Based in Seoul, Republic of Korea, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies and projects that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI supports the Government of Indonesia in three focal areas: renewable energy, green cities and special economic zones, and forest and land-based mitigation and adaptation projects. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur ("PT SMI") and others.

GGGI and the Fiscal Policy Agency (FPA) implement the third Green Climate Fund (GCF) Readiness and Preparatory Support project ("the Readiness Project") in Indonesia. The FPA is the National Designated Authority (NDA) of the GCF in Indonesia, i.e., the agency through which Indonesia and the GCF interact and communicate. In September 2022, the FPA started a multiyear Readiness Project "Enhancing Indonesia's Access to International Climate Finance and Private Sector Investments for Climate Actions" (Readiness III) to support the NDA in enhancing national actors' institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Delivery Partner to implement this project.  

Overall, the project aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. It consists of a range of activities with the objective of achieving five Readiness outcomes:

 

OBJECTIVES OF THE ASSIGNMENT

Indonesia has set five prioritized sectors for NDC under mitigation: Energy, Industrial Process and Product Use (IPPU), Waste, Forestry and Landuse (FOLU), and Agriculture. The National Adaptation Plan and Climate-Resilient Development Policy 2020-2045 has also put the Water, Marine and Coastal, Agriculture, and Health sector as priority for adaptation. The Fiscal Policy Agency as the NDA has developed a Country Programme Document (CPD)[1] to guide GCF programming and investment, which was prepared through inclusive consultation with stakeholders. It includes clear thematic priorities for GCF's climate adaptation and mitigation funding aligned with Indonesia's climate policy framework. Priority considerations have also been identified, i.e., mitigation: i) promoting cutting-edge and capital-intensive technologies; ii) financing sectors with significant (high) financing gaps; iii) involving private sector engagement; and adaptation: i) funding for vulnerable regions; ii) involving local communities, governments, CSOs, as well as local companies; iii) funding for four sector priorities in adaptation: marine and coastal, water, health, and agriculture.

GCF works through its accredited entities to channel their funding to developing countries. From the readiness needs assessment (RNA) result conducted in 2022 by the Fiscal Policy Agency as the NDA, it is clear that concept notes and proposal submissions from Indonesia particularly from Direct Access Entities (DAEs) are still low. The RNA result also showed that concept notes and proposals submissions are still concentrated in certain sub-sectors within mitigation despite the Indonesia NDC and national priorities putting priority sectors at the same level of urgency. In terms of funding, there is still a lack of funding from both domestic (public) and international funding support between mitigation and adaptation, as elaborated in the Indonesia CPD (Ministry of Finance, 2022). Balancing the needs of  priority sector areas particularly between mitigation and adaptation to be adequately financed is a must. Against this backdrop, the Readiness project will support the NDA in assessing the imbalanced funding and through stakeholder consultations select the sub-sectors which the Readiness project will support to improve access to financing a cross-cutting program from the GCF. This selection process is of strategic importance to guide investments to inform and enable state and non-state actors to better allocate their resources.

The Technical expert for sector prioritization (hereafter referred to as "the Consultant") will work closely with the GGGI Readiness Team and the NDA to support outcomes of Indonesia's GCF Readiness project on enhancing the national strategic framework to address policy gaps, improve sectoral expertise among state actors, and enhance enabling environments for GCF programming low-emissions investment, and specifically to develop prioritization criteria and apply the criteria to select a cross-cutting approach sub-sectors between mitigation and adaptation priorities  within Indonesia's national framework for mitigation and adaptation, and identify vulnerable locations and groups that will deliver the highest impact. The identified priorities should be consistent with the GCF strategic priorities which are scaled-up funding with equal balance between mitigation and adaptation as well as strengthening country ownership programming. The selected sub-sectors will be used as a basis to develop one programmatic approach[1] ,cross-cutting project concept note to grow Indonesia's project pipelines in accessing international climate finance and deliver a greater impact.

