Search for Common Ground (SFCG) Indonesia invites applications from individual consultants/firms/research organizations to develop a training curriculum to build the capacity of multistakeholder practitioners (such as DGC Pokmas/Lipas) on the Use of Psychosocial Supports for Disengagement Processes of Former Convicted Violent Extremism and to develop a policy brief on how Indonesia should implement disengagement efforts more effectively for former convicted violent extremists.

The consultancy services are part of Search's current initiatives to improve the existing community-grounded programs to disengage violent extremism offenders through standardized disengagement in East Java.

The Organization

Search for Common Ground (SFCG) is an international peacebuilding organization promoting peaceful resolution of conflicts. SFCG's mission is to transform how individuals, organizations, and governments deal with conflict - away from adversarial approaches and
toward cooperative solutions. SFCG seeks to help conflicting parties understand their differences and act on their commonalities. SFCG implements projects from 56 offices in 35 countries, including Africa, Asia, Europe, Latin America, the Middle East, and the United States.
SFCG has been working in Indonesia since 2002 and is implementing programs in conflict transformation, peacebuilding, prison reform, conflict-sensitive journalism, electoral participation, and initiatives with youth, media, government agencies, informal religious leaders, and women's groups across the country.

Background
Addressing the challenge of radicalization and violent extremism requires a multifaceted approach that extends beyond the mere incarceration of convicted terrorists and recidivists.
Imprisoning individuals with extremist ideologies can inadvertently exacerbate radicalization, affecting both inmates and those who interact with them within correctional facilities. Moreover, the complexities of reintegration are compounded when former convicted extremists, upon release or returning to their home countries/cities, confront pervasive societal stigma and the haunting psychological aftermath of detention experiences.

The Indonesian government has consistently shown its commitment to countering violent extremism through the active involvement of agencies like the National Counter Terrorism Agency (BNPT), Anti-Terror Special Detachment 88, and the enactment of domestic
counterterrorism laws. In 2020, the Ministry of Law and Human Rights, through the Directorate General of Corrections (DGC), introduced a progressive initiative called Pokmas/Lipas, emphasizing the importance of cooperation and collaboration. Pokmas/Lipas
is a collaborative community group involving the government, prison/probation clients, the community, private sectors, and Civil Society Organizations (CSOs). It works alongside correctional and probation institutions (LAPAS & BAPAS) at various stages of the criminal justice process. The primary aim of Pokmas/Lipas is to empower and support probation clients in their path to successful social reintegration, ultimately contributing to reducing recidivism rates.

Despite dedicated disengagement efforts, many initiatives in Indonesia still rely on traditional approaches such as ideological debates and nationalistic seminars, often coupled with financial support for livelihoods. However, these broad, top-down methods have been
criticized for their limited impact. The challenge lies in their one-size-fits-all nature, which can overlook individualized needs. Effective disengagement requires a more personalized, context-specific approach considering factors like radicalization levels, personal histories, psychological well-being, and community dynamics. Additionally, the focus on ideological arguments may need to address the multifaceted roots of radicalization. These intricate dynamics highlight the pivotal role of psychosocial considerations in the disengagement and reintegration process, as they are instrumental in breaking the cycle of violence and reducing the allure of extremist ideologies. In this context, it becomes imperative to explore how psychosocial support can be integrated effectively into disengagement efforts to foster rehabilitation, reintegration, resilience, and social cohesion. Unfortunately, Indonesia faces
challenges in implementing such an approach effectively within its disengagement processes.

The Objective of the Consultancy Service

The consultancy service aims to assist Search in producing two following outputs:

  1. To build a training curriculum/modules on the use of psychosocial support for disengagement processes of former convicted violent extremists. Search will use the curriculum/modules to train the members of Pokmas/Lipas in providing psychosocial support for former convicted violent extremists. In addition to covering the theme of psychosocial support for former convicted violent extremists, the capacity building will also address the concept of counter-violent extremism, the concept of rehabilitation and reintegration process, and the assessment for former convicted violent extremists based on the applicable national and international human rights-based standards and the non-adversarial Common Ground Approach (CGA). Search will implement capacity-building training for Psychosocial Support on the Disengagement Process for Former Convicted Violent Extremists in two cities in East Java: Surabaya and Malang.
  2. To prepare a policy brief on a standardized model of "disengagement processes" for the former convicted violent extremists. The policy brief development is intended to be derived from a synthesis of experiences, lessons learned, best practices, and extensive literature research amassed through the preceding activities on the program that aims to offer recommendations to improve the policy and mechanisms to contribute effectively to disengagement efforts for former convicted violent extremists in East Java.

