Background

The mean global temperature has increased by +1.1 degrees Celsius above the pre-industrial baseline with increasingly frequent and extreme climatic events. Climate change affects the enjoyment of indivisible, interdependent and interrelated human rights, hitting the most vulnerable, the hardest and threatening to increase existing inequalities. Civil society needs to engage and have a voice to influence climate change policies.

In response, an alliance of 6 organizations: WWF Netherlands, Hivos, SouthSouthNorth, Akina Mama wa Afrika, Shack Dwellers International, Fundacion Avina have joined hands to create the "Amplifying Voices for Just Climate Action". The program is funded by the Netherlands Ministry of Foreign Affairs under the "Power of Voices" framework. The five-year strategic objective of the alliance is "By 2025, local civil society groups have claimed a central role as empowered innovators, facilitators and advocates of climate solutions". We intend to build wide societal support for locally shaped climate solutions through an inclusive and rights-based approach. This includes building a broad-based climate alliance at country and local level, bridging divides (urban-rural, gender, youth), that amplifies voices in new, unusual ways.

In Indonesia, Voices for Just Climate Action (VCA)/Voices for Just Climate Change Action aims to strengthen voices for just climate action especially related to the following thematic outcome areas: First, capacity building, learning mechanisms, and civil society collective action local and marginalized groups for inclusive policies and leadership for climate solutions. Second, strong narratives and strengthened shared platforms to effectively amplify local and national civil society voices for a just climate transition and Third, locally based climate solutions are formally documented, recognized and adopted. Programs in Indonesia will focus on the national and local levels, especially starting from East Nusa Tenggara.

In East Nusa Tenggara, Hivos partners have worked as project implementers, including the KOPI Coalition working in the cities of Kupang, East Flores, Lembata, and others in East Nusa Tenggara Province; Pangan Baik Coalition working in Lembata District, East Flores; SIPIL Coalition is working in the City and District of Kupang and the Adaptasi Coalition is working in the Regencies of Rote Ndoa, East Sumba and Lembata.
