CRS/Indonesia is currently looking for Senior Project Officer Market System Development, Job Code: SPO MSD. The position will be based in Jakarta and report to Market Systems Development TA.
Job Summary:
As a lead for the Homes and Communities project team, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services' (CRS) work serving the poor and vulnerable. You will work with the project team to support the design and implementation of Market Systems Development programming in the housing sector, in collaboration with private sector and government partners. Your coordination and relationship management skills will ensure that the project applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Roles and Key Responsibilities:
· Proactively and adaptively organize and lead the implementation of all assigned project activities in line with CRS program quality principles and standards, donor requirements, and good practices.
· Support the development of a portfolio of MSD interventions and partnerships by mapping of and engaging with private and public market actors, identifying market system opportunities/constraints through system analysis and assessments, and developing impactful and scalable interventions.
· Ensure adaptive learning properly accompanies project activities throughout the project cycle, supporting the development of monitoring tools, milestone development, collection of relevant data, and documentation of results and lessons learned for institutional learning.
· Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
· Coordinate and oversee the establishment and management of partnerships with a variety of market actors and project stakeholders in the housing sector (e.g., private companies, representatives of the target group, local government offices, etc.) and serve as the liaison between them and the project team to mobilize and promote project activities and impact.
· Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures.
· Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to partners.
· Provide support in preparing periodic and ad-hoc reports, communication materials and case studies on the interventions and their results.
· Support and coordinate capacity building and/or technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
· Coordinate provision of any logistical and administrative support to staff and partners.
· Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
- Promote an environment of respect and trust with program participants, partners, and other stakeholders, reporting any safeguarding concerns according to CRS procedures.
Basic Qualifications
- Bachelor's Degree required. Degree in in Economics, Business Management, Marketing, Social Science, International Development or related fields.
· Minimum of 3 years of relevant work experience.
· Knowledge and experience in the housing, construction, or materials sector is a plus. Alternatively, experience in the development sector, particularly in Private Sector Engagement and Market Systems Development is also highly relevant.
- Experience in multi-stakeholder activities with the public and private sector.
- Additional experience may substitute for some education.
Required Languages - Proficiency in English and Bahasa Indonesia.
Travel - Must be willing and able to travel up to 30%.
Duty Station - This position will be based in Jakarta with frequent travel to districts around Greater Jakarta. In the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.

Preferred Qualifications
- Experience in value chain and/or market systems analysis and development.
- Experience in the housing sector would be an advantage.
- Staff supervision experience a plus.
- Experience monitoring projects and collecting relevant data.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

External: Private sector, Impact Investors, CRS Partners.
