Deputy Director – Infrastructure Policy
Program Background
The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by DT Global. KIAT's overarching goal is to support 'sustainable and inclusive economic growth through improved access to infrastructure for all people'. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:
- Improved GoI policy and regulatory framework for infrastructure development.
- High quality projects prepared and financed by GoI, the private sector and / or MDBs.
- High quality infrastructure delivery, management, and maintenance by GoI.
- Infrastructure policies, design and delivery are more inclusive for women and people with disabilities.
- Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure.
The initial focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); and Infrastructure Funding and Financing. KIAT is also expanding its infrastructure activities in the areas of climate change, urbanisation and private sector participation.

The Role
The position is a key leadership role responsible for developing and implementing KIAT's strategic infrastructure policy activities. This Deputy Director will play a pivotal role in shaping KIAT's approach to infrastructure policy development and advocacy. The Deputy Director will provide expert guidance, drive policy initiatives, and foster collaboration to optimise infrastructure policy reform in Indonesia. The position will contribute to KIAT's overall objectives by managing research programs, leading policy advocacy, and designing and delivering policy-centred activities that align with KIAT's End-of-Facility Outcomes.

About You
- Educational Qualifications: Degree in a relevant field such as infrastructure, economics, public policy, law or a related discipline.
- Professional Experience: Significant experience in infrastructure policy and planning, and infrastructure funding and financing. Experience in management of international development programs, and advanced executive and project management skills an advantage.
- Research and Strategic Policy Skills: Ability to lead research activities and develop strategic infrastructure policies that align with donor and government objectives.
- Policy and Regulatory Knowledge: Familiarity with infrastructure-related policies, financing and funding modalities, regulations, and best practices at local, regional, or national levels, with applicability to the Indonesian context an advantage.
- Stakeholder Engagement: Demonstrated ability to engage with diverse stakeholders, including government agencies and private sector partners.
- Communication Skills: Excellent written and verbal communication skills, with the ability to prepare clear and concise briefs, reports, and presentations in English. Language skills in Bahasa Indonesia are an advantage.
- GEDSI: Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.

Remuneration
Based on DFAT standard ARF rates (assessed as ARF classification D4). Successful Indonesian nationals will be engaged under a local contract in IDR, and will be subject to Indonesian employment regulations and tax obligations.
