The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. 

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

On behalf of MCA-Indonesia II, we are seeking talented, highly qualified, and experienced Individual Consultant to take part in these interesting and challenging consulting services as:

Deputy Executive Director of Programs

I.                    Position Objective

The Deputy Executive Director of Programs will assume a critical leadership role in the success of the MCA-Indonesia II in its mission to carry out the MCC Indonesia Compact projects.  

The Deputy Executive Director of Programs oversees the overall program function of the MCA, and under the direction of the Executive Director, supports day-to-day management of the Compact’s projects and sets standards for project management and quality assurance processes across the organization at all phases of the project lifecycle to ensure timely project delivery in line with stakeholder’s quality requirements. This role will also ensure compliance of Compact activities with MCC environmental, social, gender and inclusion, and monitoring and evaluation requirements. The Deputy Executive Director of Programs is responsible for overseeing cross-cutting sector activities related to ESP, GSI, Economic Analysis, M&E policies, guidelines, and requirements to ensure the achievement of the Compact’s targets.

II.                  Tasks and Responsibilities

  • Deputizing the Executive Director in overseeing implementation of all three Compact Projects and ensure that projects across the Compact are aligned and that cross-cutting policies, guidelines, and requirements (e.g., Gender and Social Inclusion, ESP, M&E, and Economic Analysis) are implemented, and that these projects can deliver the established targets for the compact.
  • Adapt program management policies and frameworks to the Compact’s statutory and operational requirements. Collaborating closely with the Executive Director and Deputy Executive Directors, develop systems to allocate budgets and resources that are aligned to these requirements and consistent with the MCA-Indonesia II’s needs.
  • Develop strategies and frameworks, allocate budgets and resources, to meet Compact requirements and to ensure the MCA’s ability to deliver in alignment with the Monitoring and Evaluation (M&E), Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), and Climate Change Related Activities and requirements under the MCC guidelines.
  • Represent the MCA program to project stakeholders (e.g., with national/local government counterparts, civil society, private sector, financial service providers, project beneficiaries, etc.) and expand the MCA’s collaborative network into new partnerships.
  • Support the Executive Director in linking the MCA program with MCC and with the MCA board, ensuring that overall progress of the compact is shared and that significant changes to project design, issues with resources and collaborative relationships are communicated.
  • Work closely with DEDs of Infrastructure Finance and MSME Finance, support preparation of joint workplans that include activities to align the policies, guidelines, and requirements of ESP, GSI and M&E in detailed activities for implementation and monitoring.
  • Guide and support programmatic Activity Leads to provide technical inputs into relevant activities of three projects (ATLAS, FMDP, MSME) and ensure a collaborative environment among project and cross-cutting teams  to facilitate cooperation, sharing of information, and shared accountability for the success of the Compact. 
  • Build the program team through the recruitment of MCA consultant staff and identifying technical resources (e.g., external consultants, MCC technical resources) aligned to the programmatic and strategic needs of the MCA.
  • Create a cohesive framework that integrates project technical and cross-cutting areas.
  • Travel as necessary, domestically to compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders.

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

  • Advanced University Degree in management, business administration, public or non-profit administration, social sciences (e.g., anthropology, economics, public policy, community development, etc.) or a field of relevance
  • Fifteen (15) or more years of experience, including at least ten (10) in a management or leadership position of a project, NGO, or company, managing and implementing program design and delivery in Indonesia and/or international donor projects.
  • Experience working on a strategic level with technical experts, government officials, beneficiaries of Compact projects, civil society, contracted service providers, local community leaders, and private sector counterparts including financial institutions.
  • Demonstrated experience and proven skills in managing a large company or donor program with a multi-million USD budget and staff teams.
  • Demonstrated ability to lead and work with multidisciplinary teams, especially in areas of gender, inclusion, environmental and social performance, M&E; and institutions.
  • Successful track record (and history) of delivering high quality projects on time and within budget.
  • Strong and demonstrable experience in contract management, developing TORs, and managing consultants, including ensuring compliance with TORs.
  • Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint).
  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • Ability to travel to relevant project sites as needed.

 

Desired Qualifications

  • Experience in an organization, project, or company with an annual budget of $50 to $100 million USD is a plus.
  • Experience working in Indonesia or the region on similar projects is preferred.

 

IV.               Duration and Performance Location

The Consultant is expected to work for a base period of 12 months.  There is potential for follow-on contracts to cover the implementation of the five-year Compact. Any follow-on contracts will be based on satisfactory performance and mutual agreement.
