The Wildlife Conservation Society (WCS) has a distinguished history of experts exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS Indonesia Program (WCS-IP) has significantly grown over the last decades and contributed substantially to support the Government of Indonesia (GoI), particularly Ministry of Environment and Forestry (MoEF) in conserving Indonesia's biodiversity. WCS-IP currently has programs focusing on landscape/seascape conservation, species conservation actions and engaging local communities.

In North Maluku, WCS-IP in partnership with conservation authorities, Balai Konservasi Sumber Daya Alam (BKSDA) Maluku, supports MoEF on the protection and preservation of biodiversity at the aquatic ecosystems level which are under the authority of MoEF, and to improve sustainability of community livelihoods.

To ensure the implementation of the program, WCS-IP is looking for an MPA/PA Senior Officer who will be responsible for coordinating the implementation of project activities to improve MPA/PA management effectiveness in North Maluku.

RESPONSIBILITIES

General roles

  • Coordinate with Program Coordinator, Program Manager, field staff and technical support staff to assess, design and implement the development and improvement of MPA/PA management effectiveness in North Maluku Province to ensure the preservation of biodiversity of key ecosystems (coral reefs, sea grasses and mangroves) targeted in the province.
  • Responsible for activities related to information gathering, assessment and communication in relation to the MPA/ PA management effectiveness, providing technical support at meetings, seminars, workshops, and formally represent WCS-IP as necessary on such occasions.
  • Facilitate capacity building of government institutions especially MPA/PA management units, academic institutions, and other related stakeholders to increase participation in a bid to promote effective conservation efforts.
  • Facilitate cooperation and partnership between local communities and local governments on the implementation of MPA/ PA management effectiveness to enhance participation in MPA/PA management.
  • Support activities to improve knowledge and raise awareness of the need for biodiversity conservation within communities, including strengthening Pokmaswas (community groups) in North Maluku.

Scope of Work and Working Relationship

The work of MPA/PA Senior Officer is carried out both in the field and in the office especially in Ternate, North Maluku province. S/he will work under the supervision of North Maluku Senior Coordinator, North Maluku and North Sulawesi Program Manager, and in close coordination with the MPA Coordinator in Bogor office. The MPA/ PA Senior Officer has the following responsibilities:

  • developing workplan to support the development of MPA/ PA management in North Maluku which includes Sayafi and Patani MPA/ PA zoning and management plan development, mangrove or species conservation, and mangrove Essential Ecosystem Area (EEA) in Morotai, as well as to increase MPA/ PA management effectiveness of established MPA/ PAs and the evaluation process with local governments and BKSDA Maluku for the PAs.
  • overseeing the process of designing and strengthening the MPA management unit (UPTD) that includes the development of key documents (profile, SOP, etc.) in close coordination with WCS-IP Bogor team, and UPTD capacity building unit;
  • working closely with the WCS-IP Science team to develop MPA monitoring forum (ecology and social economic) at the provincial level to ensure and maintain MPA/ PA monitoring capacity within the province.
  • coordinating with WCS-IP WTP and Policy teams to support key stakeholders at provincial level in developing and implementing strategies to reduce destructive fishing practices in North Maluku - including ensuring the availability of MPA/PA and Destructive Fishing (DF) database platform for key stakeholders in a bid to develop and implement Pokmaswas engagement and strengthening strategy.
  • working with WCS-IP Spatial and Technical Senior Officer, Science Team and other related staff to provide inputs related to the improvement of MPA and PA design and management as well as to ensure the completion of research requirement process involving relevant stakeholders.
  • developing concepts and strategies to engage and strengthen Pokmaswas to participate in the management of MPA/ PA and implementation of sustainable policies in North Maluku, in close coordination with the Marine Resources Use Senior Officer and Livelihood Senior Officer.
  • coordinating with WCS-IP WTP and Policy teams to support key stakeholders at provincial level in developing and implementing strategies to reduce destructive fishing practices in North Maluku - including ensuring the availability of MPA/PA and Destructive Fishing (DF) information in every key stakeholder.
  • providing support in the development of concepts and strategies for sustainable financing of MPA/PA in North Maluku including exploring and implementing identified financial solutions (strengthening of MPA management institution, Pokmaswas, CSR, government budget tagging, etc.).
  • pimproving the knowledge and awareness among communities and stakeholders surrounding MPA/ PA in order to enhance MPA/PA management effectiveness in North Maluku province, including the development and dissemination of communication materials or BCC.
  • monitoring the progress of program implementation related to MPA/ PA and Pokmaswas including providing support to key stakeholders (BKSDA and provincial government).
  • supervising a working team, consultants, subgrantees, community officers or field facilitators as required to ensure high quality teamwork and deliverables, including ensuring capacity building and professional development of staff under his/ her supervision.

General provision

1. Project management

  • Support the design and coordinate activities and the administrative matters to deliver the approved work plans and activities in timely manner within the allocated budget.
  • Supervise and monitor the implementation of project activities by MPA officer/ assistant as well as develop capacity building plan for relevant staff;
  • Prepare activity reports in Indonesian or English (when required), in writing or verbally.
  • Work under minimal and with remote supervision that may require independent decision-making based on personal experience and judgement.

2. Stakeholder Engagement and Communication

  • Liaise and establish good working relationship and/ or strategic partnership with key stakeholders including BKSDA Maluku, local governments, local communities, NGOs and the private sector to ensure successful coordination, implementation and follow-up of project activities, as well as mobilization of project additional resources.
  • Provide technical support and facilitation for meetings, seminars, workshops and formally represent WCS-IP as necessary on such occasions.
  • Provide regular updates on project activities to the Program Lead, the project monitoring and evaluation team and to the communication team to be made into news [for WCS-IP website and social media, and articles in brochures, leaflets, and print media] when required.

3. Report and Deliverables

  • Provide monthly and quarterly reports.
  • Provide activity reports as required.
  • Provide inputs and support for semi-annual and annual report.
  • Database and documentation of activities and lesson learned (photos, videos, notes, etc.).

4. Others

  • Apply and promote WCS's values on respect, transparency and accountability, innovation, inclusion and diversity, collaboration, and integrity in daily work;
  • Participate wholeheartedly in the general activities of WCS-IP particularly events and activities that require the full support and participation of all staff members.

QUALIFICATION

  • Bachelor's or preferably master's degree holder in the field of marine science and management/ fisheries/ biodiversity conservation with at least 5 years of experience working in marine conservation and MPA/ PA establishment and management.
  • Good understanding of marine protected area management and conservation principles;
  • Good understanding of marine protected area system, governance, policies and regulation in Indonesia;
  • Good interpersonal skills to deal with a diverse group of contacts (including local communities) and a team player;
  • Excellent written and verbal communication skills in both Indonesian and English are essential;
  • Having experiences working in eastern Indonesia, especially North Maluku will be an advantage.
