Climate Change Adaptation and Mitigation Specialist Lombok, NTB

 

About the organization:

Yayasan Relief Islami Indonesia (YRII) is an independent humanitarian and development organization. YRII, previously Islamic Relief Worldwide in Indonesia as globally with Islamic Relief Worldwide we have been fighting poverty and injustice for 30 years, in a world where more than three billion people still live in poverty

 

Country Purpose:

Islamic Relief Worldwide in Indonesia has been operating since 2003, and officially became the Yayasan Relief Islami Indonesia in January 2022. The objective of the Yayasan Relief Islami Indonesia program is to contribute to the social welfare of the Indonesian people and to alleviate suffering. The main sector for the programme include:

 

•        Water and Sanitation

•        Sustainable livelihood

•        Education

•        Child Welfare

•        Shelter

•        Disaster Risk Reduction

•        Climate Change

 

The geographical area: NTB, Aceh, Central Sulawesi, West Sulawesi and Jakarta Province and will be expanded to all regions of Indonesia according to the development of the organization. The implementation of the program is carried out directly by YRII or through cooperation partners.

 

Yayasan Relief Islami Indonesia is currently implementing project of Unlocking Resilience was aimed to improve welfare of community living in climate induced disaster-prone areas in Nusa Tenggara Barat (NTB) province, Indonesia indicated by increased household income and community resilience supported by improved government policy and practices on Low Carbon Development and Climate Resilience (LCD&CR) by 2026.  This goal will be achieved through 4 main strategies:

1.       Graduation model. The project will use the graduation model with contextual adjustments and technical guidance and experience sharing from wider IR offices and team members in the region. The graduation model is a highly sequenced set of interventions which has been found to have had transformational impact in taking families living in extreme poverty on a sustainable pathway out of poverty.

2.       Community Resilience Building. Participatorily assessing for disaster and climate related risks at community level with local government, vulnerable groups and technical specialists and developing local risk reduction and adaptation action plans. Followed by implementation of action plans by identified stakeholders and some co-funding support from Government, community and project.

3.       Sub-national Advocacy. Sub-national (provincial) level advocacy to influence policy makers and key institutions, through strengthening or establishing multi-stakeholder platform/s for ending extreme poverty nationally (SDG1), championing policies and financing for community-based disaster risk reduction and locally-led climate adaptation planning and action as part of government's commitment to SDGs, COP and NAP.

4.       Knowledge, Innovation, and Learning Management. Knowledge, innovation, impact and learning from the project and evidence-generated will be captured, systematically assessed, reviewed and documented and disseminated in line with the IR MEAL Framework amongst key national and international stakeholders, other CSOs and as well as to wider IR colleagues and offices in country, regionally and globally. Academic partnerships will be entered into with respected and renowned national universities with departments well regarded for DRR, climate change adaptation and poverty reduction research to act as knowledge, research and evidence gathering and dissemination partners.

 

The project will be implemented in 1 district, namely East Lombok District, NTB province that have high vulnerability to climate change impact and poverty.  The project will be implemented for 3 years from 1 January 2024 to 31 December 2026.

 

For this project, Yayasan Relief Islami Indonesia is seeking Climate Change Adaptation and Mitigation Specialist based in Lombok – NTB.

 

Reporting Line:

Post  holder  would  directly  report  to  NTB Area Coordinator.

 

Overall Responsibility:

Under the guidance and direct supervision of the NTB Area Coordinator, the CCA Specialist will provides and support with technical assistance to the local partners in climate change adaptations in different sector such as fisheries, forestry, and agriculture. s/he will support community based work on risk analysis, local adaptation planning action formulation (LAPAs), and its implementation, LAPA integration into village development planning, Disaster Preparedness/Climate Adaptation Team establishmen.  S/he will liaise with project stakeholder (project team, local government, local partners, volunteers, right holders and etc).

In addition, s/he will work closely with the project team including MEAL  Officers to ensure project deliverables are achieved on scope, time, and budget.

 

S/he must perform her/his assigned areas with respect to technical assessments, awareness-raising, rights holders profiling, designing, and delivering training. The respected position will capacitate the staff and volunteers in undertaking  their duties and assignment  accordingly

 

Scope of the Role:

Community Resilience Building. Participatorily assessing for disaster and climate related risks at community level with local government, vulnerable groups and technical specialists and developing local risk reduction and adaptation action plans. Followed by implementation of action plans by identified stakeholders and some co-funding support from Government, community and project

 

Responsibility for Resources:

      Participatory Climate Risk Assessment Training. The project will provide 5 targeted village communities with Climate Risk Assessment training. This training will improve knowledge and skills of participants in the assessment. Participant will be selected from various representation of organization/group in the community.

      Village Climate Risk Assessment. Trained community members will apply gained knowledge and skills during the training into practice. By involving relevant village stakeholders and technically supported by project team, they will facilitate the process of climate risk assessment in order to produce climate risk assessment document. Community Action Plan (CAP) or Local Adaptation Plan of Action (LAPA) Formulation

      Establishment of Village Preparedness Team (VPT). The project will facilitate the establishment and strengthening of VPT. This team is designed as an organizational structure for managing Climate Change related initiatives, including the implementation of LAPA. The VPT will be supported in term of organizational structure, management, and networking.        

      Advocacy to integrate CAP/LAPA into village development planning (RPJMDes, Annual Planning). The project will try to influence village government to accommodate CAP into village government development planning. Momentum of decision-making process at village level will be identified and key stakeholders will be engaged and influenced on the importance of prioritizing LAPA initiatives to be accommodated into development planning.

      Support for CAP/LAPA implementation. The project will support the village community to implement CAP/LAPA

 

Requirements:

•   University degree in environment, development Studies, forestry, fisheries, agriculture, economy, management, or another related field

•   Five years minimum experience in climate change adaptation sectors

•   Have experiences working with implementing partners such local NGO or government

•   Computer literate with fluency of using Microsoft Word, Excel, survey tools

•   Climate risk analysis tools and practices and reporting template

•   Local Adaptation Planning Action template

•   Strategy to integrate LAPA into village development planning and budgeting 

•   Different technical Write report: monthly, interim, annual, final report, particularly on CCA.  

•   Knowledge on capacity building technique for partner and community on CCA. 

•   Local Adaptation Planning Action formulation

•   Advocacy to integrate LAPA into village development planning and budgeting 

•   Write technical report: monthly, interim, annual, final report, particularly on CCA.  

•   Capacity building technique for partner and community on CCA. 

•   Network building with different stakeholders

•   Project management skill is required

•   Good communication skill in both English and Bahasa Indonesia
