The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. The ASEAN region is one of the fastest growing regions in the world with high population growth and rapid urbanisation. Cities and municipalities lack the resources and capacity to ensure clean air and land, as well as basic supplies in the water, waste and energy sectors, although these areas are the key to a good quality urban environment and services of general interest. In 2016, the volume of waste generated in Southeast Asia reached around 150 million tonnes and is one of the big challenges and critical problems the region is facing.

 

Cities and municipalities, particularly in the less developed and more rural ASEAN Member States (AMS), face considerable difficulties in ensuring basic waste management services for their citizens. Against this background, the ASEAN Municipal Solid Waste Management Enhancement (AMUSE) was initiated. The project is funded by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in close cooperation with the ASEAN Secretariat (ASEC).

 

The project aims to contribute to an improved environmental quality in medium-sized cities in the ASEAN region through strengthening the competences for optimizing waste disposal and recycling in small and medium-sized tourist cities. This project will particularly provide service packages in Vietnam, Laos, Cambodia and Thailand. The project is under the purview of the ASEAN Senior Officials on the Environment (ASOEN) and overseen by its relevant ASEAN Working Groups. Based at the ASEAN Secretariat in Jakarta, Indonesia, the AMUSE project is looking for a Technical Expert who shall in close coordination with ASEC support and coordinate the project implementation with technical knowledge.

 

GIZ seeks a qualified Indonesian candidate for one (1) position of:

 

Monitoring & Evaluation Specialist

 

A.  Responsibilities

 

  • Ensuring Result-based monitoring and evaluation of all the implemented activities undertaken by the Project/Programme.
  • Developing Results Chains/Models, Capacity Development Strategies, Stakeholder Maps, Process maps and facilitating regular reviews 
  • Supporting Evaluation and Review missions
  • Developing and optimizing M&E tools based on the GIZ requirements.
  • Ensuring reliable sources of information and methodologies for data collection, undertaking systematic surveys, feedbacks from beneficiaries,
  • Analyzing and processing collected data and qualitative assessments and ensuring its possibilities to integrate relevant findings into project/programme relevant strategies and interventions.
  • Preparing reports and project/programme documents encapsulating project progress annually and upon request for relevant Donors based on information aptly collected and analysed.
  • Supervising, steering and managing facts, figures and data to observe and record systematic development that incurred during the course of project/programme implementation cycle.

 

B.  Tasks

 

1.     Management and Coordination:

  • Supports project planning by developing and designing the concepts and strategies, ensure implementation according to the GIZ standard and close cooperation with the partners;
  • Support the project in achieving the project goal and activities agreed with the partners, team agreement and / or agreement with the Programme Director and/or Project Leader;
  • Actualizes the planning continuously together with the counterparts;
  • Developing Results Chains/Models, Capacity Development Strategies, Stakeholder Maps, Process maps and facilitating regular reviews  
  • Capacity building/training of team on Monitoring and Evaluation (GIZ quality criteria) and implementation of Capacity Works instruments 
  • Evaluate and Review missions
  • Managing the reporting on annual aggregated impact 
  • Supporting the design of project offers for acquiring additional funding
  • Ensuring Gender-sensitive Monitoring planning and milestone development 
  • Ad-hoc rapid assessment of the project progress upon request 
  • Developing and optimizing M&E tools based on the GIZ requirements
  • Overseeing of the development of M&E in the context of increasing Co-financing scope with other donors.  
  • Takes part in the formulation of project planning and facilitate synchronization between the planning and budgeting system.
  • Compiles the relevant information for joint activities and assignments.
  • Contributes to the coordination of the project works so that the objective and indicators can be achieved;
  • Supervise consultants, contractor, and interns for the project;
  • Contributes to the writing of the project progress and monitoring reports, identifies bottlenecks and recommends alternative management options to the project responsible manager;
  • Represents project when needed;
  • Evaluates results of activities and give input/feedback for better implementation.

 

2.     Implementation and monitoring

  • Prepare and deliver, such as but not limited to; maintaining communications with targeted groups, coordination meeting, as well as event implementation together with the key advisors.
  • Monitoring tasks together with the key advisors, including but not limited to: activity monitoring, result-based monitoring and GIZ results data;
  • Reporting tasks together with the key advisors, including but not limited to: semi-annual and annual reports to project partner as well as data and materials for reporting to project donor;
  • Monitor project progress, assess and determine bottlenecks during the implementation of the Project, and recommend alternative courses of management actions to the Programme Director and/or Project Leader;
  • Joint and contribute actively in designing, implementing and monitoring the progress of the project includes:

o   Contribute actively in operational plan / designing of project approaches,

o   Joint and contribute actively in regular project progress monitoring meetings

 

3.     Networking and Cooperation:

  • Ensures cooperation, regular contact, and dialogue with partners, relevant organizations, non-governmental agencies, and individuals with other related projects to improve and maintain good working relationships;
  • Travels in accordance with project requirements;
  • Supports project responsible manager in smooth partner relations;
  • Provides technical assistance to local, regional and international experts and related stakeholders.

 

4.     Reporting and Knowledge Management:

  • Designing and implementing knowledge management strategy;
  • Support the implementation of knowledge management strategy within the scope of the project;
  • Formulates appropriate input for project reports;
  • Prepare reports, power-point presentations and contribute to the publication development according to GIZ standards as outputs from project results or other related activities;
  • Connecting with stakeholders on knowledge needs;
  • Update the Project's databases with data provided or obtained from research results;
  • Work closely with project staff to ensure all knowledge products are updated, readily available and in order;
  • Compiles information and ensures knowledge transfers;
  • Maintaining the project's knowledge management system (file server) jointly with the IT Officer;
  • Ensure all relevant documents are available and uploaded to DMS (Document-Management System of GIZ) and the project's server;
  • Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the Programme Director, donors, and GIZ Head Office

 

5.   Other duties

  • Contribute to the overall activities of the team and Project as required;
  • Carryout any other duties within the scope, spirit and purpose of the job as requested by the line manager.
  • Introduction of data projection and data analysis to project future scenarios related to indicator of the programme. 

 

C.  Required qualifications, competences and experience

 

Qualifications

·     Masters or PHD degree in Data Science, Social Sciences, Political Science, Economics, or similar. 

 

    Professional experience

  • At least 5-7 years' professional experience in a comparable position 
  • Thorough conceptual and practical understanding in the field of Result Based Monitoring System in its implementation endeavours is preferred.  
  • Ability to work independently and to take up responsibility for assigned Programme/Project activities without supervision.  
  • Accuracy, care for detail and having comprehensive overview to research. 
  • Strong ability to analyse and use data for effective communication on impact and results of the project. 
  • Flexibility to travel in the ASEAN region. 

 

    Other knowledge, additional competences

  • Excellent organisational skills; efficiency, and high-quality delivery of all work-related output; results and performance orientation
  • High work ethics, reliability and self-motivation, proactivity, and ability to handle multiple simultaneous assignments with competing priorities under the condition of tight time schedules and fixed deadlines, attention for details
  • Good intercultural competences, confident dealing with high-ranking (government) representatives of the regional, national and local partners
  • Excellent interpersonal skills, ability to work in a team, social competence
  • Very good working knowledge of IT and communication technologies and relevant computer applications (e.g., MS Office)
  • Fluency in Indonesian and English (written and spoken) is required; German language knowledge is considered an advantage
