The procurement of a policy paper on the implementation of Article 2.1(c) of the Paris Agreement in the Asia-Pacific region

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the German Federal Foreign Office (AA) have commissioned the GIZ global project "Transformative Climate Finance (TCF) shifting Financial Flows and Private Sector Mobilisation". The aim of the project is to support the transformation of financial systems in ODA countries according to Article 2.1(c) of the Paris Agreement and to increase the mobilization of private finance for climate action towards the USD 100 billion goal of climate finance according to Article 9 of the Paris Agreement and beyond. Within the scope of this mandate, the project seeks to support the evolving policy conversation and implementation efforts related to Article 2.1(c) of the Paris Agreement, which states the goal of "making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development".
The operationalisation of Article 2.1(c) still remains in its beginning stages, with no common understanding about its scope amongst the parties to the Agreement. Against this backdrop, a policy paper with perspectives from countries in the Asia-Pacific region on Article 2.1(c) is commissioned, including implementation examples, lessons learnt, and policy recommendations for the multilateral process.
GIZ TCF project is seeking a company/institution to conducting a policy paper on the implementation of Article 2.1(c) of the Paris Agreement in the Asia-Pacific region.
