DESCRIPTION

JSI is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding HIS Governance Officer in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. In Indonesia, CHISU is working with the Center for Data and Information Technology (Pusdatin), Digital Transformation Officer (DTO) and other health directorates to strengthen governance enabling environment for HIS, increase interoperability of information systems, improve data analysis and use, and strengthen organizational development of local partners.

The HIS Governance Officer will play a pivotal role in analyzing data trends, conducting research in HIS governance, and supporting various HIS governance activities, including administration tasks. This role involves actively helping Senior HIS Governance Specialists to support the MOH, other ministries and bodies to manage the national and subnational HIS Technical Working Groups (TWG) and communities of practices, supporting HIS Governance assessment and analysis, providing a governance perspective to develop an enabling environment for SATUSEHAT implementation, and optimize HIS Resource Center. The HIS Governance Officer will work under the direct supervision of the Senior HIS Governance Specialists, working closely with the technical team at the national and subnational levels for CHISU Indonesia.


RESPONSIBILITIES

The HIS Governance Officer will primarily aim to strengthen the governance and enabling environment of the host-country health information systems.

Specific responsibilities will include, but are not limited to, the following:

  • Support the Senior HIS Governance Specialist to gather data, information, and administrative tasks related to CHISU's HIS governance strategy.
  • Analyze data and trends related to health information systems governance at both national and subnational levels.
  • Conduct research on best practices and emerging trends in HIS governance, identifying and recommending areas for further strengthening.
  • Support in the HIS governance activities, including Terms of Reference (ToR), presentation preparation, reporting and other related materials.
  • Offer analytical insights on policies and strategies that drive the MoH's digital health transformation.
  • Working closely with Pusdatin and other technical units both within and outside the MoH, as well as coordinating with CHISU to support subnational level, including PHO and DHO.
  • Assist in evaluating the effectiveness of SATUSEHAT implementation, providing data-driven recommendations for optimization.
  • Contribute to the upkeep of the HIS Resource Center by organizing, analyzing, and updating data and resources essential for Digital Health Transformation.
  • Provide analytical support for the development of assessments related to HIS Governance at the national level and sub-national level, including DMI and other assessments.
  • Compile and analyze HIS Governance data for reports on a weekly, monthly, quarterly, and annual basis.
  • Uphold and integrate principles related to gender, data security, monitoring, evaluation & learning (MEL), and change management in all administrative tasks.
  • Promote gender equity in all program implementations and health information governance-based activities.

 

QUALIFICATIONS

  • Bachelor's degree in medical, public health, management, strategy, international development, ICT, statistics, or related fields. A master's degree is preferable.
  • At least 3 years of working experience in data analysis or health systems strengthening.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Familiarity with the Principles for Digital Development (https://digitalprinciples.org/) and data privacy practices such as GDPR.
  • Familiarity with Health Information Systems and Digital framework, assessment or maturity model, such as SCORE, SOCI, MHN, Digital Maturity Index (DMI), Global Digital Health Monitor, etc.
  • Excellent writing and presentation skills in both English and Bahasa, with the ability to digest and synthesize large volumes of data into actionable information for executive decision-making.
  • Excellent interpersonal skills required, including working closely and collaboratively with a multidisciplinary team.
  • Proactive attitude with the ability to take initiative to produce expected results.
  • Proficient with Online Tools such as Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, Miro, and Microsoft Office.
  • Native/Fluent Bahasa and practical knowledge of English required.
