First, CRS has established strong, mutually beneficial partnerships with Indonesian civil society organizations and government stakeholders through successive rounds of programs building organizational capacity for emergency response and DRR in both urban and rural settings. Then, in times of disaster, CRS has been able to mobilize these partnerships to implement rapid, responsive, and innovative humanitarian interventions, from the 2004 Indian Ocean tsunami up through the 2018 Lombok and Palu earthquakes.

 

CRS/Indonesia is currently looking for Indonesia Urban Climate Change Adaptation Opportunity Consultant, Job Code: Consultant Urban CCA.

Purpose

The purpose of this Scope of Works (SoW) is to outline the tasks and responsibilities of the Urban Climate Change Adaptation Consultant to provide support and recommendations for the development of a technical proposal for Catholic Relief Services (CRS) Indonesia to pursue the anticipate 5-year new USAID ENV (Urban Climate Change Adaptation) funding opportunity. The consultancy will be over a period of five months for a maximum of 30 days and will take place between September 2023 and January 2024, with the option to extend the consultancy if both parties are in agreement.

 

Background

 

CRS Indonesia is expecting to participate in design discussions to inform development of an urban climate change adaptation project funded by USAID that will support the Government of Indonesia, private sector and community capacity to integrate climate and disaster risk management into planning and decision-making processes, understand and communicate climate information, mobilize financing for climate-resilient infrastructure and deploy nature-based solutions in vulnerable Indonesian cities. CRS is seeking an experienced urban climate change consultant with experience in Indonesia who will work closely with the proposal design team and provide leadership in developing technical inputs relevant to the solicitation. 

 

Objectives & Activities

The consultant will support the capture effort and technical design for the solicitation. More specifically, this support includes activities before the solicitation is released and once the opportunity is live:

 

 

 

Pre-Solicitation Release

1.                   Develop a scoping report based on a review of relevant secondary literature to help CRS gain a deeper understanding of the in-country landscape for urban climate change adaptation. This would include:

a.       Best practices and lessons learnt from significant recent climate change adaptation investments.

b.       Review of adaptation appropriate approaches to inform geographic targeting and city prioritization. Provide a shortlist of recommended cities based on this review and the NOFO criteria, including analysis of gaps and opportunities in those cities.

c.       Key stakeholders, actors, and roles and relationships in the local, regional, and national sphere related to urban climate change adaptation (including government, key civil society organizations, private sector entities, and academic/scientific organizations).

d.       Compilation and analysis of existing and relevant climate adaptation and disaster management Indonesia government policies, frameworks, related to urban climate change adaptation. Analysis would include not only the policies that exist but the level of successful implementation at the local, regional, and/or national levels.

e.       Mapping and analysis of government utilized tools (e.g., vulnerability assessment, decision support tools) and effectiveness in use related to urban climate change adaptation. 

f.        Advise on proven capacity building approaches to strengthen government and private sector capacity on climate change adaptation in Indonesia, including consideration of strengths and weaknesses.

g.       Mapping of recent notable nature-based solutions investments in Indonesia with an urban focus.

This should include reviewing and compiling relevant research, evidence from prior similar interventions, best practices, and lessons learned to inform development of the project's problem analysis and theory of change.

2.                   Based on secondary literature review and gaps identified conduct in-country primary data collection through key informant interviews with potential partners and actors playing a key role in shaping priorities around urban climate change adaptation in Indonesia. Report back and present initial scoping findings to CRS.

3.                   Provide leadership on project technical design and CRS' potential value add.

4.                   Support tool development and data collection for needs assessments, if relevant.

5.                   Support in project design workshop and other design activities.

 

Once the opportunity is released

6.                   Support to needs assessment, design and development of tools, field level key informant interviews and focus group discussions, analysis and write-up of assessment.

7.                   Serve as co-technical lead in the CRS design team; co-lead development of any CRS design contributions alongside CRS technical lead.

8.                   Engage with the CRS proposal coordinator, CRS program managers, and other CRS staff to ensure that proposed activities are aligned with Indonesia country program's geographic footprint, capacity, and expectations.

9.                   Actively contribute to discussions about staffing and partnership needs for achieving project activities, providing technical insight and contextual background relevant to Indonesia.

10.               Ensure that project strategies and interventions are appropriate based on local context, are evidence-based, and incorporate lessons learned from past interventions.

 

 

Deliverables

Prior to the release of the solicitation, the consultant will be responsible for:

·       Scoping study (maximum 15 pages) highlighting the elements outlined in Task 1

·       Support to data collection framework development

 

Depending on the proposal process and requests from CRS for this opportunity the consultant will be responsible for the following once the opportunity is live:

·       Draft technical descriptions of proposed activities, key approaches and other components relevant to the RFA

·       Formulation of ToRs/SoWs for needs assessments, specific research and/or capacity assessments.

·       Drafting detailed activity plans for project implementation.

·       Provide inputs relating to costing and budgets, as needed.

·       Other deliverables as assigned and mutually agreed upon.

 

Place of Performance/ Location

This consultancy is open for both Indonesia nationals/residents and international consultant, with strong preference for those who live in country. Place of performance is flexible – remote or in-person , with a strong preference for remote work to be in  similar or manageable time zone as Jakarta/Indonesia. For consultant who resides outside of Indonesia, the consultant would potentially spend 1-2 weeks in-country (depending on the proposal process and requests from CRS for this opportunity once live). 

 

Key Working Relationships

Internal

The consultant will work closely with country level programming staff, Country Leadership (Country Manager, Country Representative, Head of Programs) as well as with Regional Business Development staff and Technical Advisor. The Indonesia Head of Programs will provide guidance of the works and serve as the primary decision maker.

 

External 

Peer agencies to be identified in consultation with the CRS team as needed (e.g. international and local NGOs, government, research organizations, multi-lateral institutions, etc. as appropriate).

 

Experience

·       Master's degree or higher (or Bachelor's with 7+ years of relevant experience) in a field relevant to the work (i.e. climate change, disaster management, urban planning, environmental engineering or resource management, international development, etc.)

·       At least seven (7) years of relevant professional experience

·       Knowledge and experience of working with government officials, private sector leaders, USAID, and other stakeholders in climate change, disaster management or other relevant development sectors in Indonesia.

·       Experience in project baseline or needs assessment

·       Skill and experience in project design/development and concept note/proposal writing preferable

·       Professional fluency in English and Bahasa Indonesian required
