BACKGROUND

Plan International is an independent development and humanitarian organization that advances children's rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as national entity of Plan International in Indonesia. Plan Indonesia is currently implementing its Country Strategy 5 (CS 5) covering fiscal year 2023 to 2027, where the country purpose is in line with the global Plan International's Purpose "to advance children rights and equality for girls". Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies) and thrive (grow healthy and protected from violence). It means that we will take actions to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision makers and key stakeholders to make the required changes.

Plan Indonesia with Gap Inc. are planning to conduct program transition, re-strategize the intervention and target area, and plan start to implement the PACE program in 50 junior high schools in Bandung Regency for girls aged 11-13 years, specifically to schools that has been participated in previous PACE project.

ROLE PURPOSE
Project Coordinator will play a key role in ensuring the achievement of the project objectives and outputs. S/he is accountable for successful implementation of the PACE project and growing the project portfolio. S/he will support the Programme Manager to strengthen the Adolescent Health, End Violence Against Children and Youth programme management. The PACE project plans to reach: junior high school educators and counsellors in 50 targeted schools have a module refreshment, increased facilitation skills and knowledge to deliver soft critical skills programming to adolescents ages 11-13; and junior high school students (ages 11-13) in the 50 target schools have improve their knowledge for the critical life skills taught in the P.A.C.E. modules (younger girls).

DIMENSIONS OF THE ROLE
  • The post holder reports to Programme Manager Adolescent Health, End Violence Against Children and Youth, and Stunting Prevention (AH, EVACY, SP)
  • Responsible manage the project planning, implementation, budgeting and monitoring evaluation.
  • Will proactively work to influence, support and collaboratively working with local government related to sexual and reproductive health issues at district level.
  • Engage in advocacy, networking and coordination in the district, and ensuring children and young people particularly girls and women are benefiting from the project
  • Represent AH, EVACY, SP program to promote information of sexual reproductive health and right, and stunting prevention to prevent risky behaviour and child marriage in district level, when required.

ACCOUNTABILITIES

Program implementation in line with the project design and planning

  1. Support the planning and design of the project which in line with CS5, monitoring and evaluation framework, budget plans, and communications strategy
  2. Develop and submit a consolidated detailed implementation plan (DIP) on the basis of the area project specific plans. 
  3. Together with AH, EVACY, SP Programme Manager, communicate donor on program planning and budget 
  4. Liaise closely with project district youth network and Government stakeholders to develop project planning 
  5. Ensuring high quality of project implementation, comply to project design and planning. Able to provide explanation and justification to donor and partner on project quality if needed
  6. Establish linkage emergency programs with overall program design
  7. Monitor, coordinate, and supervise partners and related stakeholders for provision of strategic support services 
  8. Develop and implement the scaling up strategies as well as sustainability 
  9. Support M&E team to develop monitoring mechanism, tools of project monitoring
  10. Working collaboratively with technical advisor/specialist in Country Office (CO) and district level for cross-cutting theme such as gender, inclusion, participation, protection


Communication, Monitoring and Reporting 

  1. Conduct monitoring to target project location and facilitate discussion and coordination between partner, stakeholders and beneficiaries.
  2. Maintain communication with Programme Manager AH, EVACY, SP and team on project planning and Implementation 
  3. Monitor project progress (outcomes and results) and expenditure 
  4. Prepare progress reports for internal Plan use to Programme Manager AH, EVACY, SP in quarterly basis and/or another basis if needed
  5. Prepare informative and high quality donor reports
  6. Monitor project budget in SAP system
  7. Collaborate with communications team to implement communications strategy
  8. Monitor staff performance, provide feedback, evaluate staff performance and recommend necessary follow-up actions
  9. Develop and implement project influencing strategy and planning at district level to promote SRHR, in collaboration with advocacy team
  10. Communicate about the program with outside parties
  11. Represent Plan in relevant cluster / network meeting 


Networks, partnership and Learning 

  1. Establish external networks in order to strengthen the implementation of project, to exchange experiences and to scale up program implementation
  2. Maintaining high quality relationship with implementing partner, as well as reviewing reports and indicators
  3. Facilitate learning process of internal development at district and provincial level
  4. Support advocacy and influencing effort in developing SRHR related policy and programming at different level
  5. Develop project documentation showing learning and best practices emerged during project implementation 
  6. Seek innovation and put in place improved learning practices within and outside the program


Administration 

  1. Work together with AH, EVACY, SP Finance & Admin Officer/Coordinator ensuring the financial report is recorded and documented according to the implementation and expenditure
  2. Support the Project Officer to oversee and administer the day-to-day activities of the project; follow the policies, procedures, and systems of Plan Indonesia 
  3. Organize and facilitates project meeting, conferences and other special event; coordinate and attends meeting, and participates in discussion as appropriate in district level (When required)

 

Safeguarding Children and Young People (PSHEA)

  • Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensure that your subordinates already understand and sign the Safeguarding (PSHEA) Policy when they join YPII.
  • Ensure regularly to add Safeguarding (PSHEA) Policy in your performance appraisal.
  • You will also make sure regularly that your subordinates will include Safeguarding (PSHEA) Policy in their performance appraisaL.
  • Completed Plan Academy Mandatory Training and the Renewal Mandatory Training every year.

Internal

  1. Program Manager: Coordination, project implementation guidance and technical support.
  2. Project Officer: Coordination, project implementation guidance and technical support.
  3. MER Specialist : Coordination of project MER framework and implementation outcomes to be consistent with Country, Global and Advocacy priority; Data collection and Validation;
  4. Communication Specialist: Coordination of project communication strategy, influencing & advocacy
  5. Finance Coordinator: Coordination in financial report/issues related to the project/program
  6. Procurement and Logistic Manager/team : Coordination in and information on PII administration issues and procedures (OM)

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

  • Bachelor degree in Social Welfare/Community Development/Education others relevant field
  • At least 3 years of experience working on project management
  • Experience of managing project implementation, delivering on obligations and a good awareness of donor requirements and priorities.
  • Experience in capacity building for local CSOs, Experience in representational roles
  • Good understanding about SRHR concept and practices
  • Experience managing a team
  • Good analytical skill, well informed about methods to capture change/results of project implementation
  • Skill in a diversity of partnerships, NGOs, research and government 
  • Demonstrated experience working with governments closely and effectively.
  • Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals
  • Financial and budgeting skills; fluent in speaking and writing English
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing 
  • Possess good judgement to deal with conflict 
  • Able to work both in team and independently with minimum supervision,
