Program Background

 

The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by DT Global. KIAT's overarching goal is to support 'sustainable and inclusive economic growth through improved access to infrastructure for all people'. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:

 

1.     Improved GoI policy and regulatory framework for infrastructure development.

2.     High quality projects prepared and financed by GoI, the private sector and / or MDBs.

3.     High quality infrastructure delivery, management, and maintenance by GoI.

4.     Infrastructure policies, design and delivery are more inclusive for women and people with disabilities.

5.     Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure.

 

The initial focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); and Infrastructure Funding and Financing. KIAT is also expanding its infrastructure activities in the areas of climate change, urbanisation and private sector participation.

The Role

The position leads the implementation of KIAT's GEDSI Strategy (2022-26), oversights day-to-day management of GEDSI-related activity design and implementation, and ensures strategic alignment and cooperation with other development partners, including engagement with civil society.

About You

·       Tertiary qualifications in social sciences, gender studies, public policy, management, development studies or related area.

·       At least 10 years' experience in the design and management of high-level advisory international development programs focussed on GEDSI (within Indonesia desirable).

·       Ability to effectively manage a multi-disciplinary team of long and short term international and national advisers and sub-contractors, as well as a small support team of project and administrative staff.

·       A strong technical background in GEDSI ranging from policy and strategic advice to civil society engagement and activity implementation (within the infrastructure sector desirable).

·       Demonstrated analytical skills and the ability to communicate complex and technical information to a diverse set of stakeholders.

·       Excellent verbal and written communication skills in English (and Bahasa Indonesia desirable). Demonstrated experience in briefing and working closely with senior government officials in a donor context.

·       Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities.

·       Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.

Remuneration
Based on DFAT standard ARF rates (assessed as ARF classification D4). Successful Indonesian nationals will be engaged under a local contract in IDR,  and will be subject to Indonesian employment regulations and tax obligations.
