POSITION: Health Information System (HIS) Resource Center Consultant
Background and Justification
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
CHISU Indonesia will support the Ministry of Health (MOH) of Indonesia, in their efforts to realize the digital health transformation strategy through strengthening governance, systems and interoperability, and data analysis and use to improve MNH, TB and Health Financing outcomes in Indonesia.
A central component of this transformation is the HIS Resource Center, which is currently under development. This center is envisioned to be more than just a repository; it aims to be a dynamic platform that will house policies, regulations, clinical protocols, and technical guidelines. The center will also feature user-friendly interfaces, discussion forums, and a comprehensive knowledge base, all tailored to support Indonesia's digital health transformation. Furthermore, the center will be equipped with features like administered public user-generated content, regular article and video updates, and a structured content schedule, ensuring its continued relevance, currency, and user-centricity.
In pursuit of this goal, CHISU calls upon experienced professionals to join as a Health Information System (HIS) Resource Center Consultant. This role will be key in developing the HIS Resource Center, making it a valuable and innovative resource in Indonesia's digital health transformation.

Estimated Period of Performance (to be finalized prior to signing of consulting agreement): November 22, 2023-July 31, 2024
Estimated Level of Effort (to be finalized prior to signing of consulting agreement): 167 days.
Activity Manager and Reporting Structure: The HIS Resource Center Consultant reports to the Senior HIS Governance Specialist for CHISU Indonesia.
Purpose and objectives of the consultancy:
The HIS Resource Center Consultant will be responsible for the following activities:
● Work with the CHISU Indonesia Senior HIS Governance Specialist to refine the HIS Resource Center team within the Pusdatin to manage the HIS Resource Center.
● Work with the HIS Resource Center team to:
o Develop a plan to complete the HIS Resource center and sustainability work.
o Fully populate the site, following an agreed-upon content plan.
o Develop a standard operating procedure for updating and content schedule for the relevant tools, technical and best practice guidelines, policies, regulations, case studies, and source code needed to support the digital health transformation.
o Develop a user guide for those using the platform to better understand how to search for content and submit their own documentation for publishing.
o Develop a plan for publicizing and promoting the Resource Center at national level and subnational level.
● Build the skills of HIS Resource Center team within the Pusdatin to continue maintenance and update of the resource center so that it stays current and relevant.
● Review other HIS Resource Centers to identify best practices for use by Indonesia's HIS Resource Center.
● Works closely with Pusdatin to support handover and institutionalization of all processes, products, and overall achievements.
● Contributes to CHISU reports, presentations, information products, deliverables, ect as requested.
● Participate in regular update and planning meetings with CHISU Indonesia's Senior HIS Governance Specialist.

Qualifications:
Education:
- Bachelor's or master's degree in information technology, Social Science, or a related field.
- Proven more than 2 years' experience in product management and knowledge management systems.
Product Management Skills:
- Possess a deep and technical understanding of the product features, Product Requirement Documents (PRDs), and Acceptance Criteria for our Knowledge Management System.
- Conduct user testing and gather valuable customer insights using both internal and external data analytics tools.
- Analyze user test results using relevant and measurable key metrics to guide product enhancements and improvements.
- Oversee every aspect of the software and content development lifecycle, from ideation to deployment.
- Deep understanding of various programming languages (Python, SQL, etc) to develop product documentation.
Content Development Skills:
- Develop a content roadmap and strategy that aligns with organizational goals.
- Identify the key informational architecture to prioritize content development, ensuring that our KMS provides relevant and valuable knowledge resources.
- Demonstrate a deep understanding of instructional writing in multimedia content delivery systems, making our content engaging, informative, and easy to understand.
Analytical Skills:
- Utilize analytical tools and methodologies to make data-driven decisions and continuously improve our Knowledge Management System.
- Implement data-driven strategies to optimize the user experience and content relevance.
Communication Skills:
- Collaborate effectively with cross-functional departments, including design, development, sales, and customer support to ensure the successful execution of the KMS roadmap.
- Communicate product updates and milestones to stakeholders in a clear and concise manner.
Proficiency:
- Proficient in Python for data analysis and technical communication.
- Strong familiarity with HTML and CSS for content structure and presentation.
