Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as "to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society". The organisation's purpose is to "strive for a just world that advances children's rights and equality for girls". This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan's profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  Yayasan Plan International Indonesia invites highly competent, experienced and committed professionals to fill the following position :

Climate Change Adaptation Specialist         

BACKGROUND

Plan International is an independent development and humanitarian organisation that advances children's rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII/Plan Indonesia) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country's purpose is in line with the global Plan International's Purpose "to advance children's rights and equality for girls". Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.

ROLE PURPOSE

In Indonesia, the Water for Women projects will be implemented by Yayasan Plan International Indonesia (Plan Indonesia). The projects will target the improvement of sanitation and hygiene services that are adaptive to climate change in rural and urban areas through STBM GESI (Sanitasi Total Berbasis Masyarakat yang Berkesetaraan Gender dan Inklusi Sosial) which will be achieved within the 2 years of project implementation in Manggarai and Kupang (NTT Province) and Sumbawa (NTB Province).

 

Therefore, the Climate Change Specialist will lead the technical part of the Climate Change aspect in project development  and interventions to ensure the Climate Change approach. The position will also lead the advocacy and networking for Climate Change of Plan Indonesia to influence policy audience with an intention to mainstream evidence-based intervention and to be a credible technical partner of the government and others in All areas.


DIMENSIONS OF THE ROLE
  • This position reports to the Water for Women Project Managers of Plan Indonesia
  • Functional linkage with all Water for Women project team, MER Department, GESI Advisor and HRP Department.
  • Represent Plan Indonesia in the national and international Climate Change in WASH forums, local partner organization, networks, donor communities, INGOs as well as different government and non-government committees
  • Continuous communication internally with technical team at national and local level at the same time externally with ARO, relevant NOs, donors, development partners and government.

ACCOUNTABILITIES

  1. Leads WfW (Water for Women) team and design/develop high quality and effective project interventions that effectively support to achieve CSP 5 objectives of Plan Indonesia:
    • Quality Climate Change component of Water for Women Projects developed with detail strategies, plan, interventions and process along with necessary output and outcome level indicators.
    • Water for Women Operational Plan is developed with detail operational plan in different areas like implementation, advocacy, communication, documentation, monitoring and evaluation and research.
    • Project designed and developed aligning with program strategies and focus that support the specific objectives of Climate Change component as well as overall objectives of CSP 5of Plan Indonesia.
    • High quality, integrated and innovative interventions designed and developed following agreed strategies and approaches that support the implementation of designed program and projects of Climate Change.
  1.  Provide technical support to The Climate Change implementation to implement designed projects or interventions in a planned way with quality and standard to achieve CS5 Climate Change objectives:
    • Implementation standard of Climate Change designed developed and disseminated among the implementation teams and partners to ensure quality implementation of designed program, projects and interventions that achieve the CS5 Climate Change objectives.
    • Teaching learning materials, modules, manuals, guidelines developed aligning with nationally defined curriculum and competencies and at the same time program strategies and approaches.
    • TOT designed and organized for technical cadres of the program implementation team.
    • Monitoring and supervision mechanism developed with necessary guidelines and tools along with specific feedback mechanism that continuously improve the activities and interventions to achieve the Climate Change objectives.
    • Professional capacity of Climate Change team members developed following a define strategy and plan that supports the quality implementation and monitoring of the program.
  1.  Advocate for Plan's Water for Women Projects' strategy, approach, intervention with government, development partners and INGOs and support to emerge as a credible technical partner in child development and Climate Change in WASH sector:
    • Effective linkage with government's relevant departments and ministries and strategic networks are established and maintained to ensure influence at national and regional level
    • Climate Change advocacy and communication strategy including necessary materials developed and used at different level to do evidence based advocacy to mainstream Plan's program, interventions, strategies or activities
    • Plan's global campaign run with necessary focus in the context of Indonesia involving relevant government and non-government organizations
    • Climate Change projects, interventions and activities recognized by government and others and adopted by mainstream and alternative systems.
  1. Represent Plan Indonesia in different national and international forums, networks on Climate Change in WASH sector and at the same time in different technical committees/forums of government and non-government to increase profile of Plan and create networks and partnership for scaling up program:
    • Effective linkage with national international forums and networks on Climate Change sector established and maintained.
    • Representation ensured in different government non-government technical committees and Plan role recognized as important credible partner.
    • Active in different networks and leads different technical and networking initiatives to raise profile of Plan Indonesia
    • Meaningful partnership established and joint initiatives taken by credible organizations in different thematic areas of climate change and development.
    • Climate Change features represented in different media like print, electronic and social.  
  1. Dealing with Problems:
  • Quick support and solution from central level in consultation with government to roll out Climate Change smoothly
  • Facilitate the process through minimizing technical conflicts between technical and implementing group and liaison with FSM and partner for quality implementation.
  • Facilitates, negotiates and maintains good networking and communication among government, development partners, donors, networks and INGO to minimize conflicts and gap through a win-win situation protecting Plan Indonesia's interest and image.
  • Addressing operational and pedagogical changes, shifts and modification at central level by the government to cope and avoid long term consequences.
  • Addressing expectation to Plan Indonesia from government, donor, development partners, networks to maintain smooth relationship.
  1. Safeguarding Children and Young People
  • Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

REQUIREMENTS

  • Bachelor degree related field
  • Minimum 5 years of experience in planning, implementing, monitoring, and evaluating a specific program area
  • Strong knowledge and understanding of the WASH, GESI, and Climate Change issue
  • Demonstrates an understanding of the Child Protection Policy and compliances, applies the possible protection measures within the job scope, and provides inputs for continuous development of protection measures.
  • Experience in building ownership and support for learning programs and promoting programs to stakeholders thus obtaining support for initiatives
  • Familiar in effectively handles discussions with a focus on both groups and individuals to enrich participants' understanding of particular subjects or situations, understands the process and can  diagnose group needs and intervenes accordingly
  • Familiar in effectively analyzes information and provides effective and quality-assured solutions
  • Understands and uses different technological resources (computer, multimedia, internet)
  • No issues to be based work location in Kupang City, NTT Province
