GGGI Indonesia is inviting eligible firms/entities to submit their proposals for the following scope of work:
PROJECT BACKGROUND:
GGGI and the Fiscal Policy Agency (FPA) implement the Green Climate Fund (GCF) Readiness and Preparatory Support project ("the Readiness Project") in Indonesia. The FPA is the National Designated Authority (NDA) of the GCF in Indonesia. In September 2022, the FPA started a multiyear Readiness Project "Enhancing Indonesia's Access to International Climate Finance and Private Sector Investments for Climate Actions" to support the NDA in enhancing national actors' institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Delivery Partner to implement this project. Overall, the project aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia.
Pursuant to the overall objective of the Readiness project, Indonesia has announced prioritization for national entities to get nominated for GCF DAE accreditation, which was directed to banking and financial institutions. As intermediaries, banking and financial institutions have more flexibility to offer financing schemes for various green sectors than NGOs or private institutions with more specific mandates or expertise on certain sectors only. Typically, banks are also better equipped to price risks and estimate returns more accurately of those companies applying for green financial products. Besides, the trend of financial institutions' engagement with GCF or other forms of climate finance is likely to continue in the near future. Regarding the accreditation of national financing institutions, currently, Indonesia has one state-owned special mission vehicle under Ministry of Finance, that is accredited as DAE, namely PT SMI, and two commercial banks as nominated candidate DAEs, including Bank CIMB Niaga.
Entities seeking accreditation to access GCF resources will be assessed against the GCF's Fiduciary principles and standards, Environmental and Social (E&S) and Gender Policy. As initial support, the FPA has conducted a capacity needs assessment for the three entities. Based on the findings from the assessment, relevant internal standards for nominated candidate DAEs need to be developed to support their endeavor to GCF accreditation.
OBJECTIVE OF THE ASSIGNMENT:
GGGI seeks to contract an eligible consulting firm (hereinafter referred to as 'Firm') to develop the required internal standards for financing institution nominated as GCF DAE candidate. This is to help prepare the nominated entities for GCF accreditation process and requirements. The assignment will contribute to achieving the objectives of Indonesia's Readiness Project on building the capacity of direct access applicants in meeting GCF accreditation standards.
PROPOSED ACTIVITIES:
The selected Firm shall perform the following activities:
a. Conduct stakeholder consultations with NDA and nominated DAE candidate.
b. Select two types of Internal Standards Documents.
c. Develop the internal standards documents.
d. Provide technical assistance to nominated DAE during the GCF accreditation process.
