The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. 

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

On behalf of MCA-Indonesia II, we are seeking talented, highly qualified, and experienced Individual Consultant to take part in these interesting and challenging consulting services as:

Environmental and Social Performance (ESP) Lead

I.                    Position Objective

The Environmental & Social Performance (ESP) Lead leads the ESP Team, and under the supervision of the Deputy Executive Director of Programs, provides strategic and technical input to ensure the compliance of all Compact funded activities with applicable ESP standards and guidelines. Applicable standards and guidelines include relevant national environmental and social laws and regulations, MCC Environmental Guidelines, and the International Finance Corporation (IFC) Performance Standards on Environment and Social Sustainability.

II.                  Tasks and Responsibilities

  • Lead the development and/or review of ESP documents and deliverables potentially including, but not limited to, Environmental and Social Management Systems, Environmental and Social Impact Assessments and Management Plans, Resettlement Action Plans, Stakeholder Engagement Plans, etc., and ensure the validation, dissemination, implementation and monitoring of these tools to assure compliance of Compact activities with applicable ESP standards and guidelines;
  • Engage MCA consultant staff, MCC staff, and other government counterparts to effectively integrate environmental and social considerations and requirements into project planning, development, and implementation efforts related to all Compact activities, including Terms of Reference, work plans, designs, supervision contracts, budgets, timelines, and monitoring mechanisms;
  • Directly supervise consultant staff and procured advisory firms and consultants providing environmental and social performance support for Compact activities;
  • Serve as the primary decisionmaker and main counterpart to MCA consultant staff, MCC staff, and other government counterparts and stakeholders on all ESP issues related to Compact activities;
  • Coordinate closely with all MCA consultant staff and government counterparts to ensure proper implementation oversight of ESP aspects of all Compact-funded activities, including participating in field missions.
  • Travel domestically and internationally as necessary to build and maintain effective working relationships with key counterparts and stakeholders.

 

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

  • Advanced University Degree in natural or social science, environmental planning, engineering, or a similar discipline.
  • Fifteen (15) or more years of experience in environmental and social impact assessment and in leading efforts to integrate environmental and social considerations into infrastructure projects, and/or policy and institutional reform projects.
  • Demonstrated experience with the application of international environmental and social guidelines and policies, including IFC Performance Standards on Environmental and Social Sustainability across a range of infrastructure and/or policy and institutional reform projects.
  • Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint).
  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • Ability to travel to relevant project sites as needed.

 

Desired Qualifications

  • Previous experience managing ESP aspects of development with government, non-government, and private sector actors in Indonesia preferred.
  • Previous experience with MCC funded programs preferred.

 

IV.               Duration and Performance Location

The Consultant is expected to work for a base period of 12 months.  There is potential for a follow-on contracts to cover the implementation of the five-year Compact. Any follow-on contracts will be based on satisfactory performance and mutual agreement.
