EU Mobility Programme for Myanmar (EMPM) Virtual Scholarship Officer 

 

 

The EU Mobility Programme for Myanmar (EMPM) Project at Nuffic Southeast Asia Office is seeking a qualified candidate for the position of Virtual Scholarship Officer. The position will be based in Nuffic Southeast Asia office in Jakarta, Indonesia. 

 

The main task of the Virtual Scholarship Officer is to support the development and implementation of EMPM virtual scholarship programme. Activities will be implemented throughout the Southeast Asia (SEA) region, in relation to Myanmar. 

 

Background  

The EMPM project aims at supporting Myanmar's next-generation human capital with education and training through enhancing options for online learning and mobility for students and young professionals. Due to the current situation in Myanmar, access to higher education is limited, leaving young people and students deprived of higher education opportunities. The programme will take place from January 2023 to December 2026 and is implemented by DAAD, Campus France and Nuffic.   

 

About the Position  

The Virtual Scholarship Officer is responsible for the development and implementation of the EMPM Virtual scholarship programme for Myanmar students with an emphasis on technology-based, distance learning for top-up degree mobility. 

 

S/he assists the Nuffic's Programme Manager in providing support on logistics, administrative procedures and finances in accordance with EU regulations. S/he will work in a team based in Jakarta, in close cooperation with Nuffic staff located at Nuffic's global headquarter in The Hague, the Netherlands.  This position reports directly to the EMPM Programme Manager for Nuffic. 

 

The key responsibilities of the position include but are not limited to: 

 

Regular Duties: 

  • Contribute to setting up the virtual scholarship mobility scheme (e.g. administrative organisation, application procedures, communication plan) 
  • Establishing and maintaining regular communication with various stakeholders (applicants, awardees, alumni, Southeast Asia (SEA) and EU Higher Education Institutions and Southeast Asia stakeholders-particularly Myanmar universities)  
  • Handling overall daily administration and finances with regard to the management of the programme 
  • Implementing specific virtual scholarship and students/alumni-related events 
  • Support staff of selected universities within Myanmar, SEA partner universities and the EU with the implementation of the virtual scholarship programme 
  • Prospective student counselling (online, phone, one-on-one) 
  • Generate and assess virtual scholarship applications  
  • Support in the selection process of virtual scholarship recipients 
  • Support awardees during the pre-study, study period and post-study stages. 
  • Support financial settlements activities for students and universities   
  • Provide relevant information for report-writing; and monitoring and evaluation purposes 

 

Specific Duties: 

  • Verifies, enters, accesses, retrieves, and maintains programme outreach information. Ensures consistency in evaluations for courses articulated by ensuring universities update the course catalogue (database) regularly. 
  • Ensure records on the student file to allow recognition of credits earned towards completing the course requirements. 
  • Ensure that students and universities complete all the requirements  
  • Provide assistance to users and timely respond to phone and email queries. 
  • Monitor activity and suggest relevant improvements to the Nuffic team.  
  • Send reminders in order to insure a high level of completion of the mobility process. 
  • Act as the first point of contact for individuals, (internal and external) seeking information about the virtual scholarship programme 
  • Travel to Myanmar or SEA countries if needed 

 

Qualifications and Key Competencies 

  • Bachelor's degree, preferably in Humanities/Social Sciences majoring in Education, Sociology, Computer Science, Information Systems, or Development with a minimum of two (2) years of relevant work experience in a technical role.  
  • Demonstrated knowledge and technical skills in project management and the ability to acquire them. Experience in supporting education databases and working in/with a conflict-affected area is an advantage. 
  • Good oral and written communication skills; including experience in a cross-cultural environment and international settings. 
  • Good interpersonal skills; demonstrated ability to develop and maintain sound working relationships with stakeholders, particularly in a crisis-affected area 
  • Good IT skills with adequate knowledge of Microsoft Office and Outlook (particularly MS Excel and PowerPoint).  
  • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willingness to travel on short notice. 
  • Excellent command of English, written and spoken; knowledge of the Burmese language and culture is an asset 
  • Good knowledge of Myanmar and Southeast Asia's higher education policies will be an asset. 

 

Remuneration: 

The successful candidate will be offered a monthly salary commensurate with the personal qualifications and experience. Other applicable benefits include medical benefits, various paid leaves in accordance with Indonesian Labour Law and an annual wage supplement equivalent to a month's salary. Please note that this position is a local engagement and does not come with a mobility package. This is a fixed-term position with an initial contract duration of one year, with the possibility to extend to four years.
