The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975. 

In Indonesia, GIZ is implementing various energy projects under the umbrella of the Energy Programme Indonesia/ASEAN/ Energy Transition Cluster. These projects are commissioned by mainly the German government, represented by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Federal Ministry for Economic Affairs and Climate Action (BMWK). 

As part of the Energy Programme, the project "Renewable Energies Mini-Grids Triangular cooperations in Indonesia (ENTRI), PN 2021.2170.5" has been commissioned by BMZ with an implementation period until December 2025. The Indonesian Ministry of Energy and Mineral Resource is the strategic partner for ENTRI, in its implementation ENTRI shall coordinate with National Coordination Team of Indonesia's South-South Cooperation and relevant system on Indonesian triangular cooperation as well as relevant entities implementing triangular cooperation in Indonesia and at the beneficiary countries within the project framework. 

The Objective of the project is "to promote the implementation of Renewable Energy Mini Grid including decentralised mini grid solutions for improving renewable energy access that will reduce climate damaging emission and contribute to Indonesia's economic and social development through a sustainable, reliable, and nationwide supply of electricity or other forms of clean and sustainable energy to the country". 

To support the Energy Programme and the objectives of ENTRI, we seek one (1) qualified Indonesian candidate for:  

Advisor SSTC on Decentralized Renewable Energy 

 

A.    Responsibilities

The main responsibility of the Advisor SSTC on Decentralised Renewable Energy (DRE) shall include, but not limited to, the following areas:

  • Perform as the focal point at the Indonesian Ministry of Energy and Mineral Resources (MEMR) in the context of documenting lessons learnt and business process on SSTC DRE implemented within the project framework;
  • provide overall technical support and seamless coordination within all working technical advisory to the MEMR in line with the implemented SSTC DRE within ENTRI;
  • support SSTC DRE direct partners, including the identified sectoral ministries both in Indonesia and in the beneficiary countries to develop relevant concepts, initiatives, approaches and activities on triangular cooperation within the project framework;
  • Support the Principal Advisor in carrying out project activities within SSTC component of the project including, coordination, implementation, monitoring and evaluation in accordance the GIZ monitoring and evaluation instrument;
  • assist other experts – including consultants - and performs additional duties at the request of the Principal  Advisor;
  • implement daily operational aspects of all issues related to SSTC DRE component within the project framework; 

B.    Tasks

1.     Advising the partner institution(s)

  • Provide assistance to the implementation of SSTC DRE including the planning, development and monitors the implementation of project plans and activities in close consultation with project partners and/or implementing agencies in Indonesia and at SSTC beneficiary countries;
  • supports, prepares and implements the coordination process, joint project activities at national and international level;
  • facilitates knowledge exchange on the identified lessons learnt, debriefings of the implemented SSTC DRE in Indonesia (supported by Germany) within GIZ, as well as with relevant Indonesian entities and agencies, institutions, international development agencies; 

2.     Stakeholders Engagement and Cooperation

  • Initiate, maintain and support cooperation and regular contact with partners, relevant national and international organisations, non-governmental agencies and individuals in the project environment as well as with other projects in Indonesia and in other identified beneficiary countries to improve and maintain good working relationships
  • communicates local interests and efforts and encourages sharing ideas and information for the benefit of the project/programme
  • ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc. 

3.     Knowledge management

  • ensures knowledge transfer of project information
  • provides background research and strategy formulation of SSTC component within the project area;
  • in coordination with other project team and partners, documenting the entire process on SSTC DRE as ENTRI knowledge products
  • participate in internal knowledge management including the GIZ Energy Transition Cluster, to provide internal analysis and synthesis of energy themes in Indonesia. 

4.     Other duties/additional tasks

·         performs other duties and tasks at the request of the superior
·         contributes actively to a good working climate and team working within the project

 

C.    Required qualifications, competences and experience 

Qualifications

  • Bachelor/Masters (B/MSc; B/MA) in international relations, energy economics, business and finance administration, or any area that is related to the project objectives

 

Professional experience

  • at least 2 (two) years research experience on international development cooperation including on triangular cooperation
  • at least 2 (two) years professional experience in/with and/or providing technical assistance to governmental and/or regional/ international organizations
  • previous experience in preparing and implementing events and capacity development measures (conference, delegation trips, trainings, dialogues, etc.) is an asset.
  • Previous experience working with/for line ministries is an asset.
  • Good understanding of policy-making processes within the Government of Indonesia is an asset.
  • Previous professional experience abroad, including Germany, US, Japan, Europe, US and/or UN Agency is an asset.
  • Excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments. 

Other knowledge, additional competences

  • very good working knowledge of ICT technologies
  • excellent written and oral knowledge of Bahasa Indonesia and English
  • working knowledge of German is an asset
  • willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management
  • strong organisational competence with good communication and coordination skills
  • international experience, ability to work in an intercultural environment
  • willingness to travel (abroad) when required
