The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). 

In Indonesia, GIZ is implementing various energy projects under the umbrella of the Energy Programme Indonesia/ASEAN. These projects are commissioned by mainly the German government, represented by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Federal Ministry for Economic Affairs and Climate Action (BMWK). 

To join the leadership team of the GIZ Energy Programme, we seek one (1) motivated and qualified Indonesian candidate to join as Senior Advisor / Team Lead Energy Hub. 

Within the Energy Programme, the Senior Advisor will lead the team and implementation of the newly established German-Indonesian Energy Cooperation Hub ("Energy Hub"). The Energy Hub aims to bundle all energy projects funded by Germany and implemented in Indonesia, with the objective to support portfolio development and strategy building, joint representation and communication. It shall further coordinate and identify the German support to the Indonesian Just Energy Transition Partnership (JETP). The Senior Advisor will further support other GIZ energy projects, as needs arise, in terms of government liaison, and strategy building. 

The Hub connects to all GIZ energy projects, and further reaches out to energy projects implemented by other implementers, such as KfW, BGR and PTB, who receive funding from Germany. The Hub further works and serves the Indonesian political partners that are strategic partners for technical and financial cooperation projects. Anchored with the Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi (DJ EBTKE) under the Ministry of Energy and Mineral Resources (MEMR), the Hub further works with all energy related pollical partners of German cooperation, including Bappenas, the Ministry of Finance, PLN, to name a few. The Energy Hub is formally part of the project "Renewable Energy for Electrification Programme Phase 2" (REEP2) but equally works and represents all projects under the GIZ Energy Programme 

To join this leadership team, the Energy Programme seeks one (1) motivated and qualified Indonesian candidate to join as: 

Senior Advisor / Team Leader Energy Hub

 

Responsibilities

  • In tandem with the Energy Programme Director and close coordination with the REEP2 Principal Advisor, set-up the Energy Hub in Indonesia by developing and agreeing a steering structure, setting up the team, developing operational plans and creating buy-in from all relevant governmental partners
  • Develop and maintain partner relationships towards all energy relevant political partners in Indonesia (MEMR, Bappenas, PLN, etc) and secure regular joint steering and operational planning
  • Support Germany in identifying and preparing its support to the JETP, herewith bridging communication between both countries and identifying topics for cooperation
  • Together with the Energy Hub team, oversee the development of the Energy Hub's knowledge management, cooperation and communication strategy, and secure proper implementation 
  • Take disciplinary leadership responsibility for the Energy Hub project team and conduct personnel managerial staff including onboarding, staff talks, career development and contractual management
  • Participate in the strategic planning and steering of the GIZ Energy Programme, as part of the Energy Leadership team and in close cooperation with the Energy Programme Director
  • Support portfolio development for new project ideas under German-Indonesian Energy Cooperation, including preparation of new project proposals 

 

Tasks 

1.    Team Leadership and Management Responsibility 

  • is responsible for operational and managerial project planning and implementation of the Energy Hub and develops concepts and strategies, and ensures their implementation, in close cooperation with the Energy Programme Director and the Principal Advisor of REEP2
  • As member of the leadership team, develops the Energy Hub in close consultation with the other energy team leads (GIZ, KfW, PTB, BGR), seeking to align the Energy Hub's strategy and activities with the projects under the GIZ Energy Programme
  • plans and controls the budget for the Energy Hub in closer coordination with the Principal Advisor of REEP2
  • coordinates and prioritises relevant project activities at local level in cooperation with the partners, both in regard to the organisational preparation and implementation of the activities 
  • is responsible for managing all staff members who report to him/her (6) in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for developing creativity and innovation 
  • is responsible for recruiting, selecting, grading, managing, planning the assignment of and professional development of staff members who report to him/her  

 

2.     Energy Programme support & Planning and setting up the Energy Hub

  • Develops the structural set-up of the Hub in tandem with the Energy Programme Director and in cooperation with the Principal Advisor for REEP2, including its steering and reporting structure, and preparing operational plans, while creating the buy-in from all Indonesian government partners as well as German donors
  • Develops Operational Plans for the Energy Hub, oversees the development of a GER-IDN Energy cooperation strategy, and implements Energy Hub activities such as delegation trips, conferences, expert exchanges and consultancy studies
  • Supports Indonesia and Germany in realizing the JETP, by systematically identifying support needs, e.g. through technical assistance and/or steering for the JETP Secretariat, and linkage to the Energy Transition Mechanism Country Platform hosted under PT.SMI
  • Participates in GIZ Energy Programme strategy development including drafting of strategy papers and background research, as well as participation in steering meetings and retreats
  • Take a leading role in the GIZ Energy Programme to systematically identify portfolio development opportunities for future GER-IDN energy cooperation projects
  • Supports development of new innovative energy project concept notes (e.g. act as AV-V) and stays abreast of upcoming project development opportunity under the umbrella of the JETP (call for proposals, JETP, P+ facility, GCF, IKI, co-financing opportunities), etc.
  • Support communication between the German donors and the Indonesian political partners
  • Support the German embassy and German ministries in requests for organisational or research purposes on the Indonesian energy sector (drafting papers, status reports, preparing events, developing concept notes and agendas, etc)
  • Provide strategic advice and reflection on Indonesia's energy transition to the German donors, and the German embassy through various formats
  • Represent the Energy Hub in the GIZ internal Energy Sector Core Group management team meetings as well as the Energy Transition Thematic Group, a GIZ knowledge management group, and contribute to the development of the energy cluster Indonesia/ASEAN and actively exploring synergies between the energy projects and other GIZ projects in Indonesia
  • Supports representation of Germany's contribution to Indonesia's energy transition to external parties
  • In the absence of the Principal Advisor of REEP2 and/or the Energy Programme Director, takes appropriate measures to secure operation of the programme  

