DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding Monitoring & Evaluation (M&E) Specialist in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. In Indonesia, CHISU is working with the Center for Data and Information Technology (Pusdatin), Digital Transformation Officer (DTO) and other health directorates to strengthen governance enabling environment for HIS, increase interoperability of information systems, improve data analysis and use, and strengthen organizational development of local partners.

The M&E Specialist will be responsible to provide support for the implementation of all project monitoring, evaluation and learning activities, including data collection, monitoring, reporting, and provisioning cross-cutting support as needed. He/she will be responsible to apply various methods to help CHISU assess the effectiveness and successes of the program. He/she will provide support for the information management, knowledge management, capturing data indicators and results. He/she must be comfortable with technology and strong understanding of data management systems. He/she must be able to work with a variety of stakeholders, including regional governments to ensure accurate data collection and analysis. The M&E Specialist will work under the direct supervision of the Senior Monitoring and Evaluation Manager.
This is anticipated to be a full-time position that will be based at Jakarta, Indonesia.

RESPONSIBILITIES

The M&E Specialist will be responsible for the following tasks:

  • Responsible for providing support for the implementation of all project monitoring, evaluation and learning activities.
  • Implement regular field visits/hybrid to project sites to monitor activities, assess challenges, and provide technical support.
  • Responsible for conducting data collection and tracking of indicator-related data to help organizations assess the effectiveness and successes of the programs. This includes reviewing the quality of data and follow up on national and sub-national data.
  • Responsible for conducting activity-level monitoring including entering data into CHISU's management information system (MIS) and updating it regularly, facilitating discussion sessions with technical teams on their data updates.
  • Responsible for synthesizing and analyzing both quantitative and qualitative data using various data analysis tools and methods related to monitoring, evaluation and learning at the national and sub-national level.
  • Responsible for developing the Term of References (TORs) and materials for M&E activities, including the Pause and Reflect sessions, work planning, etc.
  • Support the Senior M&E Manager to facilitate the Pause and Reflect sessions, the quarterly reflection and learning processes. This includes working with individual technical teams to track workplan outputs and deliverables, prepare other data updates in a format to present during facilitated discussions sessions, support the facilitation to document progress and discuss changes and learning. Compile information and results, analyze and coordinate with technical teams for their follow-up in work planning and budgeting.
  • Support the reporting process by compiling the Outputs and Deliverables data, collect data from the monthly data and compile data for the annual report.
  • Support the implementation of activities related to cross cutting areas such as data security and gender in HIS design and decision making, in particular around sex-disaggregated data and use of a gender lens for data analysis.
  • Responsible for providing mentoring and guidance to CHISU team members to improve and strengthen M&E processes and capacities. This may include provincial visits for monitoring and capacity-building sessions.
  • In collaboration with the CKM Specialist, support the knowledge management activities such as filing the project documentation related with monitoring, evaluation and learning activities in CHISU's shared folders.
  • Other tasks assigned by the CHISU Indonesia Senior Management Team.

QUALIFICATIONS

  • The successful candidate will have bachelor or master's degree in Public Health, Social Science, Statistics or other related fields.
  • A minimum of five years' professional experience in monitoring, evaluation, learning, public health, development, other related fields.
  • Work experience with USAID and familiarity with USAID guidelines and procedures in monitoring, evaluation, and learning activities.
  • Demonstrated competencies and experience in data collection, management, synthesis and compilation and experience in managing data in a program Management Information System (MIS).
  • Strong analytical skills with ability to use data collection and data analytics tools both quantitative and qualitative (e.g. Google Form, ONA, ODK, SurveyMonkey, Tableau, DHIS2, PowerBI, NVivo, etc) software.
  • Demonstrated competencies in group facilitation, the ability to provide technical support and demonstrated experience in mentoring and/or technical coaching to teams.
  • Demonstrated understanding of the concept and practice of developing and implementing activities based on Theory of Change.
  • Have knowledge or specific training on monitoring, evaluation, and learning.
  • Team player with strong communication skills focused on helping teams and projects succeed.
  • Well-organized, good time management skills, proactive, able to balance multiple activities, and a culturally and institutional sensitive communicator.
  • Able to use digital tools/applications such as Microsoft Office 365, Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, Miro, Asana, Mentimeter, Kahoot, etc.
  • Native/Fluent Bahasa and English are required.

Salary commensurate with experience.
