First, CRS has established strong, mutually beneficial partnerships with Indonesian civil society organizations and government stakeholders through successive rounds of programs building organizational capacity for emergency response and DRR in both urban and rural settings. Then, in times of disaster, CRS has been able to mobilize these partnerships to implement rapid, responsive, and innovative humanitarian interventions, from the 2004 Indian Ocean tsunami up through the 2018 Lombok and Palu earthquakes.

CRS/Indonesia is currently looking for Enumerator for Baseline Survey Data Collection Climate Action Partnerships in Asian Cities (CAPACities), Indonesia, Job Code: ENUM_CAPACities. Location: Kupang

 

PURPOSE

The purpose of this engagement is to provide support to the Monitoring, Evaluation, Accountability & Learning (MEAL) unit of the Climate Action Partnerships in Asian Cities Project in Kupang City, Indonesia in the data collection through Household Survey as part of the project's Baseline Assessment.

BACKGROUND

The Baseline Assessment will be conducted in compliance with donor policy and Catholic Relief Services (CRS) Monitoring, Evaluation, Accountability, and Learning (MEAL) Policies and Procedures (MPP). The evaluation team will employ a mixed methodology including both qualitative and quantitative techniques to assess the Baseline status. This Baseline Assessment will start on January 22, 2024, and will conclude February 8, 2024.

 

SCOPE OF WORK, OUTPUTS AND DELIVERABLES 

The contractor (Enumerator) is expected to accomplish the following tasks:

 

Pre-Data Gathering

     Attends to participate in 5-days training (familiarization of 3CAF Institution tool, 3CAF Individual tool and KAP survey tool and the use of a smartphone, simulation and pilot testing).

     Study and understand thoroughly the instruments with the use of a smartphone.

 

Actual Data Gathering

        Visit and interview all assigned LGU's and Institution survey respondents and correctly collect data using digital devices and/or take notes when necessary.

        Comply with the requirements necessary for conducting a successful interview.

        Comply with the health protocols in conducting a face-to-face interview.

        Communicate and coordinate regularly with survey coordinator – CRS MEAL PO

 

Post Data Gathering

        Attend and participate in daily debriefing to discuss shortfalls encountered to avoid/minimize errors and problems on the next survey. 

        Report and upload the number of surveys collected to the MEAL Project Officer on daily basis.

BUDGET

The Contractor's Fee is in a daily rate of FOUR HUNDRED THOUSAND RUPIAH (IDR 400.000) nett (only for data collection days), CRS will pay the tax. The Contractor shall not be entitled to the privileges and fringe benefits granted to the CRS - employees. However, the Contractor is entitled to materials and mobilization Costs for the entire duration of this agreement as follows:

 

1.       Transportation Costs, 100.000 IDR during baseline training only.

2.       Meals, CRS will provide meals and venue for baseline training.

 

PLACE OF PERFORMANCE

Quantitative 3CAF Survey will take place in 13 LGU's and Institution office[1]. While KAP Survey will take place in six sub-districts in Kupang City[2].

DATA OWNERSHIP & PUBLICATION

CRS retains sole ownership of all quantitative and/or qualitative data collected during the study/work described in this SoW along with the right to publish, present, or use any study results for instructional, research, or publication objectives.

QUALIFICATIONS           

Specific Qualifications for Enumerators are:

-          Must be a college graduate or undergraduate.

-          Must have prior experience in conducting quantitative and qualitative assessments and surveys.

-          Must be fluent in the local language.

-          Must currently residing in either of the target areas.

-          Experience in data collection methods and tools, paper based or using information communication and technology (ICT) devices or tablets;

-          Ability to work with minimum supervision

-          Good interpersonal, organizational and written/verbal communication skills, including in cross-cultural settings;

-          Demonstrated personal accountability and driven to serve others

-          Establish confidence with the participants or respondents

-          Empathic communication with the team and respondents

-          Own Android smartphone reliable to CommCare application

-          NPWP (tax card) and SIM C (motorbike driving license), having his/her own motorbike is preferable

-          Have own health insurance, such as BPJS
