Program Background

The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by DT Global. KIAT's overarching goal is to support 'sustainable and inclusive economic growth through improved access to infrastructure for all people'. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:

1.       Improved GoI policy and regulatory framework for infrastructure development

2.       High quality projects prepared and financed by GoI, the private sector and / or MDBs

3.       High quality infrastructure delivery, management, and maintenance by GoI

4.       Infrastructure policies, design and delivery are more inclusive for women and people with disabilities 

The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability, and Social Inclusion (GEDSI); and Infrastructure Funding and Financing. KIAT is also expanding its infrastructure activities in the areas of climate change, urbanisation, and private sector participation.

Purpose of the Position

KIAT is looking to engage a Road Engineer to work together with two System Analysts in scoping the business needs and prepare a system design for a Construction Quality Management System (CQMS) for national roads in Indonesia. 

This activity will review, assess and map DGH's business processes and systems for monitoring construction performance and quality. Based on the review, the Systems Analysts will identify the gaps in these processes and systems. These gaps will be used to scope the development of an integrated construction quality system that can be used by DGH to monitor the project implementation and identify and proactively manage construction quality and progress issues. This scoping study will prepare requirements analysis and design documentation for the integrated construction quality system. The proposed activity will help to improve transparency, accountability, and efficiency of public expenditure for national road construction and management using technology.    

The quality of the national road network of Indonesia is essential to support the country's rapid ongoing socio-economic growth. Indonesia has more than 500,000 km of road network. More than 47,000 km are designated national roads managed by the Directorate General of Highways (DGH), Ministry of Public Works and Housing. DGH currently has a suite of online applications, including APK, e-monitoring, SIPP, SIKUMIS, and Jalan Kita for monitoring various activities. However, those applications are not considered fit-for-purpose to monitor and manage the execution of road construction/maintenance projects. DGH is eager to use information technology to improve construction quality, address the issue of falsified data, streamline the payment process, and support the completion of construction in a timely manner. Therefore, DGH requested KIAT support to develop an IT-based CQMS. Given that there are already some existing tools, it will be necessary to undertake a scoping first to understand the existing business processes and existing tools compared with the users' requirements and the latest or emerging data acquisition technology before launching a full-scale development. This scoping study will help to assess the current business processes and tools, evaluate gaps, and propose improvements and a systems design that can help to cover the gaps.

 

Key Activities

The consultant will conduct a desk review of relevant documents relevant to the current business processes for reporting and monitoring construction quality and progress of road and bridge works and will recommend improvements to those processes by consulting with appropriate DGH officials, counterparts, and Balais to understand users' requirements and expected functionality.

In consultation with the Systems Analysts, he will translate DGH needs into technical and functional requirements suitable for scoping of the new CQMS and will assist in preparing TORs for its development. He will also investigate latest or emerging data acquisition technology that can leverage the efficacy of the CQMS.

 

Component 1: Review and Consultation Phase

A key aim of this component will be to understand the current state of play in road work progress reporting and payment, identify gaps between what is available and what system is expected to improve construction quality and then prepare a report outlining the key findings. The modality will be a review of the existing systems and a discussion with the relevant GoI counterparts. Some of the tasks are briefly outlined below:

  • consult with the relevant stakeholders in the Ministry of Public Works and Housing, especially relevant directorates in the Directorate General of Highways and Balais;
  • explore and advise on opportunities to use latest or emerging technology aiming to facilitate the acquisition of digital information directly from the field or laboratories to feed into and leverage the CQMS, with particular attention to pavement quality (sensors, drones, real time data acquisition, automated reporting, etc…).
  • review of the existing relevant organisational structures, i.e., roles and responsibilities of different units/ sections/ directorates in collating, reviewing, analysing, and reporting construction quality and management information as well as related issues; and
  • analyse and map out business processes on monitoring and reporting of road and bridge construction works, including gap analysis.

 

Component 2: Assist in Scoping and Design Phase

In this component, the Road Engineer will support the System Analysts in collating the user requirements. Later, they will evaluate different options to meet the user requirements, including an investigation and evaluation of appropriate off-the-shelf solutions. Finally, they will prepare their recommendations based on the evaluation. These recommendations will outline the user requirements, business process maps and systems design. Some of the tasks are briefly outlined below:

  • identify management needs for tracking the road construction quality and progress.
  • conduct user requirement analysis through stakeholder identification, consultations and focus group discussions.
  • assist the identification of categories of users and separate requirements for each category of users.
  • assist the development of functional requirements and identify core functionality and ancillary functionality requirements.
  • assist the development of performance and design requirements for the new CQMS.
  • propose improved business processes and suggest amendments to existing procedures to align with the CQMS inputs/outputs and QA/QC requirements including improved data sharing within DGH, clear responsibilities and response timelines.
  • based on the above tasks, develop a system design brief including business improvement recommendations, options for phasing the development and for aligning with latest data acquisition technology as relevant.
  • develop a project implementation schedule; and
  • prepare ToRs for the development/procurement of the new system.

About You (Selection Criteria)

A national consultant having experience in road construction management and or monitoring/supervision is expected to conduct this study. The selection criteria for the consultants are:

·       Relevant academic skills in road/civil/pavement engineering and construction management

·       Strong knowledge of road construction and pavement works with experience in road works delivery process covering construction works administration, management and/or supervision and/or monitoring and reporting of construction works and/or QA/QC; 

·       Familiarity with Directorate General of Highways (DGH) business process and ways of working;

·       Excellent analytical skills and sectoral expertise to provide information for System Analysts to conduct system analysis for developing management systems;

·       Excellent report writing skills;

·       Fluent in the English language in writing and speaking;

·       Good project management skills to assess the stakeholders' capacity to deliver the institutional arrangements and also to deliver the design brief and terms of reference within a tight timeframe;

·       Scrupulous in maintaining high standards of probity expected by the KIAT facility; and

·       Self-motivation, innovation, creativity, and lateral thinking ability.
