  • Demonstrated ability to work effectively in team-based environment, supervise a professional team and ability to interact with a variety of technical, clinical, and other specialists.
  • Strong written and verbal communications skills; fluent in English and fluency in Bahasa Indonesian preferred
