Yayasan WWF Indonesia, an independent national conservation organization, is part of a global network of WWF. Yayasan WWF Indonesia is seeking the best candidate for the Consultant for Project Proposal Development position. This position will be based in Indonesia, and report directly to the Head of Forest & Wildlife Program in Sumatera. 

Objectives of the Assignment

The purpose of this assignment is for WWF-Indonesia to have a solid thematic project proposals for the Bukit Tigapuluh landscape and supporting documents for submission to institutional donors that include situation analysis, project objectives, strategy, project logic/ ToC, workplan with targets and indicators. 

Scope of Work 

This assignment will be carried out under the overall guidance of the WWF Japan Public Sector Partnership (PSP) Manager/Consultant based in Tokyo in close coordination with WWF Indonesia shall involve the followings:
  • Perform preparatory desk study, review and analyze key background documents, i.e., WWF literatures, technical reports including the strategic plan of WWF-Indonesia, program plans, and annual work plans of WWF Indonesia work in Bukit Tigapuluh landscape.
  • Review and documentation of the secondary sources of information and relevant policies and study reports for the full understanding and familiarization of the deforestation and biodiversity issues affecting the natural environment and social sectors in Indonesia and the government's policy response to these challenges that will be covered/addressed in the proposal 
  • Conduct consultation, interview and/or validation workshops including engage in discussions with the WWF Indonesia team and key partners and stakeholders, including relevant government authorities, to develop the Theory of Change and define the overall scope and key project proposal components, structure, result areas and activity budgets that will support the implementation of relevant national policies and WWF's strategic agendas.  This will include identifying specific thematic sectors/areas and key beneficiaries that will be targeted under the proposed project/activities with evidence for the selection.

Others
  • The consultant is expected to provide their own equipment such as laptops, recording devices, mobile phone, etc. WWF-Indonesia will be responsible to provide travel arrangements if field work is needed. WWF-Indonesia will also provide workstation if office work is needed. 
  • The consultant will report to the Head of Forest & Wildlife in Sumatra, with direction from Program Director. He/She will work closely with the Quality and Program Development Director and PSP Manager of WWF-Japan.

Qualifications & Experience: 

Required experience and expertise:
  • At least having a master's degree in environmental science, social science, economics, development studies or other relevant field.
  • At least 8 years of experience, preferably in the development/humanitarian sectors and with experience in successful fundraising/proposal writing, resource mobilization, communication and/or reporting for institutional donors.
  • The Consultant should reside in Indonesia and familiarized with the areas of proposed interventions and have a good understanding of the local context, language, and culture.
  • Excellent written and oral communication skills in English and Indonesian

Preferred experience and expertise:
  • Knowledge of conservation and relevant technical expertise.
  • Experience engaging with government and national-level partners in Indonesia.
  • Experience developing or contributing to development of institutional donor or other multi-lateral projects.
  • Available for possibility of missions to field sites late.
