THE OPPORTUNITY:

This position will be assigned to work with WCS's programs across the Southeast Asian Archipelago (SEAA) region to focus on the procurement needs for WCS operations. WCS's work in SEAA comprises some of the largest in terms of grants, budgets, and staffing and with continued growth and increasingly demanding (public) donor requirements, we now require a full-time dedicated procurement specialist.

WCS is seeking a dynamic, well-organized, hard-working, and committed team player to support the SEAA regional team and its country programs as the Regional Procurement Specialist. The position will be responsible for all procurement related activities, including compliance with WCS, local government partner, and donor regulations. The Regional Procurement Specialist will provide high-quality support for WCS' various programs in the region, in Indonesia, Philippines, Malaysia and Singapore, and for projects, namely (including but not limited to) 'Marine Biodiversity and Coastal Livelihoods in Sulawesi/ Coral Triangle (KfW/BMU)'; 'Marine Biodiversity and Support of Coastal Fisheries in the Coral Triangle (KfW/EU)' project; 'Conserving priority habitats in the Bukit Barisan Selatan National Park, Sumatra ("BESTARI"), as well as those funded under Legacy Landscape Fund (LLF) programs, as well as other project with public-funded donors. The Procurement Specialist will play an important role in ensuring WCS' compliance with all of our donor procurement regulations, across our public and private donor base.

POSITION DESCRIPTION

The Procurement Specialist role offers technical leadership and support on procurement related matters to Country Program teams, i.e., Finance/Admin/Grant Units, Program Managers, and the Project Coordinating Unit/s (whenever applicable).

This role's primary focus is on leading and managing the procurement activities, with a focus on, but not limited to, projects supported by public donors such as KfW, BMU, EU, Legacy Landscape Fund, as well as other multilateral or private donors. The position is also responsible for ensuring knowledge sharing/capacity development related to procurement through internal workshops. The Procurement Specialist also ensures compliance with donor regulations on asset management and monitoring of projects.

SPECIFIC TASKS AND OUTPUTS/DELIVERABLES


The Regional Procurement Specialist will be responsible in the following assignments:

  • Establishing, maintaining/updating existing Projects' procurement plan(s) regularly, through regular coordination with donors, field administrators and relevant team members
  • Actively engage with WCS Global Grants Management and Compliance (GMC) team and ensure strong coordination regarding donor policies and practices.
  • Facilitating, monitoring, and leading the implementation of Procurement Plans in all relevant sites of relevant projects
  • Maintaining communication and knowledge sharing with Donor representatives on procurement in general
  • Reviewing, preparing recommendations, and establishing improvement of detailed Procurement Policy within the WCS SEAA region, to meet donor's standards and achieve desirable quality and compliance with all regulations.
  • Facilitating refresher workshops on procurement procedures & compliance with key WCS staff within the SEAA region, as well as with Donors/ other partners, at least once per semester
  • Support internal capacity building on procurement requirements among the project staff of WCS.
  • Coordinating with Country Program Finance teams, specifically for internal and external audit purposes, and with Grant/ Budget teams, specifically for sub-award management processes of project subgrants
  • Coordinating with HR/Admin in Country Programs and the SEAA regional office to ensure proper contracting for consultancy services, or any other human resources matter relevant to the procurement aspect of project implementation.
  • Coordinating regularly with Country Program teams, as well as with PCU on donor budget implementation monitoring

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Economic, Business Administration or at least 10 years equivalent experience in a similar position with an NGO or INGO
  • Master's degree in business administration or similar will be an advantage.
  • 5+ years of progressive experience as a Procurement Specialist for public sector projects, supporting program teams through the project lifecycle from development through delivery to closure.
  • 5+ years experience with international / multilateral donor projects
  • Ability to convey information effectively and clearly in writing and verbally.
  • Excellent oral and written communication skills in English
  • Computer skills mandatory
  • Proficient in Microsoft Office Applications
  • Good administrative/office management skills
  • Interpersonal skills, solid programming, financial and organizational development skills; and excellent analytical and financial planning skills
  • Strong analytical and interpretative problem-solving skills
  • Able to multi-task, establish priorities and meet deadlines.
  • Able to work with minimum supervision.
  • Concern for wildlife conservation & environmental issues is essential.

PREFERRED QUALIFICATIONS:

  • Familiarity with international / multilateral donor projects, experience in KfW/BMU procurement regulation will be an advantage.
  • Experience in a global role.
  • Language proficiency in one or more countries across the region.
