In the ASEAN region, peatlands cover approximately 27,4 million hectares and almost 70% of the peatlands in Southeast Asia are found in Indonesia (ATFP, 2019). It is estimated that ASEAN peatlands store approximately 68 billion tons of carbon, i.e. 14 per cent of the global carbon stored in peatlands. In the past few decades, human interventions such as logging, slash and burn, deforestation, drainage for agriculture, and consequently increasing wildfires have turned ASEAN's carbon-rich peatlands into gigantic carbon emitters.
The ASEAN Secretariat and the ASEAN Member States are making efforts to improve sustainable peatland management in ASEAN. The SUPA Component 1 project contributes to this effort, and is implemented using a multi-level approach, engaging stakeholders at regional, national, sub-national and local levels.
In 2020, Aceh Province was selected as the pilot site in Indonesia with one key intervention is the implementation of Community-based Peatland Conservation/Desa Mandiri Peduli Gambut (DMPG) developed by KLHK at 10 priority villages in Nagan Raya and Aceh Barat Provinces.
The main goal of DMPG is to enhance sustainable peatland management at the village level while simultaneously improving local livelihoods. This project has been implemented since June 2022, with GIZ serving as the implementing agency of SUPA. GIZ considers improving local livelihood needs capacity on finance management and accounting to effectively manage the funds so the community will be capable of running the business and/or accessing available grants in the future.
Based on the above background information, GIZ SUPA is looking for a Consulting Company to strengthen financial management and accounting of communities from 10 target villages Pilot Site Indonesia of GIZ SUPA, including: support and develop training concepts or modules on financial management and accounting as well as support SOP development on financial management include 'day to day' procurement, expenditure, audit functions, budget preparation and budget analysis for local communities' organizations from 10 target villages in Pilot Site Indonesia.
