The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. 

The global program "Sustainability and Value Added in Agricultural Supply Chains" is part of the special initiative "Transformation of Agricultural and Food Systems". On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries. 

Agricultural commodities like coffee, cocoa, natural rubber, palm oil, or soybean play an important role in rural development in many developing and emerging countries - where they form the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic, and social challenges. Coffee, cocoa, palm oil, and soybeans are often perceived as drivers of deforestation and forest degradation. 

To minimize its contribution to deforestation and forest degradation, biodiversity loss and green-house gas emissions, the European Union (EU) has issued the EU Deforestation Regulation (EUDR). The EUDR requires importers of a set of agricultural products to meet certain obligations, ensuring that the production of these products has not led to deforestation and is following applicable national laws. Indonesia as a major producer and exporter of related agricultural products like palm oil, natural rubber, coffee and cocoa, will be affected by the EUDR and has raised concern about the impacts on its economy, especially smallholder farmers. 

The EU Commission is making available funding to the project "Sustainability and Value Added in Agricultural Supply Chains in Indonesia" (SASCI+), to enhance the understanding for and alleviate concerns about the EUDR in Indonesia. To do so, SASCI+ is supporting the EU Delegation in Jakarta through the provision of expertise on sustainable agricultural supply chains, engagement with key stakeholders in Indonesia as well as communication support to improve understanding of the elements and the expected impact of the EUDR.

 To support implementation of the project, we seek one (1) motivated and qualified Indonesian candidate for: 

Advisor on Sustainable Supply Chains 

A.    Responsibilities

·         Overall project management responsibility for the support to the EU
·         Design and manage project activities according to the work plan
·         Provide technical advise on deforestation free supply chains and the EUDR
·         Promote the engagement of partners from the government, private sector and civil society
·         Establish and contribute to technical stakeholder networks on deforestation free agricultural supply chains 

B.    Tasks

  1. Knowledge and advisory services

·         Observe relevant developments and build knowledge on policies, regulations, research and initiatives on sustainable agricultural supply chains, the EUDR and forest protection in Indonesia

·         Provide technical and institutional knowledge to guide strategic planning and implementation of the project

·         Advise the political and implementing partners as well as stakeholders from government, civil society and the private sector on sustainability in agricultural supply chains, due diligence, market access, traceability and avoiding deforestation

·         Advise on and facilitate a multi-stakeholder dialogue to discuss the challenges and opportunities of the EUDR for producers and exporters in Indonesia

·         Develop studies and knowledge products based on stakeholder demand

·         Provide professional inputs to workshops, seminars and other events implemented by the project or partners

·         Contribute to communication products with technical inputs

·         Prepare technical documents and reports as well as presentations for the purpose of public communication, project reporting and knowledge sharing 

  1. Partnership management and coordination

·         Cooperate and maintain regular contact with relevant parties from government, civil society, research institutes, private sector and international agencies

·         Engage partners in project planning and implementation as appropriate

·         Engage stakeholders from government, civil society and the private sector in a multi-stakeholder process to discuss challenges and opportunities from EUDR implementation

·         Participate in and contribute to relevant processes, fora, events and meetings

·         Participate in the planning and implementation of study tours, visiting delegations, exchange visits, missions from GIZ, German government institutions, the EU, and other official events as required 

  1. Project management and coordination

·         Contribute to the overall workplan and annual workplans including budget planning

·         Align project activities within the overall framework of the support provided to the EU, through engagement with the coordinating team in Europe

·         Plan and implement project activities in line with GIZ procedures, rules and regulations, including service contracts, events and financing agreements

·         Prepare terms of reference for service contracts or financing agreements and participate in the selection and supervision of contracted third parties

·         Supervise service providers and grantees in the technical and administrative implementation

·         Coordinate the implementation of project activities with team members, partners and contracted third parties

·         Organize internal and external events and meetings 

C.    Required qualifications, competences and experience

·         At least a bachelor's degree and preferably a master's degree in natural resource management, business management, agriculture, international relations or a related field, preferably with a focus on sustainable supply chains and forest protection
·         A minimum of 7 years of professional experience, of which at least 3 years in a comparable position
·         At least 5 years' experience in providing advisory services on sustainability in agricultural supply chains to government agencies, private sector associations and development agencies
·         Sound knowledge of policies and regulations related to agricultural commodities, forest protection and climate change in the land use sector in Indonesia
·         Knowledge of the international discussion on sustainability in agricultural supply chains and market regulation on deforestation and human rights
·         Proven experience working in or in close cooperation with government agencies
·         Experience in engaging stakeholders from different institutional backgrounds in multi-stakeholder processes
·         Experience working for or in cooperation with the private sector in agricultural supply chains is preferred 

            Other knowledge, additional competences

·         Strong network with institutions working on agricultural commodities and trade
·         Strong analytical, conceptual and problem-solving skills
·         Ability to communicate complex topics to be understood by a broad audience
·         Knowledge of GIZ procedures and rules is considered an advantage
·         Pro-active attitude, flexibility and intercultural competence
·         Fluency in written and spoken English language
