Project Overview

 

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

 

In December 2018, MCC's Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC's work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to "Entry-Into-Force" (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or "MCA"), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

 

The MCC Indonesia Compact is designed to improve the country's transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

 

To support the MCA-Indonesia II and the implementation of the Indonesia Infrastructure and Finance Compact, the MCA-Indonesia II seeks one (1) motivated and qualified Indonesian candidate for the position of the Monitoring & Evaluation Reporting Specialist.



Position Objective

 

This recruitment will be carried out in accordance with the applicable MCC Human Resources Policy to obtain personnel as a Monitoring and Evaluation Reporting Specialist who has the required experience and qualifications. The Monitoring & Evaluation (M&E) Reporting Specialist will be positioned as part of the organizational structure of the Implementing Unit of MCA Indonesia II, working closely with the Deputy Executive Director for Program Support and reporting directly to the Monitoring and Evaluation Lead.

 

Tasks and Responsibilities

  • Coordinate with the Finance department to prepare the annual work plan for grant disbursements.
  • Coordinate with the KPA (Kuasa Pengguna Anggaran, Proxy of Budget User) Supporting Unit to consolidate grant disbursement and realization plans for the purpose of RKA-KL (Rencana Kegiatan Anggaran – Kementerian Lembaga, Work Plan & Budget of Ministry/Institution) and DIPA (Daftar Isian Pelaksanaan Anggaran, Budget Execution (Allotment) Document) allocation planning.
  • Compile program progress reports, including quarterly grant budget realization, following the Government of Indonesia's reporting schedule and regulations for submission to stakeholders.
  • Ensure that the implementation of MCC grants follows the provisions set out in the Ministry of Finance Regulation for MCC Grant Management or other relevant regulations governing grant management in Indonesia.
  • Assist in facilitating audits or inspections by the Indonesian and US government agencies or external auditors to ensure compliance with grant terms and regulatory requirements.
  • Regularly report to the supervisors on compliance with program implementation and other related issues that require further attention.
  • Assist in the development and implementation of policies and procedures that promote compliance with grant terms and applicable laws.
  • Maintain good communication with relevant government agencies, stakeholders, and grant providers to ensure transparency and cooperation in compliance matters.
  • Provide support in facilitating compliance with program implementation processes related to:
    • Reporting of grant budget realizations.
    • Government contribution fulfilment.
    • Fulfilment of tax and customs replacement allocations.
    • Asset handover.

In the course of performing their duties, the Monitoring & Evaluation Reporting Specialist is expected to provide the following outputs:

  • Regular Program progress reports and quarterly grant budget realization reports to the Government of Indonesia.
  • Monitoring of the progress achievement of the MCC Grant Condition Precedents.
  • Input to the Bappenas Annual Work Plan for MCC grant activities.
  • Input to the manual/guideline on asset handover mechanisms.
  • Input to procedures on tax and customs replacement mechanisms in accordance with Government of Indonesia regulations.
  • Other working papers/reports related to governance as required by the supervisor.

 

Key Qualifications (Education, Experience, Technical Competencies)

  • Bachelor's degree in any related field.
  • A minimum of 10 years of relevant professional experience, including experience in program management for projects funded by foreign assistance, particularly grants and state budgets.
  • Clear understanding of the Trust Fund scheme as per Presidential Regulation No. 80 of 2011 is preferred.
  • Familiarity with grant management mechanisms in accordance with applicable legislation.
  • Experience in reporting on activities funded by grant funds following relevant legal regulations.
  • Understanding of budget planning mechanisms and the ability to demonstrate them to various audiences.
  • Understanding and ability to demonstrate project asset handover mechanisms in accordance with procedures and regulations is desirable.
  • Experience and the ability to demonstrate taxation and customs facilities for government projects funded by grants.
  • Experience working in government and international donor environments, including their respective remuneration procedures and mechanisms.
  • Experience and the ability to coordinate and communicate with relevant Ministries/Agencies, especially the Ministry of National Development Planning/Bappenas and the Ministry of Finance.
  • Proficiency in speaking English.

 

Please note this will be a full-time position for a base period of 12 months with duty station in Jakarta.
