Project Overview

 

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

 

In December 2018, MCC's Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Following signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), is currently in the pre-implementation preparation stage, prior to "Entry-Into-Force" (EIF) of the compact agreement at which time the five-year implementation period begins.

 

The Indonesia Infrastructure and Finance Compact consists of three projects:


1. The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.


2. The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project aims to increase formal lending services to MSMEs, especially those owned by women. The project will also provide business training, including digital and financial literacy trainings, and technical assistance to improve credit worthiness and investment readiness.


3. The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects. 

 


Position Objective

 

The Executive Assistant will provide effective and efficient support to the Executive Director, the Deputy Executive Directors and the office of Executive Director of MCA-Indonesia II.

 

Tasks and Responsibilities

  • Proactively assist the development and formulation of decisions by the Executive Director; follow-up and ensure the implementations.
  • Manage, act on and follow-up of matters requiring the attention of the Executive Director and other members of the Executive Director's Office, especially during the Executive Director's absence, using own judgment and following appropriate consultation.
  • Manage the agenda (including schedule and task list) of the Executive Director and other members of the Executive Director's Office, with special attention to, and briefing on, issues and priorities regarding external meetings.
  • Act as a focal point for issues affecting the Executive Director's Office, including liaising with external agencies on protocol and administrative matters.
  • Liaise with all MCA-Indonesia II departments on matters that require the engagement of the Executive Director and other members of the Executive Director's Office. Ensure effective communication and information flows within the Executive Director's Office, and between the Executive Director's Office and other parts of MCA-Indonesia II.
  • Act as Secretary to committees and meetings chaired by the Executive Director and other members of the Executive Director's Office, coordinate preparations of meetings, prepare minutes and coordinate follow-up in a timely manner.
  • Review, appropriately refer, or answer correspondence and independently handle internal and external requests for advice and information.
  • Be responsible for all travel and travel-related arrangements for the Executive Director, other members of the Executive Director's Office and members of the Majelis Wali Amanat (Board of Trustees), including compiling or preparing information packages and briefing material.
  • In collaboration with the HR & GA Manager and other MCA-I's departments, coordinate arrangements for meetings, seminars and conferences, including travel arrangements for participants and the Executive Director's Office's visitors when required.
  • Provide coordination to administrative teams (i.e. Administrative Assistants/Officers) in the MCA-Indonesia II.
  • Establish and maintain the Executive Director's Office's filing systems (and databases), and ensure well-documented and up-to-date records of files. In collaboration with the Office Manager, coordinate the Executive Director's Office's archive and storage.
  • Maintain and monitor the Executive Director's Office's supplies and other office requirements.
  • Perform other tasks and special projects as assigned by the Executive Director and members of the Executive Director's Office.

 

Key Qualifications (Education, Experience, Technical Competencies)


1. Education, experience and technical competencies:

  • A relevant degree or equivalent qualifications and experience.
  • Preferably have 10 years of professional experience relevant to above tasks in an international working environment.
  • Knowledge of finances is preferred.
  • Demonstrate excellent command of English and Indonesian, both written and spoken are essential.
  • Have computer proficiency in word processing, spreadsheet, presentation, meetings/video conferencing, etc. 


2. Personal attributes and competencies:

  • Demonstrated high degree of courtesy, tact, discretion and ability to maintain confidentiality.
  • Competence in personal organization, priority setting and accuracy, with the ability to manage multiple tasks with minimal supervision and to work effectively under time. Has creativity and capability to be flexible to respond to changing requirements.
  • Excellent interpersonal and communication skills, and demonstrated the ability to effectively interact and collaborate with people in multidisciplinary teams as well as work across departments, divisions and institutions.
  • An effective team-player and have facilitation skills.
  • Demonstrated management and supervisory skills.
  • Values continuous improvement and learning, and committed to mentoring and coaching.


Please note this will be a full-time position for a base period of 12 months with duty station in Jakarta.
