In line with its long-term country strategy, CRS Indonesia is looking to expand programming in the area of climate change in urban contexts.
CRS/Indonesia is currently looking for Program Manager - Climate Change Adaptation & Mitigation position, Job Code: PM Capacities. The position will be based in Kupang City and report to Head of Program.
Job Summary:
You will oversee the Country Program (CP)'s growing climate change portfolio, primarily managing Climate Action Partnerships in Asian Cities (CAPACities), provide technical oversight to ongoing projects, including Increasing Resiliency through CCA and DRR in Nusa Tenggara (INCIDENT) and Preparedness And Resilience (PAR), and support in the development and implementation of other relevant programs. You will ensure effective systems and processes are in place that support high-quality programming and actively participate in Business Development (BD) efforts advancing CRS' work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its climate change adaptation and mitigation programming.
Roles and Key Responsibilities:
· Provide management, guidance, and technical oversight of all new and existing projects within the CP climate change portfolio throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices. Primary focus will be on managing the Climate Action Partnerships in Asian Cities (CAPACities) project in Kupang City. Forge strong relations and provide direct accompaniment to support the local o government in identifying, planning and implementing climate change priorities, convening and collaborating with relevant NGO and other stakeholders relevant to those priorities.
· Lead development of the CP's climate change adaptation and mitigation strategy, in alignment with regional and agency-wide strategies.
· Effectively manage talent for CP climate change portfolio and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
· Lead the development of program learning - identify opportunities for learning, research and publications in the area of CP climate change portfolio and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
· Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP climate change and relevant DRR portfolio in line with agency, regional, and CP strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in climate change and DRR portfolio per agency and donor standards. Provide technical inputs to other ongoing projects. Contribute to budgeting and staffing plans and activities for proposals.
· Oversee technical assistance and capacity strengthening activities in climate change portfolio for staff and partner organizations, in coordination with other project management staff, to enhance program quality and impact.
· Oversee the identification, assessment and strengthening of partnerships relevant to climate change and relevant DRR opportunities and the appropriate application of partnership concepts, tools and approaches.
· Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
Basic Qualifications
· Master's Degree in International Development, Environmental Science, Urban Development, Climate Sciences, or another relevant field required. Additional experience may substitute for some education.
· Minimum of 5 years experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of climate change adaption, climate resilience, or disaster risk reduction.
· Experience in managing moderately complex projects preferably with an international NGO.
· Monitoring, Evaluation, Accountability and Learning skills and experience required.
· Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Required Languages - English written and spoken proficiency
Travel - Must be willing and able to travel up to 30% to field locations in Indonesia.
Knowledge, Skills and Abilities
· Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
· Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
· Good presentation and facilitation skills
· Proactive, resourceful, solutions-oriented and results-oriented
Preferred Qualifications
· Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID and DFAT.
· Experience managing diverse teams and providing technical inputs to climate change and DRR programs.
· Demonstrated experience leveraging government relationships.
· Demonstrated ability to write high quality technical proposals and project reports.
· Experience engaging with partner organizations
· Staff management experience and abilities that are conducive to a learning environment.
Supervisory Responsibilities: Managing project staff under CAPACities and oversee working relations with MEAL and Finance staff supporting the project, whilst providing technical assistance to other project staff to grow the country's portfolio.
