The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development.

The Sustainable Use of Peatland and Haze Mitigation in ASEAN (SUPA) Component 1 is a regional programme implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the objective to strengthen the ASEAN Secretariat (ASEC) and ASEAN Member States to implement the APMS and National Action Plan on Peatlands (NAPPs). SUPA Component 1 is co-financed by the Federal Ministry for Environment, Nature Conservation and Nuclear Safety (BMU) and European Union (EU).

SUPA Component 1 adopts a multi-level approach, engaging stakeholders at regional, national, sub-national, and local levels. The implementation of this component is structured into three work areas:

Work Area 1: Strengthening regional co-operation by strengthening ASEAN.
Work Area 2: Specific support to AMS for the implementation of APMS and NAPPs
Work Area 3: Generating pilot experiences from Indonesia and Malaysia

For the SUPA Work Area 3, the pilot site project aims to provide technical assistance on "good practices" and establish "proofs of concept" based on ground-proven methodologies that can be used for replication and dissemination across the ASEAN region. The output of the pilot site project is tested, and proven methods and concepts developed in Aceh, Indonesia, which are made available to ASEAN Member States (AMS). In Indonesia the pilot site has been implemented in Aceh Province, covering 3 PHUs and 10 villages in Aceh Barat and Nagan Raya districts.

Junior Advisor on Community Peatland Management
(Job title in SAP: Junior Agriculture Advisor)

The incumbent will be responsible for supporting the project's design, coordination, and implementation of SUPA pilot site project activities and technical assistance mainly Aceh - Indonesia but also pilot site in Pahang, Malaysia. The specific responsibilities and tasks for this role are as follows:


A. Responsibilities
  • Support the SUPA pilot site projects in the design, coordination, and implementation of project activities and technical assistance in Aceh, Indonesia and Pahang, Malaysia in accordance with GIZ standards and in partnership with national and provincial governments and consultants.
  • Support the project team to achieve the objectives of pilot site projects in Indonesia and Malaysia by providing professional advice to villagers and partners and maintaining communication.
  • Assist the principal advisor and the technical team in preparing quarterly updates on the progress of the project, support the regular monitoring of pilot site project activities, and maintain the Project Monitoring System updated.

B. Tasks

1. Monitoring
  • Contribute to the monitoring, evaluation and reporting of SUPA Work Area 3 to national and provincial partners.
  • Assist in the planning and implementation of the pilot site project and support the documentation of processes, progress, and results.

2. Professional advisory services

  • Support the implementation of pilot site project activities at the district and field level in accordance with the approved work plan and budget.
  • Assist national and provincial partners in Indonesia and Malaysia with the implementation of projects funded by the SUPA pilot sites.
  • Support the design, preparation, implementation, and documentation of capacity development and dialogue activities in the pilot site project, such as workshops and seminars.
  • Assist the technical team in preparing terms of reference and supervise third parties (consultants) assigned to implement project activities in the pilot sites (Aceh, Indonesia and Pahang, Malaysia), including performance evaluation.
  • Support and monitoring the implementation of DMPG (Desa Mandiri Peduli Gambut/ Community-based Peatland Conservation and Restoration Programme) in 10 priority villages in Aceh, Indonesia.
3. Networking, cooperation, and communication
  • Support coordination and cooperation, regular communication and dialogue with national and provincial partners and other important stakeholders in Indonesia to ensure the successful implementation of pilot site project.
  • In pilot site Indonesia, coordinate with district government line agencies, local NGOs, the private sector, and other relevant networks to promote learning and the exchange of ideas, lessons learned, and good practices.
  • Participate in relevant events organized by other stakeholders at SUPA pilot sites (Ind & MY) and promote cross-learning both within and outside the project.

 4. Knowledge Management

  • Compile and organize data, information, and documents related to the SUPA pilot projects and other activities, ensuring knowledge transfer among team members and partners.
  • Assist the SUPA pilot site projects related to community-based peatland management.
  • Draft and review the consultant's documents, such as TOR, workplan, budgeting, report, etc.
  • Coordinate the documentation of results and lessons learned.

C.  Required qualifications, competences and experience.

Qualifications

·     Bachelor's degree in forestry, agriculture, or relevant fields

Professional Experience

  • At least 1 year's professional experience in working with provincial and district governments.
  • Having experiences in community-based peatland management in Aceh will be advantageous.

Essential skills, additional competences, and other knowledge

  • Willingness to travel regularly
  • Able to work independently and with limited support.
  • Excellent proficiency of English language
  • Flexibility, service orientation and ability to work efficiently in a fast-paced working environment.
  • Well organized, focused, proactive, and positive working attitude.
  • Excellent interpersonal communication skills, including the ability to encourage collaboration with other programs, international offices, and partners.
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products.
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management.
