RISK MANAGEMENT SPECIALIST - BAPPENAS

 

FIELD SUPPORT SERVICES PROJECT (FSSP)

 

  1. Summary of the Project

 

Field Support Services Project (FSSP) Indonesia is a five-year project funded by Global Affairs Canada (GAC) and managed by Cowater International. FSSP provides administrative, financial, procurement, and logistical services, as well as support to the in-country development programming for the Government of Canada through the provision of technical specialists in gender equality, governance and human rights, and environment and climate action and assisting GAC in procuring and managing local development initiatives. These programs take place in Indonesia and the ASEAN regions.

 

2.     Background

 

Risk management is critical in the process of planning and implementing national development. Considering the complexity of planning, the involvement of many stakeholders in the development process, global uncertainty, and various risks that may occur such as disaster, disease, and food production risks, which have the potential to impede the achievement of national development goals must be anticipated and mitigated. Furthermore, 2024 is a critical year for the preparation of the RPJMN 2025-2029. As a result, it is critical to carry out efforts to oversee the national development goals, such as consistency in the elaboration of the RPJPN into the RPJMN and other planning documents, to tactical efforts through strategic projects with various identified risks in accelerating these national development achievements.

 

On 16 June 2023, Presidential Regulation Number 39 of 2023 concerning National Development Risk Management (MRPN) was issued, mandating the use of risk management in the national development process. The goal of implementing the MRPN, as stated in the Presidential Decree, is to support the achievement of national development goals that encounter complex strategic risks. In order to achieve this goal, a cross sector MRPN Committee was established in the Presidential Decree, with the Ministry of PPN/Bappenas serving as chairman and the Deputy for Monitoring, Evaluation, and Control of Development (DMECD) serving as ex officio secretary.

 

The MRPN strengthens the Ministry of National Development Planning's/Bappenas's roles and functions in formulating policies in the areas of planning, monitoring, evaluating, and controlling national development implementation. Furthermore, the implementation of national development control is linked to risk-based control as well as budget realization.

A Road Map document for Implementation of National Development Risk Management is required to carry out the mandate of Presidential Decree 39/2023. Meanwhile, the Road Map is intended to serve as a reference for stakeholders to ensure that the MRPN is effectively implemented. The Road Map document is expected to be available in August 2024, and its existence will strengthen the role of the Ministry of National Development Planning/BAPPENAS in risk-based planning and support the achievement of national development goals. 

 

3.     Objective

 

BAPPENAS requires the services of a Risk Management Specialist (the Consultant) to work with Bappenas in formulating comprehensive strategies for the successful implementation of National Development Risk Management in the form of road map that can be used as a reference for MRPN committee, secretariat, and other relevant stakeholders in executing Presidential Regulation No. 39/2023. Using international and strong experience in risk management, the Consultant is also expected to conduct desk analysis regarding best practices of MRPN (integrated public risk management) from other countries.

The Consultant will report directly to the Director for Monitoring, Evaluation, and Control of Sectoral Development, Ministry of National Development Planning/National Development Planning Agency (BAPPENAS), Jakarta.

 

4.     Description of Services

 

The expected services of the Risk Management Specialist will include, but not be limited to:

a)    Work closely with BAPPENAS, line ministries and regional governments, state-owned enterprises and other stakeholders to:

·       Develop strategies through road map to strengthen the role of committee and secretariat of MRPN in implementing MRPN.

·       Formulate best practices of different existing integrated public risk management implemented in other countries.

·       Provide advice and inputs to BAPPENAS (through DMECD) related to all MRPN materials both in planning and implementation process.

·       Provide advice and inputs to BAPPENAS (through DMECD) related to integration of MRPN in planning process both in midterm and annual development planning;

·       Provide advice and inputs to BAPPENAS (through DMECD) related to technical mechanism as well as substance related to the implementation of MRPN in 2024:

    • Monitoring related to policies in annual development planning 2024 which is selected as MRPN selected policies (implementation stage)
    • Implementation of MRPN on annual development planning year 2025 (planning formulation stage)
    • Implementation of MRPN on national midterm development planning year 2025-2029 (planning formulation stage)

·       Provide support to develop capacity building planning for the implementation of the MRPN.

·       Provide advice and inputs to BAPPENAS (through DMECD) related to all MRPN materials prepared by MRPN secretariat.

·       Incorporate findings into document for final presentation to BAPPENAS in August 2024.

b)    Establish a timetable for intermediate reports and consultations.

c)     Prepare the final report to be submitted to BAPPENAS, and

d)    Perform other relevant tasks as assigned by BAPPENAS and FSSP.

