Project Overview and Role:

CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.

The CATALYZE "Asia Social Protection (ASP)" activity in Indonesia focuses on improving social protection and economic empowerment of vulnerable female workers in Asia. Through partnerships with the Government of Indonesia, notably BPJS Kesehatan, and private partners, CATALYZE will support BPJS Kesehatan to promote female informal sector workers' enrollment with and continued premium payment for Jaminan Kesehatan Nasional (JKN). CATALYZE collaborated with BPJS Kesehatan to co-create innovative interventions with the private sector that align with current BPJS Kesehatan objectives to address challenges to JKN enrollment and is hiring a team for the implementation phase. 

Position Location: Jakarta, Indonesia

 Primary Duties and Responsibilities: 

The Team Lead will play a leadership role for our Jakarta-based team, playing a critical function in ensuring the effective strategic and technical direction and day-to-day oversight for the CATALYZE Program in Jakarta, Indonesia. Reporting to the CATALYZE Senior Manager in Washington, D.C., this position demands a combination of strong program management, technical and Indonesian government expertise, and excellent leadership, interpersonal, and communication skills.

  • Provide overall leadership, program management, and strategic and technical direction for the program.
  • Serve as the primary interface among USAID/Indonesia, BPJS Kesehatan, and Palladium management, ensuring effective communication and alignment.
  • Serve as principal representative of CATALYZE in Indonesia, liaising with BPJS Kesehatan stakeholders, subgrantees, civil society, and private sector partners; oversee coordination or program partners and stakeholders.
  • Determine annual priorities, oversee the development of work plans, track program progress and ensure program responds to changing conditions and operating environments, in conjunction with USAID priorities and in coordination with CATALYZE headquarters.
  • Oversee and monitor quality of program activities; ensure reports, work plans, and other program deliverables are timely and in accordance with USAID guidelines.
  • Supervise and mentor staff, delegating responsibilities as appropriate.  

 Required Qualifications:

  • Demonstrated leadership/ senior management experience in health, and especially health insurance context, with a minimum of 12 years of senior leadership experience required; experience leading donor-funded programs, especially USAID, desired.
  • Strong understanding of Indonesia, the local context, including the government priorities and initiatives around the national health insurance scheme, demonstrated through familiarity or work experience with BPJS Kesehatan.
  • Experience working with and strong reputation with the Government of Indonesia, especially BPJS Kesehatan and the Ministry of Health.
  • Demonstrated skills in building and maintaining relationships with host governments, donors, private sector, other donor-funded projects and stakeholders, local organizations including women's empowerment organizations, and partners.
  • Evidence of strong interpersonal and written communications skills.
  • Oral and written fluency in Bahasa; business proficiency in oral and written English.
  • Experience recruiting, developing, and managing staff and teams.
  • Experience managing required programmatic and financial reporting requirements.
  • Experience with monitoring and evaluation desired.
