Dear Potential Bidders,

 

The Better Investment for Stunting Alleviation (­BISA) project is an integrated nutrition project designed and implemented jointly by Save the Children and Nutrition International (BISA team) to assist the Government of Indonesia (GoI) to realize the goal of the National Strategy to Accelerate Stunting Prevention (2018-2024). BISA is working to improve nutrition for women and girls before and during pregnancy, and in the first 1,000 days of a child's life – a critical period for growth and development. In partnership with Save the Children, Nutrition International is working at the household, community, and system levels to ensure positive and sustainable improvements in health and nutrition.

 

NI is now planning to further strengthen the public health and nutrition services under BISA project through supportive supervision. Supportive supervision is a process of helping staff to improve their own work performance continuously. It is carried out in a respectful and non-authoritarian way with a focus on using supervisory visit as an opportunity to improve knowledge and skills of health staff. Supportive supervision encourages open, two-way communication, and building team approaches that facilitate problem-solving. It focuses on monitoring performance towards goals, and using data for decision-making, and depends upon regular follow-up with staff to ensure that new tasks are being implemented correctly.  Good quality supervision is crucial for frontline service providers to remain motivated and active in their on-job duties and to feel valued in their work.

 

NI will conduct supportive supervision visits, to improve BISA project's outcomes. NI will provide technical leadership for the supportive supervision initiative which will include visits by district-level officials (consisting of DHO, DEO, and head of sub-district) to four selected Puskesmas and schools to identify service gaps, lessons learned, and challenges faced during project implementation and provide on-site solutions and inputs. The intervention will conclude with an evaluation meeting where NI BISA team and district-level officials will discuss and compile findings gathered from the visits, identify gaps and develop action plans for service delivery improvement to strengthen the public health and nutrition services.

 

NI seeks to contract an event management local agency to provide logistical support for organizing supportive supervision in East Nusa Tenggara provinces by organizing: 1) a Planning and preparatory meeting, and 2) supportive supervision field visits to four Puskesmas and schools in each district, 3) Evaluation meeting for feedback and action plan development. 

 

This Request for Proposals (RFP) and particularly the Guidelines for Preparing Proposals that follow, are designed to help Respondents to produce proposals that are acceptable to NI and to ensure that all proposals are given equal consideration. It is essential, therefore, that Respondents provide the complete information that is requested, and in the formats and on the terms specified.
