CRS has been operating in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs to provide both humanitarian response and long-term development to the most vulnerable communities. CRS Indonesia's current strategy includes emergency preparedness and response, disaster risk reduction, housing, climate change adaptation and integrated agriculture and livelihoods. In line with its long-term country strategy, CRS Indonesia is looking to expand programming in the area of climate change in urban contexts.
CRS/Indonesia is currently looking for Market Systems Development (MSD) Technical Advisor (TA), Job Code: MSD TA. The position will be based in Jakarta and report to Head of Program.
Job Summary:
You will work with the Indonesia country team to implement Market Systems Development (MSD) programming relating to housing, disaster risk reduction and agriculture. Your advice, knowledge, and support will contribute to effective, adaptive and innovative application of MSD within CRS Indonesia's programming. You will also contribute to internal learning processes that help shape and influence CRS' strategies to better achieve sustainability and expand its ability to reach scale to serve the poor and vulnerable.
Roles and Key Responsibilities:
· Support the development and contribute to the implementation of agency-wide strategies, standards, tools and best practices in MSD that effectively engage the private sector and market actors.
· Provide relevant technical input to CP teams, remotely and on-site, for strategic planning and budgeting, applying MSD standards, best practices, partnership principles, tools, M&E and learning agendas, helping to ensure high-quality implementation.
· Lead and/or support the development of a portfolio of MSD interventions and partnerships within the prioritized sectors of housing, agriculture and disaster risk reduction, taking on growth responsibilities, as needed.
· Lead market systems analysis and studies, including consumer assessment and market system mapping utilizing secondary and primary research methods that identify opportunities, constraints and innovative solutions leading to a selection of interventions within priority sectors.
· Lead and/or support the establishment and effective management of strong relationships with market system actors (e.g. private companies operating in the relevant value chains, representatives of the target group, local government offices, etc.) with whom CRS will partner and collaborate within determined interventions and priority sectors.
· Actively participate in program monitoring, evaluation, accountability and learning (MEAL) activities. Provide key support for data collection and analyses in collaboration with the MEAL team to ensure interventions are impact-oriented and adjusted.
· Collect and analyze program data, capture and share lessons learned, and case studies/business cases for specific interventions to facilitate improvements in decision-making and contribute to the MSD learning agenda.
· Support capacity strengthening initiatives in MSD programming for staff and partners (NGO and market actors) through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, providing accompaniment and coaching.
· Contribute to, and in some cases lead, the development of the technical design for proposals that apply CRS' market systems development and private sector engagement approaches. Support the process of preparation, design, submission and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS' approach.
· Contribute to maintaining relationships with private sector, donors, peer organizations, research and other institutions; participate in forums in the area of MSD to collect and share best practices and promote CRS' work.
Basic Qualifications
· Master's Degree in Economics, Business Management, Marketing, Social Science, or related fields. Additional experience may substitute for some education.
· Minimum of three years relevant work experience with progressive responsibilities, ideally with working on market systems development or private sector engagement.
· Technical knowledge in market systems development/private sector engagement related work
· Familiarity with issues affecting the local economy, business and policy environment relating to housing, disaster risk reduction or agriculture.
· Experience in project and budget management. Experience in writing content for business plans and/or proposals.
· Positive attitude, an inquisitive mind and capacity and willingness to engage effectively with a diverse range of stakeholders.
· Excellent critical analysis skills, combined with the ability to translate complex findings into actionable insights.
· Demonstrated experience in engaging the private sector and relevant market actors, including partnership analysis, design, management, and evaluation.
Required Languages – Proficiency in English and Bahasa Indonesia.
Travel - Must be willing and able to travel up to 40%.
Duty Station - This position will be based in Jakarta with frequent travel to Nusa Tenggara Timur. In the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.