 

5.     Deliverables/Outputs

 

The Risk Management Specialist is expected to produce deliverables as follows:

a)    Work Plan for the duration of the contract to be reviewed and approved by BAPPENAS.

b)    A Road Map document for implementing Risk Management of National Development, with the format to be agreed in consultation with BAPPENAS.

c)     Final Report.

 

6.     Description of the Consultant’s Profile

 

GAC requires the services of a National expert with solid knowledge of risk management, a good knowledge of Indonesia context and experience working with international development partners.

Competencies

a)     International certification in advanced integrated risk management (international certification public sector risk management would be an asset).

b)     Capacity to identify, analyze and synthesize data and information related to existing condition of public sector risk management and ideal condition of MRPN implementation in order to write the report.

c)     Capacity to identify, analyze and synthesize all aspects required to implement successful MRPN.

d)    A drive for results, including a proven track record of high standards/accountability for work products, meeting deadlines, an ability to prioritize tasks within his/her work program and strategies for working collectively with others on the team to deliver products.

e)    Ability to deliver quality reports/analysis/assessments within a stipulated time frame.

f)      Good facilitation skills and ability to generate ideas from, and build consensus among, a wide variety of stakeholders, and

g)    Excellent English and Indonesian writing skills.

 

Required skills and experience

The Consultant is expected to possess skills and experience in the following areas:

a)    Minimum 10 years’ experience in strategic management and analysis related to risk management.

b)    Demonstrated experience working as a team leader on risk management project.

c)     Highly involved on projects related to developing road map on risk management with international donors and/or other countries.

d)    Familiarity with formulation on risk management strategic plan.

e)    Familiarity in conducting risk management, risk process including all methods (both qualitative and quantitative approach).

f)      Familiarity in development planning process, project management, and planning method approach (SWOT, strategic foresight, etc).

g)    Demonstrated experience in developing strategy and mechanism in improving capacity of human resources related to risk management.

h)    Demonstrated experience in developing strategy and mechanism in improving capacity of institution and stakeholders’ mapping related to risk management.

i)      Demonstrated experience in leading projects related to developing road map on the implementation of integrated risk management.

j)      At least 7 years of relevant experience in writing comprehensive report on the implementation of risk management in companies/agencies/donors.

k)     Demonstrated experience in performing public cost and benefit analysis related to public policy and/or risk.

l)      Demonstrated ability to work effectively in teams and collaborate intensively with various people, teams and processes. Strong organizational skills and ability to work and provide  timely decisions and action.

m)   Experienced working with various stakeholders (line ministries, regional governments, private sectors, development partners, and NGOs), including strong facilitation skills particularly in designing  stakeholder’s participation in conducting evaluation.

n)    Computer literacy in Word, Excel and PowerPoint.

 

Educational background

Post-graduate degree from an accredited, recognized institution in a relevant discipline such as risk management, management, economics, public policy, or other relevant fields.

 

  1. Working Arrangements and budgeting

The Consultant will work from his/her home base in Jakarta with virtual/nonvirtual meetings/interviews with Ministry of National Development Planning/National Development Planning Agency (BAPPENAS), GAC, and relevant partners. As necessary, in producing analysis/report/briefs, the Consultant will need to do his/her own literature review and perform triangulation by interviewing experts.

 

The Consultant will submit deliverables to BAPPENAS in Jakarta. Payment is conditional upon satisfactory delivery of the assignments. If travel to other regions or cities is necessary, all necessary costs will be borne by GAC, through the Field Support Services Project (FSSP).

 

  1. Duration of the Contract

The total expected duration of the assignment is up to 90 days. All reports must be finalized and submitted within this period. The Consultant is expected to start on second week of January 2024 until mid September 2024.

Payments will be processed monthly upon the presentation of a timesheet and invoice detailing the level of efforts for each deliverable.

3.     Financial Proposal shall be submitted in the following format:

  • The financial proposal should specify an all-inclusive daily rate for up to 90 working days;
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee and when applicable any other relevant expenses related to the performance of services under the contract, not including travel expenses.

EVALUATION OF APPLICATION

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable; and b) having received the highest score out of the weighted criteria (70% technical score (comprising of 15% technical qualifications desk review, 25% written test, and 30% interview) and 30% financial score.

 

The proposals that achieve a minimum of 70% for the technical qualifications desk review shall be further considered for an interview and written test. The financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received for the assignment.
