Project Overview and Role:
About PERINTIS – PERINTIS is a project implemented under the DFAT-funded Indonesia Australia Partnership for Infrastructure (KIAT).
The purpose of PERINTIS is to support Palembang's sanitation program through a social marketing campaign and training. The focus is on helping community members make informed decisions about sanitation and assisting local government and contractors to deliver effective sanitation services.
Based in Palembang, South Sumatra, Indonesia, the SHR Adviser will be responsible for supporting the PERINTIS Leadership Team to ensure replicability and sustainability of the PERINTIS approach, including a handover strategy and finalisation of handover documents. This position reports directly to the Team Leader with support from the Leadership Team, can be remote with trips to Palembang, or based in Palembang, South Sumatra.
Duties:
- Work with the PERINTIS Leadership Team to develop a Handover Strategy document, and end of Program Handover documents to present to government partners at the end of PERINTIS, aligned to all stakeholder expectations, that ensures sustainability through local government partners and the potential for replicability in other parts of Indonesia.
- Advise and support the PERINTIS Leadership Team on emerging issues, opportunities, challenges, and risks related to the handover of PERINTIS and PCSP activities.
- Build close working relationships with Palembang Local Government stakeholders, the PCSP, and the private sector where necessary to identify links, opportunities, and activities to support successful handover of PERINTIS activities.
- Work closely with the PERINTIS Training, M&E and socialisation teams to capture their work, documents and processes within all handover documents and identify best methods for sustainability and handover to continue implementation through local government partners.
- Maintain up-to-date knowledge and understanding of Indonesian government processes, policies and systems that relate to the handover of assets and materials by foreign governments.
- If required, work between all Palembang City Sanitation Project (PCSP partners (including PERINTIS, Construction Management Consultant (CMC), Capacity Development Technical Assistance (CDTA), and KIAT) to capture processes, documents, materials, and activities to outline replicability and appropriate handover.
- Ultimately ensure key activities under PERINTIS can be implemented and sustained by local government partners at the completion of the PERINTIS project and identify the potential for replicability of the PCSP in other parts of Indonesia.
Skills and Experience:
Qualifications:
- A first degree or higher in relevant fields of either government, development studies, policy, political science, sociology, law, or other.
- A postgraduate degree is considered an asset.
Experience:
- Minimum of 7 years' experience working in or close to development program sustainability preparing for demobilisation, including handover to partners, building pathways for knowledge transfer, ensuring local government capability and capacity, linking with local private sector partners, and handover strategy development.
- Strong experience in Indonesia, preferably with national, provincial, city, and local-level governments.
- Demonstrated experience in working with a wide range of groups including government departments, CSO/CBOs, NGOs, private sector, and education and training institutions.
- In-depth knowledge of sustainability issues, planning and management on DFAT programs.
Desirable:
- Bahasa Indonesia language skills; native, fluent, or intermediate.
- Existing networks and/or relationships working with the government of Indonesia, and/or local government in South Sumatra.
- Knowledge and understanding of wastewater treatment, sanitation and sewage connection issues in Indonesia.
