DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding Data Management and Use Specialist Specialist in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. In Indonesia, CHISU is working with the Center for Data and Information Technology (Pusdatin), Digital Transformation Officer (DTO) and other health directorates to strengthen governance enabling environment for HIS, increase interoperability of information systems, improve data analysis and use, and strengthen organizational development of local partners.

The Data Management and Use Specialist must demonstrate depth and breadth of technical expertise in the areas of health information systems (HIS) and data use as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU's activities. As Data Management and Use Specialist for CHISU in Indonesia the candidate will be responsible for providing technical and implementation assistance to the following: strengthening the data analytics and use capacity of MNH, TB and Health Financing national and subnational staff, development of standardization of processes for data collection, management, review and feedback at the subnational level to improve decision making, improving the processes for standardization and mapping of metadata, working with the DTO, Pusdatin and MNH, TB and Health Financing programs to improve digital dashboards and decision support tools and providing support to the development of AI/ML prototypes. The Data Management and Use Specialist will work under the direct supervision of the Senior Data Management and Use Specialist, and collaborate closely with Technical Specialists at the national and subnational level for CHISU Indonesia.

This is anticipated to be a full-time position based in Jakarta, Indonesia.

RESPONSIBILITIES

The Data Management and Use Specialist will be responsible to support the following objective:
Increased demand and use of health data and information to address health priorities, gaps, and challenges.

Specific responsibilities will include, but are not limited to the following:

  • Assisting Senior Data Management and Use Specialist in work plan implementation, delivery output and deliverables related to data management and data use.
  • With the Senior Data Management and Use Specialist, provide assistance in implementing CHISU's data management and data use strategy and activities at the national and subnational level in line with global best practices, actively coordinating the same with technical specialists at both levels. Under the guidance of the Senior Data Management and Use Specialist, develop activity terms of reference and budgets, and actively coordinate all ICT activities to ensure successful implementation.
  • Support development and activity implementation for data use training at the national and subnational level. Support coordination and documentation of on the job mentoring on data use practices and data use forums, such as reporting, policy briefings, analytic briefings and dashboards, as well as improvements in data use practices. Support the development of policy and information briefs to institutionalize data use practices.
  • Contribute to efforts to support the Pusdatin, PHO and DHO to develop and implement standard operating procedures to improve the management and quality of data. Provide coordination support in reviews of progress on implementation of the SOPs. Contribute to documentation of promising practices to expand learnings to other provinces and districts in Indonesia.
  • Contribute to efforts to improve processes for metadata mapping, metadata updates, and metadata management. Support the development of metadata for Health Financing and provide significant inputs to the development of the health financing information system.
  • Support logistical and technical preparation and implementation of training and mentoring for Pusdatin, DTO and MNH, TB, and health financing program managers, as well as subnational level stakeholders on development, redesign and use of digital tools for data analysis.
  • Support in the development of visualizations and dashboards for both internal and external audiences under the guidance of the Senior Data Management and Use Specialist.
  • Provide logistical support to efforts for the development and deployment of AI/ML prototypes at national level, working closely with CHISU global consortium experts.
  • Through the Senior Data Management and Use Specialist, collaborate closely with the Pusdatin, DTO, as well as CHISU supported PHO and DHO.
  • As requested, provide inputs to communications materials such as social media posts, blogs, success stories, fact sheets, ect.
  • Support the Senior Data Management and Use Specialist to provide data management and use inputs to weekly, monthly, quarterly, and annual reports.
  • Integrate approaches towards gender, data security, monitoring, evaluation & learning (MEL), and change management in all activities.
  • Promote gender equity in program implementation.

QUALIFICATIONS

  • Bachelor's degree or higher in one of the following disciplines: health informatics, public health, epidemiology, statistics, data science or a related technical discipline is required.
  • At minimum 4 years demonstrable experience in the use of a public sector HMIS for routine data management (including entry, analysis and running quality checks) is required.
  • Demonstrated experience working with the MOH, including the Center for Data and Information Technology (Pusdatin), Digital Transformation Office in data management, data quality, data visualization and use is required.
  • Proficiency in Excel and other data manipulation, data management and data visualization tools is required. Experience in using other analysis packages i.e. Tableau, PowerBIs a plus.
  • Knowledge of big data concepts, strategies, and methodologies is required.
  • Advanced proficiency in data cleaning and data quality tools is required.
  • Experience with business process analysis, workflow, requirements specification development, and data modeling is highly desirable.
  • Familiarity with the Principles for Digital Development (https://digitalprinciples.org/)
  • Understanding of the Indonesia HIS and digital health transformation landscape is highly desirable.
  • Analytical, problem solving, and organizational skills required.
  • Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.
  • Ability to take initiative to produce expected results is required.
  • Proficient with Online Tools such as Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, and Microsoft Office.
  • Native/Fluent Bahasa and practical knowledge of English required.

Salary commensurate with experience.
