RISE Programme
More than one billion people live in informal settlements globally. Over two billion live without basic sanitation. Climate change and rapid population growth in these settlements exacerbate water and sanitation challenges. Polluted water supplies and inadequate sanitation are leading causes of disease in these communities.
RISE aims to provide research-based evidence that a localised, water sensitive approach to revitalising informal settlements can deliver sustainable, cost-effective health and environmental improvements, paving the way for further deployments in the region and globally.
The Safety (K3) Manager will report to the Deputy Director Intervention in Melbourne and be responsible for implementation and monitoring of the RISE OHS Management Plan across all sites in Makassar, including development of safety processes/procedures, staff mentoring, site safety reviews/audits, incident reporting and investigation.
The Safety (K3) Manager will work in close collaboration with the Construction Manager, Project Manager, Safeguards Manager, Site Engineers and the contractors to provide advice/mentoring, prepare documentation and ensure that safety procedures are adhered to and that worksites are safe.
Key Responsibilities
● Maintain a strong presence on site (at a minimum, 50% of time to be spent on site);
● Responsible for the implementation of the RISE OHS Management Plan;
● Assist with the preparation of safety procedures and guidelines for RISE staff and contractors (in English and Bahasa);
● Works in close collaboration with RISE Construction Manager, Safeguards Manager, Site Engineers and contractor Safety Officers;
● Conduct routine safety inspections/audits;
● Responsible for site safety incident reporting and investigation;
● Contributes to safeguards reporting and investigation;
● Assist contractors to prepare SWMS (Safe Work Method Statement) or JSA (Job Safety Analysis) prior to undertaking high risk activities;
● Conduct regular safety workshops or "Toolbox" meetings with contractors and RISE staff to increase awareness of the risks on site and safety management more generally;
● Ensure site inductions are being completed by all workers and contractors are complying with all on site safety requirements;
● Be familiar with approved construction methodologies and ensure these are being followed by contractors;
● Provide advice to the Construction Manager and Site Engineers on working at heights and safe use of scaffolding, working in high traffic areas / busy roads (traffic management) and work near heavy equipment;
● Attend regular meetings and provide weekly/monthly status reports (in English);
● Help carry out other related Build activities, as directed by the Deputy Director Intervention;
Minimum Qualifications
● Certificate of SKA K3 Konstruksi is required
● Minimum 5 years working as a Safety Officer/Manager on construction, mining or industrial projects
● Familiarity with civil, water, waste water and drainage systems (from a design or construction perspective)
● Familiarity with scaffolding systems and working at heights
● Good written and verbal communication (in English and Bahasa)

It is expected that the Safety Manager will comply with all obligations and other programme requirements as required. These include but are not limited to:
● Monash/RISE Confidentiality Agreement
● Monash/RISE Code of Conduct
● Medical Certificate proving fitness for work
● Compliance with DFAT Safeguards policies, including police check and providing two professional referees
● Compliance with all other RISE HR and operational policies
