Background |
Medecins Sans Frontieres (MSF) is an international medical and humanitarian, non-profit organization acting in accordance with the principles of humanitarian assistance, impartiality, neutrality, medical ethics and medical confidentiality, independent from any political, religious, military or economic authority.
In compliance with MSF’s charter and based on an independent assessment of needs, MSF provides medical and humanitarian assistance to populations in distress without discrimination on the basis of ethnical affiliation, religion, gender or political convictions, in the contexts of epidemics, endemic diseases, natural disasters and conflicts. The humanitarian and impartial nature of MSF’s action and operational principles is recognized and respected by the Parties as a requirement for and condition of MSF’s activities.
MSF in Indonesia is working under a Memorandum of Understanding (MOU) with the Ministry of Health (MOH) that does not allow staff to perform direct service provision to beneficiaries unless given exceptional permission. The areas of intervention in the current MOU is DKI Jakarta and Banten Province. For the purposes of the assessment, MSF shall visit new provinces outside of the MOU scope but will do so with permission from the relevant Provincial government authorities and informing MOH of our intentions. The assessment is foreseen for 6 months, after which draft project proposals should have been developed. Depending on the negotiations with MOH for the amendment of the existing MOU, and when MSF will start the new project/s, MSF shall open new positions relevant to the new project/s activities. The selected staff for this Assessment team is not automatically selected for those positions but will undergo the usual recruitment process.
Objective |
Coordinate the assessment of new projects of MSF in Indonesia, including but not limited to Primary Health Care in North Kalimantan (Kaltara) and Health Care in Prisons in DKI Jakarta (Prisons) and in close collaboration with the Country Director and Medical Coordinator define the strategy and proposal development for both Government stakeholders and MSF OCB |

• In close collaboration with the Country Director, representing MSF and defending its interests before local, district and provincial authorities and other authorities, local NGO’s and communities. Raising awareness in the target population about the existence of MSF's programs. • Being responsible for the entire project team to work as “one team” meaning ensuring close cooperation and communication between departments, roles and responsibilities, fostering an inclusive working environment • Being accountable for and supervising the execution of new project assessments, ensuring that the MSFs technical and ethical standards are followed, and objectives are achieved. • Being responsible for the proper application of HR policies and associated processes in assessment team . Briefing the teams on context related issues. Ensuring the associative character of MSF is reflected in the briefing of all MSF staff, maximizing their commitment to MSF values and assessment ’s goals • Supervising the implementation of safety and health protocols to ensure safe working conditions for the project staff, ensuring, together with Medical Coordinator, an optimum environment that is conducive to the mental health well-being of all project staff, looking for and suggesting solutions in case of mental health related issues • Ensuring data collection and epidemiological surveillance system, in agreement with the Medical Activity Manager and Medical Coordinator to define effective medical capacity building proposals for the targeted population • Evaluating the new project assessment performance and providing all the required reports to the Country Director on project planning, project monitoring and project evaluation in line with Mission reporting cycle, to be used for both internal and external reporting • Ensuring that the new project assessment team follows the general MSF documentation and achieving system • Together with the Coordination Team, responsible for designing the proper planning, sizing, and coordination of all financial and material resources needed in the new projects and in the assessment project team itself • Supervising the project material resources put at MSF’s disposition to ensure a correct use and its longevity. Supervising all orders (medical and logistical) and the New Project Assessment team’s purchases as well as the financial indicators, with the support of the capital referents to ensure efficiency and early detect deviations and its causes. • Defining and updating, in close collaboration with the Country Director, the new project’s security and safety policy and strategic response to emergencies, reporting any concerning issue to improve risk working conditions and to ensure staff’s full adherence to security and safety rules and protocols. • Monitoring and analysing the situation in the new project areas to identify the population’s health status and needs. Establishing and maintaining contacts with key stakeholders and if necessary, carrying out exploratory missions to identify potential intervention areas. Leading access negotiations and defining risks and constraints to make project proposals, set targets and to calculate material, human and financial resources needed. |