Methodology

To produce the intended output, the consultant is expected to employ mostly qualitative methodologies through a combination of literature reviews and consultative processes with Search's own team, external experts, and key government and non-government partners being involved in the program that is intended to improve community-grounded programs to disengage violent extremism offenders through a standardized disengagement in East Java.
For this purpose, the consultant(s) will be requested to conduct several stages of analysis, including:

  1. Document reviews regarding the current practices and gaps in existing modules/curricula/policy briefs, such as on the concept of countering violent extremism and the concept of rehabilitation and reintegration process along with the non-adversarial and human rights-based approaches in the disengagement process.
  2. The consultant(s) must work closely with the SFCG Indonesia team to make sure all relevant documents and materials are available inside and outside SFCG repositories and are collected, reviewed, and used as a reference for the training modules/curricula and policy brief development processes.
  3. The consultant(s) must actively participate in any Search activities that are parts of processes to produce the intended outputs in the consultancy service.
  4. When necessary, the consultant(s) should also conduct individual interviews or focus group discussions (FGD) with relevant experts in the field of disengagement process for former convicted violent extremists in Indonesia.

Scope of Work

The scope of work of the consultant(s) will include the following:

  • Undertake document reviews, interviews, or consultative meetings with SFCG Indonesia and its key stakeholders to collect relevant materials, current best practices, and gaps in the training and policy brief development on psychosocial support for disengagement efforts.
  • Develop a training module/curriculum on the use of psychosocial support for disengagement efforts for the former violent extremism convicts.
  • Develop a policy brief on a standardized model of "disengagement processes" for the former violent extremism convicts.


Key Duties of Consultant(s)

  1. 1. Collect, analyze, and document information related to psychosocial support for disengagement efforts based on human rights-based and non-adversarial approaches in Indonesia and other countries.
  2. Interview key experts in the field of psychosocial support for disengagement efforts and consult with SFCG Indonesia and its project partners on themes to be included in training modules/curricula.
  3. Propose an outline of contents to be included in the training modules/curriculum and policy brief on psychosocial supports for disengagement efforts with human rights-based and non-adversarial approaches.
  4. Produce a draft of training modules/curriculum and policy brief on psychosocial supports for disengagement efforts with human rights-based and non-adversarial approaches.
  5. Lead or participate in the interview or consultative meetings with SFCG Indonesia and its project partners to invite inputs and feedback to drafts of the training modules/curriculum and policy brief.
  6. Incorporate feedback and input from the stakeholder's consultation into the revision draft.
  7. Lead or participate in the user testing for the training modules/curriculum (a 2-day ToT) and FGD with related stakeholders for the policy brief.
  8. Incorporate the feedback and inputs generated from the user testing and the FGD processes into the drafts.
  9. Finalize drafts of the training modules/curriculum and policy brief.


Deliverables

Within the consultancy period, the consultant(s) is expected to complete the scope mentioned above. The deliverables are as follows:

1. Inception report and work plan completed within the first seven days. The inception report should have detailed steps on processes needed to complete the assignments, including the methodological approach used and a list of preliminary documents relevant to the training modules/curriculum and policy brief development. The inception report and the list of preliminary documents need formal approval from the SFCG Indonesia team before starting the processes to work on assignments.

2. Draft the outline of contents to be included in the training modules/curriculum and policy brief, along with key aspects of each content. The report is subject to the SFCG Indonesia team's review. The report should be submitted in Bahasa Indonesia in an
MS Word document format.

3. The first draft of training modules/curriculum and policy brief should include at least the objective of each learning session, its methodology, its processes, its hand-out materials, and a tool to assess progress in learning.

4. The second draft of the training modules/curriculum and policy brief should be tested and revised, incorporating feedback and inputs from the testing processes with the SFCG Indonesia team and/or SFCG stakeholders.

5. Final drafts of the training modules/curriculum and policy brief. The review and feedback may take multiple rounds depending on the quality of the report. Final payment will be made once the SFCG Indonesia team formally approves the report.
One copy of the final report for each training module/curriculum and policy brief should be submitted in Bahasa Indonesia in MS Word format.

The consultancy period will be between January and August 2024. The applicant is expected to propose the minimum number of person-days required for the assignment. The consultant(s) preferably should be based in Jakarta.

Remuneration
The starting remuneration on offer for this consultancy is from IDR 80,000,000 – IDR 100,000,000 (gross salary), depending on experience.

The schedule of payment of the consultancy fee is as follows:

  1. 20% will be paid upon approval of an implementation plan and Inception Report.
  2. 20% will be paid upon approval of the first draft of the training modules/curriculum report submission.
  3. 20% will be paid upon approval of the final draft of the training modules/curriculum report submission.
  4. 20% will be paid upon approval of the first draft of the policy brief report submission.
  5. 20% will be paid upon approval of the final draft of the policy report submission.

No Payment (second installment) will be made unless the report is approved by the SFCG Indonesia team.

Supervision of the Consultant(s)
The consultant(s) will work under the Program Manager in collaboration with the program staff of SFCG Indonesia.

Qualification

  • Strong expertise in human rights-based approaches, especially in the area of psychosocial support for disengagement efforts;
  • Experience in training and module/guideline development;
  • Proven track record of writing a high quality fully edited report in English and Bahasa;
  • A strong understanding of violent extremism, conflict, and social analysis in the context of Indonesia is highly desirable;
  • Work experience in Indonesia;
  • Fluent in English and Bahasa Indonesia.