DELIBERABLES AND PAYMENT SCHEDULE

The Global Green Growth Institute requires the services of a qualified expert to be a "Technical expert for sector prioritization" (hereafter referred to as "the Consultant") for the National Designated Authority (NDA) of Green Climate Fund (GCF) in Indonesia. The consultant shall work under the guidance of the NDA and GGGI team with the scope below:

a. Identify essential prioritization criteria for the selection of prioritized sub-sectors (e.g., financing gap, impact and private sector engagement, emissions reductions and beneficiaries' impact). The prioritization criteria should be made by referring to national strategic documents including:

  • Indonesia's GCF Country Programme Document (Ministry of Finance)
  • Nationally Determined Contributions (NDCs), including NDCs Roadmaps, both for mitigation and adaptation, and Indonesia Biennial Update Reports to UNFCCC (Ministry of Environment and Forestry);
  • National Medium-Term Development Plan (RPJMN) 2020-2024;
  • National Adaptation Planning (Bappenas);
  • Indonesia Climate-Resilient Development Policy 2020-2045 (Bappenas).
  • GCF Sectoral guides summaries (2022)

b. Identify and assess interest from GCF to provide funding in the second replenishment period, including GCF sector interest from GCF. The result should be used to match the selection of sub-sectors.

c. Map the applicability of prioritization criteria to identify mitigation and adaptation priorities, including  sub-sectors and cross-sectoral approaches and cross-cutting opportunities.

d. Assess and map potential locations and beneficiary groups in selected priority sub-sectors to maximize the impact of the project.

f. Present the assessment and mapping results of the prioritized sub-sector in the stakeholders' consultations to obtain final confirmation for the selection of the prioritized sub-sector. Participate in regular meetings and facilitate information sharing with the NDA, GGGI and partners. Prepare and give presentations as requested.

The Consultant will report to the GGGI Indonesia Readiness Project Manager.

Notes:

  • The Consultant is to provide his/her own equipment to produce all deliverables.
  • The Consultant shall submit the report in electronic versions readable by a Microsoft Office application.
  • All outputs must be in English.
  • Final deliverable must be approved by GGGI. The Consultant shall consider the comments and necessary revisions proposed to provide a final version of the deliverable in a timely manner.

 

EXPERTISE INFORMATION

He or she must have the following qualifications:

  • Masters degree (preferably a PhD), in environment, science, or subject relevant to climate sectors;
  • At least 8 years of experience working on and/or doing research in climate change, preferably in context of Indonesia;
  • Proven experience in developing criteria for sector prioritization is desirable;
  • Extensive knowledge of implementation of climate change adaptation projects in Indonesia;
  • Experience in conducting stakeholders' consultation, existing network in technical line Ministries is highly desirable;
  • A proven track record of working on complex and politically sensitive issues with the government;
  • Understanding of the Green Climate Fund (GCF) and GCF investment criteria are highly desirable;
  • Proven ability to communicate clearly and effectively in written reports and other publications both in English and Bahasa Indonesia, previous writing examples might be requested.
  • Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.

 

ADMINISTRATIVE INFORMATION

In order to be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant's references must be able to provide substantive information about his/her past performance and abilities.

Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:

  1. Professional Competency (10 points): Masters degree (preferably a PhD), in environment, science, or subject relevant to climate sectors.
  2. Experience (40 points): At least 8 years of experience working on and/or doing research in climate change, preferably in context of Indonesia or similar countries; Proven experience in developing criteria for sector prioritization is desirable; Experience in conducting stakeholders' consultation, existing network in technical line Ministries is highly desirable. A proven track record of working on complex and politically sensitive issues with government, the private sector and international actors.
  3. Communication (10 points): Proven ability to communicate clearly and effectively in written reports and other publications both in English and Bahasa Indonesia, previous writing examples might be requested.
  4. Technical Knowledge (40 points): Extensive knowledge of the implementation of climate change adaptation projects in Indonesia; Understanding of the Green Climate Fund (GCF) and GCF investment criteria are highly desirable.
