Dear Potential Bidders,

Food fortification, in which essential micronutrients are added during food processing, has been widely identified as a cost-effective strategy for addressing micronutrient malnutrition at scale. The launch of the Wheat flour Food Fortification Program in 2002 set mandatory fortification standards for wheat flour to be fortified with iron, zinc, folic acid, vitamins B1 and B2 (SNI 3751:2001). However, this SNI (national standard) only mandated fortification of wheat flour, without specifying the type of iron compound to be used for fortification which led millers to fortify wheat flour with elemental/electrolytic iron that was not in line with the World Health Organization (WHO) guidelines. Thus, the resulting fortified wheat flour had no significant impact in reducing iron deficiency anemia (IDA) in Indonesia.

In 2018, the GoI issued the revised SNI 3751:2018 followed by issuance of Ministry of Industry Regulation No.1 in 2021 on mandatory implementation of SNI 3751:2018 since August 2021. Since this regulation applied, flour milling industries have largely complied with the fortification requirements of the new SNI. It is recognized that the flour milling and food industries as well as the government agencies in coordination have made the flour fortification program successful. NI continued focused advocacy efforts to the government and provided technical assistance to the wheat millers in the area of monitoring and quality assurance and quality control. NI is supporting the Ministry of Industry to arrange provision awards for fortified wheat millers. This will include the facilitation of meetings for finalizing criteria for selection of wheat flour millers, meetings to select the awarded wheat flour millers as well facilitation to organize main event of wheat millers awards.
