Project Description 

Resonance is seeking candidates to serve as the LTTA to assist Grants Team in implementing the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or "Ber-IKAN" Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:  

1.    Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  

2.    Strengthened small-scale fisheries governance.  

3.    Increased government and market-based incentives for sustainable seafood products.   

4.    Improved protection of ETP marine species affected by fishing practices.  

 

USAID Ber-IKAN allocates $2.3 million in grants funding to strengthen fisheries management and sustainability in National Fisheries Management Areas (Wilayah Pengelolaan Perikanan Negara Republik Indonesia, WPP) 711 (Western Indonesia) and 715 (Eastern Indonesia).

 

In order to support the grant program and to ensure its running smoothly, it is recognized of the need of junior staff to support the daily operation of the grants management team.

RESPONSIBILITIES/ESSENTIAL FUNCTIONS 

Objective

The Grants Support Assistant will be responsible for providing administrative assistance in day-to-day activity of USAID Ber-IKAN grants management team.

 

Activity Description

This position will support USAID Ber-IKAN program related with GRANTS with a range of tasks including but not limited to:

  • Assist in the management of grant awards, including but not limited to verifying that grant proposal aligns with the organization's criteria and objectives, and adhere to grant requirements.
  • Assist the grant team to provide feedback to grantees on their proposals, including suggestions for improvement or clarification.
  • Maintain accurate and up-to-date records of grant activities, tracking grant deadlines and progress report.
  • Assist in the proper monitoring, evaluation and reporting of the implementation of the grantee in the targeted provinces.
  • Provide administrative support to the Grants Management team, including scheduling meetings, preparing meeting materials, and managing correspondence.
  • Support the Grants Management team in other tasks as assigned.

 

QUALIFICATIONS: 

The USAID Ber-IKAN is seeking an individual staff, which can demonstrate:

  • Bachelor's degree
  • Strong communication skills
  • Strong English speaking and writing abilities including a knowledge of written correspondence etiquette for a business setting.
  • Previous experience in grant management is a plus but not required.
  • A positive attitude, willingness to learn, and ability to adapt to changing priorities.
  • Experience with and comfort using office equipment such as computers, phones, printers, etc.
  • Proficiency and comfort using the intermediate level functions of Microsoft Office suite (Word, Excel, Power Point) or similar programs such as Google Docs.
  • Ability to work independently as well as an effective team member.

BASE OF OPERATIONS

The location for this position is Jakarta, Indonesia with potential travel to USAID Ber-IKAN working areas.

REPORTING

The Grants Support Assistant will report to the Grants Assistant as Primary Supervisor, and Grants Manager as Secondary Supervisor

Background and Justification

 

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities worldwide over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID-funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and their use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

 

As USAID's flagship HIS and data project, CHISU Indonesia will support the Ministry of Health of Indonesia to strengthen governance and enabling environment, increase availability and interoperability and information systems, and increase demand and use of information to address health priorities, gaps, and challenge for health financing information systems, COVID-19 vaccination dashboard and TB AI/ML forecasting in Indonesia. 

 

The use of artificial intelligence and machine learning (AI/ML) was noted by MOH as a priority action for digital health transformation. Using findings from the data use needs assessment, the applicability of AI/ML in solving key data management, quality and use needs was explored by developing use cases with Pusdatin and DTO. CHISU held an AI/ML Orientation Workshop with participants from Pusdatin, DTO, Maternal and Child Health Program Management Team, TB Working Team and Pusjak PDK in 2022 to provide them with information on best practices for the implementation of AI/ML for health. CHISU worked towards an AI/ML prototype to demonstrate how to predict TB drug quantities needed and where to support a more targeted and accurate allocation of TB resources to optimize the current distribution of available TB drugs to match demand informed by real-time data. TB program intervention. Learning from activities in 2023, the prototype of near real-time forecasting and delivery of SITB drugs from the regency to the health facility based on the number of active TB patients registered per facility will start to be developed.

 

To support the development of this prototype, we need experts who understand the context of AI/ML development. The Advanced Analytics Consultant 2 (Data Engineer and Data Analyst) will support systems users in designing, modeling, and prototyping the AI/ML for TB drugs forecasting specifically to "data engineering and data analysis". The Advanced Analytics Consultant 2 (Data Engineer and Data Analyst) will report to the CHISU Indonesia Senior Interoperability Specialist and work closely with the CHISU technical team, data and technical team of the Digital Transformation Office (DTO), Center for Data and Information Technology (Pusdatin) and the MoH's TBC working team.

-        Supporting TB use case forecasting involves acquiring, structuring, and cleaning data for a robust proof of concept, ensuring dataset integrity.

-        Conduct data normalization, wrangling, scaling, and preprocessing, employing advanced techniques to enhance dataset suitability for modeling.

-        Create an algorithm for AI/ML modeling, strategically selecting and implementing algorithms tailored to TB forecasting characteristics.

-        Conduct hyperparameter tuning to optimize AI/ML model performance, systematically adjusting parameters for refined and accurate TB use case predictions.

-        Provide comprehensive technical documentation, detailing methodologies, algorithms, and processes to guide stakeholders, troubleshoot, and facilitate knowledge transfer.

-        Collaborate closely with Pusdatin, DTO, Ministry of Health TB team, fostering partnerships, communication, and alignment for an effective forecasting solution.

Qualifications

       Bachelor's degree in information system, Computer Science, IT Management, or other related disciplines.

       Have at least 3 years of experience in AI/Machine Learning projects.

       Mastery of programming languages such as JavaScript, Typescript, Python, Java, R, or other programming language.

       Expertise in data analysis tools such as superset, tableau, PowerBI, STAT, or other tools.

       Expertise in linear algebra, probability, and statistics skills.

       Strong knowledge of AI/Machine Learning frameworks such as PyTorch, Theano, TensorFlow, and Caffe.

       Experience with source code management tools such as github, bitbucket, or gitlab.

-        Conduct Exploratory Data Analysis (EDA). This involves delving into the dataset to gain insights, identify patterns, and understand the underlying relationships between variables.

-        The development and maintenance of AI/ML models for TB use case forecasting by employing advanced machine learning techniques and open source tools to create robust models capable of making accurate predictions.

-        The deployment of an AI/Machine Learning prototype results from implementing the model into the operational environment to assess its performance in real-world scenarios.

-        Provide inputs and documentation of AI/ML TB use case forecasting to enhance the transparency and reproducibility of the AI/ML TB use case forecasting by outlining the workflow and specifying any additional steps required to streamline the development process further.

-        Provide clear, concise and well-orchestrated documentation for continuous training of the model to improve forecasting accuracy.

-        Facilitate the knowledge exchanges, technical documentation, and publication from CHISU to ensure global best practices on developing AI/ML models for TB TB use case forecasting.
