Request for Expression of Interest

 

Yayasan Humanis dan Inovasi Sosial (Yayasan Hivos) is an Indonesian organization affiliated with Hivos, born out of an active collaboration between Netherlands based Hivos and several like-minded Indonesian academics and civil society leaders who subscribe to the values and mission of Hivos. The purpose is to promote humanist values in the social, health, and cultural fields which is defined in terms of the ability for each individual to assess and decide independently and responsibly, the right to freedom, dignity and a passion to create a just and tolerant society.

Yayasan seeks qualified candidates for the position of:


Title                      :  Consultants for Semi Documentary Film – Progress, Impact and Success Stories for Project Civil Society and Governance in Timor Leste

Background

Yayasan Hivos has supported Fokupers and La'o Hamutuk for over a decade, and later added ACBit and JSMP as partners. With the Norwegian Embassy's funding, they have led the CSGTL project since 2014 to strengthen the capacity and alliance of CSOs in Timor-Leste to advocate for human rights and social inclusion. This semi-documentary film will showcase the work and achievements of these four partners, as well as Yayasan Hivos's long-term commitment to promoting gender equality and justice in Timor-Leste. The film will also involve other marginalized groups and influential people who can help advance the project's goals.

 

 

Objective

With the Norwegian Embassy's support, ACbit and Fokupers have helped women survivors of violence heal, earn income, and become leaders. They have also raised public awareness of women survivors through social media and events. JSMP has trained women victims and village heads on the justice system and how to report crimes. La'o Hamutuk has provided reliable data and analysis on Timor-Leste's economic development and governance issues. This semi-documentary film showcases the work and achievements of these four organizations, as well as the lessons learned from the CSGTL project. The film aims to educate and advocate for the rights of citizens, especially on gender-based violence and public policy. The film also seeks to gain public and stakeholder support for the project's goals. Yayasan Hivos is looking for a consultant to produce this semi-documentary film advocacy.

 

Scope of work

The consultant is expected to:

     Video shooting for the visual needs of semi-documentary films in target locations considering inclusivity, including locations suggested by the CSG-TL project's main partners;

     The determination of the selected location for video shooting is consulted and discussed further with the main partners of the CSG-TL project, which will be carried out in Dili, Timor Leste;

     Set up, record video, and operate relevant production equipment, including audio and lighting equipment. The consultant will have their video equipment ready for this task;

     Carry out the necessary editing processes, illustrations, infographics, and motion graphics, and ensure the consistency and quality of the final product;

     Process editing and mixing for audio, visual, and musical illustrations with free copyright to finish the video in excellent quality;

     Display two subtitles in English and Tetum in semi-documentary film.

     Work with the CSG-TL project's key partner team in managing the production plan, including field trip schedules, research materials, gathering project requirements, and reviewing progress at all stages, from pre-production, production, post-production, and the final completion of the semi-documentary.

 

OUTPUTS EXPECTED

The Consultant shall provide the following outputs:

·        Results of interviews and minutes of meetings with the main CSGTL project partners (JSMP, La'o Hamutuk, ACbit, and Fokupers);

·        Storylines and scripts for semi-documentary films as well as guiding questions for interviews, including short narratives or relevant background analysis to bridge audiences with different backgrounds, which will be presented in text form in the opening part of the semi-documentary film;

·        Rough cuts 1 and 2 for presentation to Yayasan Hivos for review, comment, and approval;

·        Video footage taken and stored on an external hard disk after the semi-documentary film has been produced;

·        A semi-documentary film with a duration of 8–14 minutes is considered complete and final after obtaining prior approval from Yayasan Hivos.

 

Qualifications and Experiences:

Technical competence:

       Skilled in using production tools for audio, video, and photos;

       Excellent technical capacity (Video in full high definition with 1920 x 1080p) to ensure high quality production (audio and visual);

       Knowledge of field production techniques and standards, post-production procedures, techniques, and standards;

       Having high creativity in making audio-visual.

 

Consultant qualifications:            

       Minimum of 5 years of experience in video and photo production;

       Experience in producing and editing video works for non-profit organizations is preferred;

       Strong experience in copywriting and video scripting, including subtitles;

       Extensive experience in producing news, documentaries, and short format films (a portfolio and sample work are a must).

       Excellent time management skills and demonstrated ability to work within set deadlines.

       Experience working on human rights issues, gender-based violence, and sexual violence.

 

Proposal Format

The proposal must contain the following:

Technical proposal
A short proposal that may not exceed 10 (ten) pages in length must describe the capacity and experience of the relevant consultant to carry out the proposed assignment, including a clear work plan (timeline) and proposed personnel.

 

Offer production costs
Fee bids must be submitted in Rupiah, including VAT (Value After Tax). The quote must be based on all estimated costs for the entire engagement, including:

I. Video, include Cameraman fee, Photographer fee, Sound assistant, Editing offline, Editing online, Animation/infographic, Music illustration, Subtitle English and Tetum

 

II. Logistic and Accommodation, include: Transportation fee, Hotel accommodation, Local transportation, Meals allowances
