Profile of USAID Prevent TB Program
Prevent TB is a five-year USAID funded project to Support for Public Education and Communication to Tuberculosis Preventive Treatment (TPT) Acceleration that is implemented by Yayasan Project HOPE (YPH). This program will use evidence-based health communication program implemented to improve the coverage and outcome of TPT among eligible sub-population in six target provinces with the highest number of estimated TB latent cases (North Sumatera, DKI Jakarta, Banten, West Java, East Java, and South Sulawesi).

Purpose of Position
The position is responsible for the program implementation at their respective district as per work plan. The District Officer will ensure programmatic and administrative process work in accordance with the guidelines, provide routine reports in a timely manner, and consult the implementation issues with the provincial coordinator. S/he will implement the project in alignment with the guidelines and TOR. S/he will make contacts with district stakeholders and consult any issues/backstopping with their respective Provincial Coordinator. S/he is responsible to make available activity reports completed with all programmatic and finance supporting documents in a timely manner.

Jakarta Utara (DAPO JU) = 1 person
Jakarta Pusat (DAPO JP) = 1 person
Jakarta Selatan (DAPO JS) = 1 person
Jakarta Barat (DAPO JB) = 1 person
Jakarta Timur (DAPO JT) = 1 person 

Reporting Requirement
The position is reporting to Provincial Coordinator

Key Responsibilities
Main responsibilities include, but are not limited to:
  • Focus on working with high level partners at district.
  • Plan and execute a creative advocacy action plan, including influencing decision-makers, campaigns, lobbying, and building public support for up taking TPT.
  • Keep contact with new and old relationships with collaborative partners.
  • Prepare accurate records and reports on advocacy.
  • Assist the researchers in conducting the behavioral change communication studies.
  • Supervise regular data collection through implementing partners and ensure the quality of the data by random verifications and validations.
  • Lead on TPT Advocacy in line with the legislative and local government regulations.
  • Collect and provide evidence-based information, specifically around challenges and concerns, to inform provincial and national-level advocacy.
  • Provide technical and programmatic guidance on Advocacy and Partnership concerns at TPT.
  • Build and strengthen TPT partnerships for collective advocacy and collective project delivery. This includes identifying and enhancing partnership/collaboration with Like-minded CSOs and local government offices at the District level.
  • Lead on stakeholder assessment and capacity-building needs in relation to advocacy.
  • Assist in resource mobilization efforts for advocacy initiatives.
  • Compile, record, manage, and preserve monitoring and evaluation data in a safe and accessible way.
  • Support Provincial Coordinator in developing the annual and six monthly. organizational reports.
  • Support Provincial Coordinator in dealing with any other tasks as may be required.
  • Preparing an annual budget for community outreach activities.
  • Manage activity budget and reporting
Qualifications and Experience
  1. Bachelor's degree in the field of Social Sciences, communications, behavioral sciences, health promotion, or community development. 
  2. At least 4 years of relevant experience on communication activities, e.g., advocacy and social mobilization, stigma reduction program, or on strategic communication document development. 
  3. Minimum 2 (two) year working experience working with local government sectors, non-government organizations. 
  4. Demonstrated experience with data management, recording and reporting project process. 
  5. Demonstrated experience with works in communication (BCC, outreach activities, and/or advocacy) with different audiences. 
  6. Demonstrated experiences to prepare activity reports completed with administrative requirements (workplan, budget, request forms, reporting forms, and supporting documents). 
  7. Excellent verbal, written, interpersonal, and presentation skills. 
  8. Ability to work in close coordination with project key stakeholders, partners, and other stakeholders in support of Provincial Coordinators. 
  9. Computer proficiency should include Word, Excel, and other general experience with presentation application, and infectious disease information system.
