POSITION MANDATE

The USAID Collaborative Fisheries Management or "USAID Ber-IKAN" Activity is a five-year project that runs through July 2027 and seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS) and Indonesia Short- Medium, and Long-term development goals by focusing on the following four main objectives:

1.       Improved adoption of and compliance with fisheries policies

2.       Strengthened small scale fisheries governance

3.       Increased government and market-based incentives for sustainable seafood

4.       Improved protection of endangered, threatened, and protected species (ETP)

Resonance, as the Prime Implementer of USAID Ber-IKAN, is seeking a qualified candidates that are Indonesia citizens to support USAID Ber-IKAN provincial program implementation in the following positions:

·       USAID Ber-IKAN WPP 715 Regional Director – Ambon, Maluku

·       USAID Ber-IKAN WPP 715 Regional Coordinator – Manado, North Sulawesi

·       USAID Ber-IKAN WPP 715 Regional Coordinator – Ternate, North Maluku

·       USAID Ber-IKAN WPP 711 Regional Coordinator – Tanjung Pinang, Riau Islands (Kepulauan Riau)

·       USAID Ber-IKAN WPP 711 Regional Coordinator – Pontianak, West Kalimantan

The USAID Regional Director and Regional Coordinators for the USAID/Indonesia Ber-IKAN Activity will serve as provincial coordinators for the provinces in which they are based to support intra- and inter-jurisdictional collaborative fisheries management activities supporting provincial and national objectives relationship to fisheries management.

Responsibilities/ Essential Functions

The USAID Ber-IKAN Regional Director and Regional Fisheries Coordinators will be engaged for work in specific provinces of WPP 711 and WPP 715. The successful candidates will be under the direction of the USAID Ber-IKAN Chief of Party and Deputy Chief of Party, or their designees, and serve as the key implementation link for coordination between provincial governments, national government, and the USAID Ber-IKAN Core Team based in Jakarta. The regional director and regional coordinators will work, as needed, with other regional coordinators in WPP 711 and 715 to form learning and coordination clusters, be responsible for working with the USAID Ber-IKAN Grants Manager on grants in their respective provinces, be responsible for working with the USAID Ber-IKAN Monitoring, Evaluation, and Learning Specialist to capture, consolidate, and report on USAID Ber-IKAN progress indicators, and coordinate with the USAID Ber-IKAN core technical and management team on overall implementation.

 

Responsibilities include serving as the primarily liaison and point-of-contact with Provincial Fisheries Management Offices (DKPs) and as a liaison between DKPs and the National Ministry for Fisheries and Marine Affairs (KKP) for the USAID Ber-IKAN activity. USAID Ber-IKAN WPP 711 and WPP 715 The Regional Director and Regional Coordinators will lead efforts to partner with and support local governments, CBOs/NGOs, and private sector stakeholders to design and implement sustainable fisheries management initiatives that are inclusive, participatory, and science based. The successful candidates for these positions will work in learning clusters with the Regional Director and Regional Coordinators in WPP 711 and WPP 715. They also will work with the Ber-IKAN team in Jakarta to capture and share lessons learned under the five-year USAID Ber-IKAN activity. They will be responsible for contributing to designs and implementation of sustainable fisheries management models in WPP 711 and WPP 715 that benefit communities, marine resources and ecosystems alike.

 

The USAID Ber-IKAN Regional Director and Regional Coordinator positions are fixed term positions through 2027 with responsibilities in their assigned provinces including but not limited to:

 

·       Serve as the primary point of contact for local government in USAID Ber-IKAN geographies within the province to which they are assigned.

·       Work with the USAID Ber-IKAN Private Sector Engagement and Partnership Lead on private sector engagement.

·       Support increasing the number of joint business groups (KUBs, bumdes, and MSMEs) that aggregate small-scale fishers (SSF) and traders engaged in fishery management plans (FMPs) and action plan implementation in priority districts and villages in national fisheries management areas.

·       Increase the number of partnerships between SSFs, processors and traders, and district/village governments to strengthen sustainable fisheries-based supply chains and networks.

·       Work in collaboration with other USAID Ber-IKAN technical team members to strengthen supply chains and traceability for sustainable fisheries management and governance.

·       Facilitate the creation of multi-stakeholder alliances, FIPs, and/or other public-private partnerships to incentivize and scale sustainability in target fisheries and related supply chains by providing access to markets and financing, extension services, technology, training, and skills building.

·       Oversea and support the USAID Ber-IKAN grants program within their assigned province to include all eligible organizations, with an emphasis on women's organizations.

·       Work with the Capacity Building Specialist to identify capacity building needs, and program and carry out capacity development activities within their assigned province.

·       Coordinate with the USAID Ber-IKAN Monitoring, Evaluation, and Learning (MEL) Specialist to ensure that program progress is documented, that project spending directly contributions to achieving USAID Ber-IKAN goals and indicator targets, and that financial and grants management complies with Resonance and USAID requirements, policies and regulations.

·       Support the Chief of Party and Deputy Chief of Party on USAID-requested tasks and deliverables.

REQUIRED EDUCATION AND EXPERIENCE

·       Specific knowledge and experience in the province for which they apply.

·       Degree in fisheries management, natural resource management, marine and coastal studies, technology innovation or a related field with demonstrated linkages to the position responsibilities, with fisheries-based experience required.

·       Minimum ten years of implementation and management experience on private, government and non-government sustainable fisheries management with knowledge on international good practices required.

·       Proven technical experience in Indonesia in supply chain management, sustainable fisheries management, fisheries traceability and related certification systems, or relevant technical area, and familiarity with best practices in fisheries supply chains, processing, and fisheries supply chain transportation at national, provincial, and community levels.

·       Demonstrated experience liaising with government, private sector, and non-governmental representatives with established relationships demonstrating management capability.

·       Demonstrated leadership and self-motivation in project implementation, including technical and analytical skills, and experience working in teams across geographic areas.

·       Proven ability to respond quickly to emerging and evolving tasks.

·       Strong interpersonal and teamwork skills.

·       Excellent written and oral communications skills in English and Bahasa Indonesia

·       Indonesian citizenship

TRAVEL REQUIREMENTS

The employee must be able to travel domestically within Indonesia up to 40% for work assignments.
