BACKGROUND

Plan International is an independent development and humanitarian organization that advances children's rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as national entity of Plan International in Indonesia. Plan Indonesia is currently implementing its Country Strategy 5 (CS 5) covering fiscal year 2023 to 2027, where the country purpose is in line with the global Plan International's Purpose "to advance children rights and equality for girls". Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies) and thrive (grow healthy and protected from violence). It means that we will take actions to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision makers and key stakeholders to make the required changes.

Plan Indonesia with Gap Inc. are planning to conduct program transition, re-strategize the intervention and target area, and plan start to implement the PACE program in 50 junior high schools in Bandung Regency for girls aged 11-13 years, specifically to schools that has been participated in previous PACE project.

ROLE PURPOSE
The Project Officer will support and assist PACE Project Coordinator in the implementation and achievement of the project objectives and outputs, strengthening youth-led and youth-centered initiatives.

S/he is responsible for the successful implementation of the PACE project and for growing the project portfolio. S/he will support the Project Coordinator to strengthen PACE Project management in specific, and Program Adolescent Health and Agency in general.

The PACE project plans to reach: junior high school educators and counselors in 50 targeted schools and have a module refreshment, increased facilitation skills and knowledge to deliver soft critical skills programming to adolescents ages 11-13; and junior high school students (ages 11-13) in the 50 target schools have improved their knowledge for the critical life skills taught in the P.A.C.E. modules (younger girls).


ACCOUNTABILITIES

General Management:

  • The post holder reports to PACE Project Coordinator.
  • Support the Project Coordinator managing the project planning, implementation, budgeting and monitoring evaluation of project activities.
  • Support the Project Coordinator to proactively work to coordinate with, influence, support and collaboratively working with local government related to sexual and reproductive health issues, including CLTS at district level, as well as schools.
  • Support the Project Coordinator to engage in networking and coordination in the project area, and ensuring children and young people particularly girls and women are benefited from the project.
  • Support the Project Coordinator achieves project goals and outcomes particularly in district, villages and schools' level.

 

Program implementation in line with the project design and planning

  • Support Project Coordinator in implementing the project in line with project work plan, monitoring and evaluation framework, and communications strategy.
  • Support Project Coordinator in executing the project workplan on the basis of key activities specific plans.
  • Support Project Coordinator in coordinate with project partners or other relevant stakeholders of project activities.
  • Assist the Project MER Specialist, in providing project data collection and verification to avoid double counting and reported to Project Coordinator.
  • Working collaboratively with technical advisor/specialist in CO for cross-cutting issue such as gender and inclusion, communication strategy, youth participation, safeguarding.

 

Communication, Monitoring and Reporting

  • Assist Project Coordinator in day-to-day monitoring of target project activities.
  • Maintain positive communication and coordination with Project Coordinator on activity planning and implementation.
  • Support Project Coordinator and work together with MER Specialist to monitor project indicators progress and expenditure of project activities.
  • Support Project Coordinator in preparing progress reports for internal YPII use in monthly basis and/or another basis if needed.
  • Collaborate with communications team to implement communications strategy and advocacy.

 

Networks, partnership and Learning

  • Maintaining contact with external networks in order to strengthen the implementation of project, to exchange experiences and to scale up program implementation.
  • Maintaining high quality relationship with project partner and relevant stakeholders, as well as reviewing reports and indicators.
  • Develop project documentation showing learning and best practices emerged during project implementation.
  • Seek innovation and put in place improved learning practices within and outside the program.

 

Financial and Administration

  • Support the Project Coordinator in preparing and ensuring administration and financial support document of project activities according to the implementation and expenditure
  • Support the Project Coordinator to oversee and administer the day-today activities of the project; follow the policies, procedures, and systems of Plan International Indonesia which ensure productive and efficient office operation.
  • Support Project Coordinator to organize and facilitate project meeting, conferences and other special event as planned throughout the project; coordinate and attends meeting, and participates in discussion as appropriate (when required).

 

Safeguarding of Children and Young People (PSHEA)

  • Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensure regularly to include Safeguarding (PSHEA) Policy in your performance appraisal every quarter 
  • Completed Plan Academy Mandatory Training and the Renewal Mandatory Training every year.

Internal

  1. Project Coordinator: Coordination, project implementation guidance and technical support.
  2. MER Specialist : Coordination of project MER framework and implementation objectives to be consistent with Country, Global and Advocacy priority
  3. Communication Specialist: coordination of project communication strategy
  4. Gender and Inclusion Specialists: provide guidance on the strategic direction of the project in relation to the achievement of the project milestone and outcome
  5. Finance Coordinator: Coordination in financial report/issues related to the project/program

 

External

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

  • Bachelor degree in Social Science or others relevant field.
  • At least 1 year of experience working on community development, project management, fresh graduates are welcome to apply with experiences in organization management.
  • Experience of implementing project on a day to day basic, delivering on required tasks and a good awareness of project requirements and priorities.
  • Experience in organizing training.
  • Good analytical skill, able to capture and understand the dynamics of social media engagement.
  • Strong cross-cultural skills and a demonstrated ability and enthusiasm to collaborate with different communities.
  • Good in speaking and writing English.
  • Good interpersonal communication skills for knowledge sharing and collaboration.
  • Able to work both in team and independently with minimum supervision.
  • Ability to work to tight deadlines and to multi-task.
  • Commitment to safeguarding and CCCD implementation.
  • Commitment to Fraud awareness policy.

Desirable 

  • At least 2-year experience or skills around connecting or working with adolescent or young people
  • Good understanding about SRHR, Early pregnancy, gender norms and practices & Child Marriage
  • Good Knowledge on and Practices of Safeguarding.