 

3.     Stakeholder Liaison, Networking and Client Relationships

  • ensures relationship building, cooperation, regular contact and dialogue with all relevant Indonesian partners (MEMR, Bappenas, PLN, MoF, CMMAI, SMI, etc), in close alignment and with support of the Principal Advisor of REEP2 and the Energy Programme Director
  • Together with the Principal Advisor of REEP2, identify key stakeholders in Germany and Indonesia to be involved in the Energy Hubs activities (German & Indonesian ministries, German embassy, etc), and develop an outreach strategy to create buy-in and improve strategy building for the future GER-IDN energy cooperation
  • Carries out PR work to promote the German-Indonesian Energy Cooperation and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships 
  • travels (Indonesia, Germany, abroad), in accordance with the Energy Hubs project requirements  
  • cooperate and support all German funded energy projects to maintain and grow relationships and networks with key partners, and overseeing alignment across projects
  • Identify and analyse existing and future strategic partners (public, private, academia, NGOs, CSOs, etc) for GER-IDN energy cooperation opportunities
  • With the Energy Hub Communications Officer and Energy Programme Communications Coordinator, develop the Energy Hub's distinctive design and branding strategy, including incorporation of all relevant logos

 

4.    Knowledge Management and Events

·         Develop and implement knowledge management and communication strategy for the German-Indonesian Energy Cooperation, including identification of success stories, portfolio overviews, factsheets, flyers, overview papers, etc, in close cooperation with the Energy Programme's communications coordinator

  • Makes sure that products are delivered in outstanding design and well edited English/Bahasa
  • Oversee organisation of major events, such as the GER-IDN Renewable Energy Day, the Indonesia Sustainable Energy Week, and/or delegation trips to Germany
  • Provides inputs to the energy transition website, in close cooperation with the Communications Team
  • Identify needs for technical consultancy studies, for example in the context of JETP, and hire / oversee consultants
  • Secure active contribution and cooperation of the Energy Hub with GIZ internal knowledge management groups and activities such as Tea Time Talks, Energy Transition Thematic Group, TUEWAS, etc.
  • formulates appropriate inputs from the Energy Hub to various GIZ project/programme reports including annual reports, and contributes to the other reports required by the Principal Advisor of REEP2, The Energy Programme Director and GIZ Head Office 
  • lead research activities and studies on political issues which benefit joint programming
  • Stay abreast of developments in global, German and Indonesian sustainable energy development approaches as well as government agendas, and act as knowledge distributor across the Energy Programme

 

5.     Other Duties/ Additional Tasks

  • Perform other duties and tasks at the request of the Principal Advisor of REEP2 and/or the Energy Programme Director
  • Contribute actively to a good working climate and team working within the project, the partners, and across GIZ
  • Share proactively information about the project with other relevant stakeholders, seek synergies across activities, and follow a cooperative approach 

 

Required qualifications, competences and experience 

Qualifications 

  • Master's degree in relevant field of work, e.g., energy studies, engineering, environmental management, climate, etc.
  • Broad network with Indonesian energy relevant ministries
  • Very good working knowledge of IT, communication technologies (social media, related software, website) and newest communication methods
  • Very good communication skills in English and Bahasa Indonesia, including speaking and writing 

Professional experience 

  • At least 8 years' professional experience, with at least 6 years' professional experience in a comparable position 
  • at least 5 (five) years professional experience in sustainable energy related policy making and/or stakeholder consultation processes
  • previous experience working with/for MEMR, Bappenas and or other Energy Hub relevant government institutions
  • good understanding of policy-making processes within the Government of Indonesia
  • previous professional experience abroad, including Germany, is an asset;
  • excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments 

Other knowledge, additional competences 

  • very good working knowledge of ITC and computer applications (e.g. MS Office) 
  • a proven track record in a managerial position 
  • native Bahasa Indonesia speaker, professional level English (writing, oral). Working knowledge of German an asset  
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
